Address social assistance (hereinafter referred to as ASA) it is assigned to low-income families whose income level for each family member is below the poverty line, i.e. 70% of the subsistence minimum of the region (2nd quarter of 2024 -32496 tenge).
It is assigned quarterly, for the current quarter, starting from the month of application submission.
The size of the ASA is determined for all family members as the difference between the poverty line and the average per capita income.
When calculating the total family income, all types of income (received in the quarter preceding the quarter of applying for the appointment of the ASA), living together, running a common household and having registration at a permanent or temporary (at least 6 months) place of residence for each family member are taken into account.
On the example of a large family (6 people):
The amount of the total family income per month is 189,183 tenge (Q1 2024: 390000 tenge - salary, 177549 tenge - state allowance for large families with 4 or more minor children);
Average per capita income: 31530 tenge = (189183 tenge/6 people);
The poverty line for the 2nd quarter of 2024 is 32496 tenge;
The size of the ASA: per person 966tg = (32496tg - 31530tg), per family 5796tg = (966tg*6).
For the period of appointment of targeted social assistance, a monthly additional payment in the amount of 1.5 monthly calculation index (5538 tenge) is paid for each child aged from one to six years inclusive, established for the corresponding financial year by the law on the republican budget.
Address social assistance is not assigned:
1) Persons (families) who are not low-income;
2) If an able-bodied family member refuses the proposed measures to promote employment, then all members of his family lose the right to ASA;
3) Persons (families) who have provided deliberately false information and (or) false documents for the appointment of ASA;
4) Persons (families) who, according to the conclusion of the precinct commission, prepared based on the results of a survey of their financial situation, do not need to provide ASA.

Housing assistance is calculated for each family individually, depending on the total income of the family, the occupied housing area and the utilities actually consumed (according to the tariff or meter readings), including solid fuel consumption.
At the same time, the actual expenses of the family are taken into account within the limits of social norms:
- the norm of housing area for single citizens living in multi-room apartments is 30 sq.m. (for those living in one–room apartments - the total usable area of housing);
- electricity consumption per family according to actual expenses, but not more than 250 kW. in houses equipped with electric stoves;
- norms of consumption of utilities (water supply, sewerage, electricity, heat supply, maintenance services, garbage collection), regardless of the form of ownership, are established on the basis of tariffs approved by service providers or according to the data of the metering device;
- the amount of the increase in the subscription fee for a telephone connected to the telecommunications network is subject to compensation in accordance with the procedure established by the Government of the Republic of Kazakhstan.
- the consumption rate of solid fuel per 1 sq.m of area is determined by:
- for residential buildings built before 1985 - 161 kg;
- for residential buildings built after 1985 - 125 kg.
The amount of housing assistance is defined as the difference between the amount of expenses for the consumption of utilities (according to the social norm) within the limits of the norms provided by compensatory measures and the amount of maximum allowable family expenses. The share of maximum allowable expenses in the total total calculation is set at 5% of the total family income.
Housing assistance is assigned from the month of submission of the application with all necessary documents for a period up to the end of the current quarter.
The list of necessary documents for obtaining public services:
1) the identity document of the applicant (the original is submitted for identification);
2) a document confirming the income of a low-income family;
3) certificates of pension contributions (with the exception of information obtained from the relevant state information systems);
4) certificates from the place of work or certificates of registration as an unemployed person;
5) information about alimony for children and other dependents;
6) bank account;
7) invoices on monthly contributions for the management of the condominium facility and maintenance of the common property of the condominium facility, including major repairs of the common property of the condominium facility;
8) utility bills;
9) receipts-invoices for telecommunications services or copies of the contract for the provision of communication services;
10) expense accounts for the use of housing from the public housing fund and housing rented by the local executive body in a private housing fund.
The acceptance of applications and the issuance of the results of the provision of public services is carried out through:

