In accordance with Article 43-1 of the Land Code of the Republic of Kazakhstan, the Akimat of the Uygur district announces a competition to grant the right of temporary paid land use (lease) for farming or agricultural production.
Acceptance of documents with competitive applications is accepted from 09.00 on February 12, 2024 to 17.00 on March 01, 2024
The list of documents required to participate in the competition can be obtained until March 01, 2024, at 10:00 a.m. at the address: Almaty region, Uygur district, Chunja village, Al-Farabi Street 100 building, in the State Institution "Department of Land Relations of the Uygur district".
The acceptance of applications for participation in the competition (tender documentation) ends on March 01, 2024 at 17:00.
The competition will be held at 10:00 a.m. on March 04, 2024, in the building of the Uygur district Akimat at the address: Chunja village, Rajibaeva str., 75.
All persons engaged in agriculture who meet all requirements are allowed to participate in the competition, according to Article 43-1 of the Land Code of the Republic of Kazakhstan and Order No. 518 dated December 20, 2018 of the Deputy Prime Minister of the Republic of Kazakhstan - Minister of Agriculture of the Republic of Kazakhstan "On approval of the Rules for organizing and conducting a competition for granting the right to temporary paid land use (lease) for farming or farming, agricultural production" and the Order of the Minister of Agriculture of the Republic of Kazakhstan No. 281 dated August 1, 2019 "On Amendments to the Order of the Deputy Prime Minister of the Republic of Kazakhstan - Minister of Agriculture of the Republic of Kazakhstan dated December 20, 2018 No. 518 "On approval of the Rules for organizing and conducting a tender for the provision of the rights of temporary paid land use (lease) for farming or farming, agricultural production"
The tender documentation is accepted by the State Institution "Department of Land Relations of the Uygur district", at the address: Chunja village, Al-Farabi str., 100 building. Additional information can be obtained by calling \872778\ 21386; 24344:
The application for participation in the tender for granting the right of temporary paid land use (lease) for farming or farming, agricultural production must contain:
1) for non–governmental legal entities of the Republic of Kazakhstan – the name of the legal entity, its location, information on state registration (re-registration) as a legal entity, information on the heads and participants or shareholders of the applicant - legal entity, indicating the size of their share in the authorized capital (of the total amount of the authorized capital), information on affiliated persons the applicant;
2) for individuals – the surname, first name and patronymic (if it is indicated in the identity document) of the applicant, place of residence, citizenship, individual identification number, information about the applicant's identity document;
3) the location of the land plot claimed by the applicant;
4) competitive offer;
5) obligations to conclude a contract for temporary paid land use (lease) of an agricultural land plot for farming or agricultural production within three working days from the date of receipt of notification of the need to sign the specified agreement in case the applicant is recognized as the winner of the competition for granting the right of temporary paid land use (lease) for farming or farming, agricultural production.
An application for participation in a tender for granting the right of temporary paid land use (lease) for farming, agricultural production may be submitted by authorized representatives of an individual or a non-governmental legal entity of the Republic of Kazakhstan on the basis of a power of attorney issued and executed in accordance with the legislation of the Republic of Kazakhstan.
The tender offer must contain:
1) business plan (projected volume of investments, areas of cultivation of agricultural crops, livestock of farm animals, applied agro technologies, availability of agricultural machinery and technological equipment, qualified specialists in the field of agriculture, the number of jobs created);
2) obligations for the preparation and development of an on-farm land management project, the implementation of measures for the development of agricultural infrastructure;
3) obligations to comply with the requirements of the land legislation of the Republic of Kazakhstan, including the rules for the rational use of agricultural land, the implementation of indicative indicators for the diversification of the structure of sown areas of crops in accordance with the specialization of the region, compliance with scientifically based agro technologies, phytosanitary and quarantine requirements.
The tender offer is submitted by the participant of the competition in a closed envelope, printed or written in indelible ink in stitched form with numbered pages, where the last page is certified with: the signature of the participant – for individuals (or a trusted person) and the signature of the first head (or a trusted person) and a seal (if any) – for legal entities, except cases of its submission via the e-government web portal.
There should be no inserts between lines, wipes or attributions in the application and on the tender offer, except in cases when the participant needs to correct grammatical or arithmetic errors.
The closed envelope of the tender offer contains the inscription "Competition for granting the right of temporary paid land use (lease) for farming or farming, agricultural production" and "Do not open until: "___" _______ year" (the exact date is indicated).
An application for participation in the competition that does not meet the requirements of paragraph 9 of Article 43-1 of the Land Code is subject to rejection.
An application for participation in a tender for granting the right of temporary paid land use (lease) for farming or agricultural production that does not meet the requirements of paragraph 9 of this Article is subject to rejection.
The participant may change or withdraw his application before the deadline for submitting applications. The change is prepared, sealed and submitted in the same way as the application itself. Such a change or notification of withdrawal is valid if it is received by the local executive bodies of districts and cities of regional significance before the deadline for submitting applications.
Changes to it are not allowed on the day after the deadline for submitting applications.
The next day, after the deadline for submitting applications for participation in the competition, the results of the competition are summed up by the land commission by opening the received closed envelopes (without the participation of the participants of the competition).
