A risk management system has been implemented for obtaining a license for tour operator activities
As part of eliminating the causes and conditions contributing to corruption offenses in the field of tourism, a risk management system (hereinafter referred to as the RMS) has been implemented for obtaining a license for tour operator activities (hereinafter referred to as the License).
Recently, instances of document forgery and falsification attached to applications for tour operator licenses have become more frequent. How will the RMS be implemented? In the form of verification and integration with the databases of other government agencies for automatic cross-checking and retrieving information regarding employees, employee educational qualification documents, electronic employment contracts, tax deductions, and other data.
As part of the measures carried out jointly with the employees of the Public Services Committee of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, "National Information Technologies" Joint-Stock Company (hereinafter referred to as JSC "NIT"), and the Republican State Enterprise on the Right of Economic Management "Digital Government Support Center", all the following work has been successfully completed:
- Unified Higher Education Platform (UHEP), National Educational Database (NEDB) – education data (name of the educational institution, diploma number and date of issuance, specialty, qualification);
- Unified System for Accounting Employment Contracts (USAEC) – work experience data (place of work, position held, date of employment order, individual employment contract number);
- Unified State Real Estate Cadastre (USREC) – land and legal cadastre information (title document confirming ownership and/or document confirming other legal rights, contract number, date, and validity period (in case of other legal rights), name and BIN/IIN of the legal entity/individual entrepreneur/individual with whom the contract is concluded, premises address). The Ministry of Tourism and Sports, together with JSC "NIT", held a demonstration for employees of the Ministry and local executive bodies (service providers). By the end of the year, we plan additional integrations with tax authority systems regarding the provision of an electronic copy of the document confirming payment of the license fee by service recipients.
