On October 23, 2020, a meeting of the Karazhal city election commission was held. The meeting was attended by all members of the city election commission. The following issues were considered at the meeting:

- Decree of the President of the Republic of Kazakhstan "On calling regular elections of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan";

- Resolution of the Chairman of the CEC of the Republic of Kazakhstan "On calling regular elections of deputies of maslikhats of the Republic of Kazakhstan".

1. During the meeting, the chairman of the city election commission T. Ilyasov noted that the election campaign has a number of features:

The first. Amendments were made to the Constitutional Law "On the Parliament of the Republic of Kazakhstan and the Status of its Deputies" and the Law "On Committees and Commissions of the Parliament of the Republic of Kazakhstan" to establish the institution of parliamentary opposition and regulate its activities. The secretary is elected from among the deputies of the parliamentary opposition.

In addition, the parliamentary opposition has the right to initiate parliamentary hearings at least once per session. It will also determine the agenda of the government hour at least twice during one session.

In addition, leaders of factions of political parties are guaranteed the right to speak at joint sittings of the Parliament, plenary sessions of the Majilis, meetings of standing committees, working groups, parliamentary hearings and other events.

The second. In accordance with the provisions of the Constitutional Law "On Elections in the Republic of Kazakhstan" and the Law "On Political Parties", for the first time in our parliamentary practice, a 30% quota for women and youth was included in party lists. This norm, as an effective way to involve women and youth in the Parliament and local representative bodies, promotes their active participation in the socio-political processes in the country.

The third. The forthcoming maslikhat elections will be held for the first time on a party list. The proportional model is fully consistent with the world democratic practice, contributes to the strengthening of the political system, the development of democracy, activates the work of political parties. These new initiatives provide additional opportunities for parties to strengthen their position in the political system.

 

2. In accordance with Article 22, paragraph 4 of Article 21 and subparagraph 6 of Article 14 of the Constitutional Law "On Elections in the Republic of Kazakhstan" on the territory of the administrative-territorial unit of Karazhal, Karaganda region - a constituency for the election of deputies of Karazhal city maslikhat.
