Work to ensure the rights and improve the quality of life of persons with disabilities is carried out in accordance with the Social Code of the Republic of Kazakhstan in four directions: social rehabilitation, professional rehabilitation, provision of special social services, ensuring access to the social and transport infrastructure of the city.
1. Social rehabilitation.

Measures for the social rehabilitation of persons with disabilities are carried out on the basis of individual habilitation and rehabilitation programs (hereinafter referred to as IPAR), which are issued by the departments of medical and social expertise.
As part of social rehabilitation, persons with disabilities are provided with prosthetic and orthopedic care, special means of transportation, technical aids (sign language aids, typhoid aids, hygiene products), they are provided with sanatorium treatment services of an individual assistant and a sign language specialist.
To provide the above-mentioned rehabilitation facilities and services within the framework of the provision of public services in accordance with the Lists of basic requirements for the provision of public services, persons with disabilities or their legal representatives, or persons who have received from them a power of attorney for the right to issue documents, provide to the Offices of the State Corporation "Government for Citizens" (PSC), in the State Institution "Department of Employment and Social Programs of the city of Sarani" or the web portal of "electronic government" www.egov .kz application, a document certifying his identity (for identification), a power of attorney that does not require notarization.
Specialists receive information about the identity document, the establishment of disability, and the measures developed in the individual rehabilitation program from the information systems of government agencies. In the absence of information in information systems, copies of paper documents containing the above information are attached to the application.
Persons with disabilities are provided with social services and technical means of rehabilitation during the year, according to the order, which is formed by the date of filing an application registered in the automated information system "E-Sobes" If there is funding planned for the calendar year,
2. Professional rehabilitation.As part of the professional rehabilitation of persons with disabilities in the city, a quota of jobs is established annually at enterprises, organizations and institutions of the city, regardless of the form of ownership (with a staff of more than 30 people), in the amount of 3% of the total number of jobs, which is approved by the decree of the Akimat of the Karaganda region.
As part of the work on vocational rehabilitation in accordance with the Social Code of the Republic of Kazakhstan, persons with disabilities are sent on a priority basis to vocational training and retraining courses, to social jobs, persons who have graduated from educational institutions - to youth practice. Persons with disabilities are assigned to permanent jobs taking into account diseases and their physical condition.
To determine the measures of vocational rehabilitation, persons with disabilities can apply to the Career Center of Sarani, they must have an identity card for identification, a certificate of disability, a certificate from a medical organization with recommendations on employment, if there is a professional part of an individual rehabilitation program.
3. Provision of special social services.Special social services (hereinafter referred to as SSS) are provided to persons with disabilities of the 1.2 group and children with disabilities at home, in hospital and semi-stationary conditions, according to individual habilitation and rehabilitation programs (hereinafter referred to as IPAR) in accordance with the Social Code of the Republic of Kazakhstan.
To apply for the provision of SSU in a hospital and semi-hospital, a person with a disability (or a legal representative) to the Offices of the State Corporation "Government for Citizens" (PSC), to the State Institution "Department of Employment and Social Programs of the city of Sarani" or the e-government web portal www.egov .kz provides an application, a document certifying his identity (for identification), a power of attorney that does not require notarization.
When applying, you must provide an identity document or an electronic document from the service recipient's digital documents service with an individual identification number (hereinafter referred to as IIN) (for identification), a medical card with an extract from an outpatient card or medical history. For people who need to provide SSU at home, an extract from the outpatient card is not required, and for children with disabilities under 18 years of age, a copy of the conclusion of a psychological, medical and pedagogical consultation is required.
Specialists receive information about the identity document, the establishment of disability, and the measures developed in the IPAR from the relevant state information systems.
In the absence of information from information systems, a copy of the court decision on the recognition of a person as legally incompetent (if available) is attached to the application (if available) for persons over eighteen years of age.
Persons with disabilities in need of SSU in hospital and semi-stationary conditions are sent to the appropriate Centers for the provision of special social services and rehabilitation centers according to the priority, which is formed by the date of submission of the application registered in the automated information system "E-Sobes".
4. Ensuring access for persons with disabilities to the social and transport infrastructure of the city.
As part of ensuring access for persons with disabilities to social and transport infrastructure facilities, consultative and explanatory work is constantly carried out with the heads of organizations and institutions of all forms of ownership, and a survey of facilities located on the territory of the city of Sarani is carried out.
8 city routes are served by 11 buses equipped to transport people with disabilities.
To inform people with disabilities about the degree of accessibility of facilities located in the city, data on facilities are entered into the "Interactive Accessibility Map" on the Portal "Social Protection of persons with Disabilities".
For the convenience of persons with disabilities, self-service corners are equipped in the State Institution "Department of Employment and Social Programs of the city of Sarani", KSU "Employment Center of the city of Sarani" and in the Saransk branch of the Population Service Center, in the State Institution "Office of Akim of the village of Aktas".
In order to improve the quality of social services and provide rehabilitation facilities, the Social Services Portal (hereinafter referred to as the Portal) has been launched since January 1, 2021, which is an automated system that allows persons with disabilities to independently purchase rehabilitation facilities and social services directly from suppliers at state-guaranteed prices. Additionally, the Portal provides the opportunity to purchase more expensive goods and services, subject to additional payment by a citizen, when choosing them. To receive services on the Portal, you must have an electronic digital signature (EDS).