The state service is provided on the basis of the Law of the Republic of Kazakhstan "On social and medical-pedagogical correctional support for children with disabilities" dated July 11, 2002 №343, the decision of the Balkhash town Maslikhat "On reimbursement of the costs of home schooling for children with disabilities from among the disabled according to an individual curriculum" dated June 12, 2014 №29/226, Rules for the provision of public services "Reimbursement of costs for home schooling of children with disabilities", approved by the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated March 25, 2021 № 84.
Reimbursement of expenses for children with disabilities from among the disabled (except for children with disabilities who are on full state support) is provided to one of the parents and other legal representatives of children with disabilities who study at home, regardless of family income, and since May 2023 has been set at the rate of ten monthly calculation indices per quarter or a total of 34,500 tenge for each child with a disability during the school year.
Reimbursement of tuition costs is made from the month of application to the month of the end of the period specified in the certificate from the educational institutions of the State Institution "Department of Education of the Balkhash town" of the Department of Education of the Karaganda region", confirming the fact of teaching a child with a disability at home.
If there are circumstances that have caused the termination of reimbursement of costs (the achievement of a child with a disability of the age of eighteen, the death of a child with a disability, the removal of disability, during the period of education of a child with a disability in a boarding school or sanatorium school), the payment is terminated from the month following the one in which the relevant circumstances occurred.

The state service is provided on the basis of the Rules for the provision of public services "Assignment of social assistance to certain categories of needy citizens by decisions of local executive authority ", approved by the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated March 25. 2021 № 84 "On certain issues of the provision of public services in the social and labor sphere", decisions of the Balkhash city Maslikhat from December 24. 2013 № 24/176 "On approval of the Rules for the provision of Social assistance, establishing the size and determining the list of certain categories of citizens in need."
The state service is provided at the same time, in the form of social assistance to those in a difficult life situation for persons permanently residing in the territory of the Balkhash town and the corresponding administrative-territorial unit (Gulshat, Sayak).
The grounds for classifying citizens as needy in the event of a difficult life situation are:
-causing damage to a citizen (family) or his property as a result of a natural disaster or fire;
-the presence of a socially significant disease "tuberculosis" during outpatient treatment;
-the presence of a socially significant disease "malignant neoplasms" for the period of postoperative treatment;
-the presence of a socially significant disease caused by the human immunodeficiency virus and carriers of the human immunodeficiency virus, including in children;
- the appeal of persons who arrived from places of deprivation of liberty no later than three months from the date of release.
The amount of social assistance provided in each individual case is determined by a special commission and indicates it in the conclusion on the need for social assistance.
Acceptance of the application and issuance of the result of the provision of public services is carried out through:
1) service provider (Government agency "Department of employment and social programs of the Balkhash town");
2) akim of the settlement;
3) e-government web portal.

Targeted social assistance is not assigned:

3) Persons (families) who have provided deliberately false information and (or) false documents for the appointment of TSA;

For the period of appointment of targeted social assistance for each child aged one to six years inclusive, a monthly additional payment is paid in the amount of 1.5 monthly calculation index (5175 tenge), established for the corresponding financial year by the law on the republican budget.

of expenses for the consumption of utilities (according to the social norm) within the limits of the norms provided by compensatory measures and the amount of maximum allowable family expenses. The share of maximum allowable expenses in the total total calculation is set at 6% of the total family income.
Assistance is assigned quarterly (from the month of filing the application with all necessary documents until the end of the current quarter).
Calculation example:
(from the public housing stock) S=60 sq.m (according to the tariff). The total family income for the month in the 3rd quarter of this year is 250976 tenge (200,000 tenge - salary; 50976 tenge - state allowance for large families with 4 minor children).
1) The amount of the maximum allowable expense -15059 tenge (250976 tenge * 6%)
2) Expenses for utilities - 31171 tenge
The amount of housing assistance is: 16112 tenge = (31171 tenge – 15059 tenge)
1) The amount of the maximum allowable consumption is 15059 tenge. (250976 * 6%)

When calculating the total family income, all types of income (received in the quarter preceding the quarter of applying for the appointment of the TSA), cohabiting, running a common household and having registration at a permanent or temporary (at least 6 months) place of residence for each family member are taken into account.
In addition, children between the ages of 1 and 18 years of age who are recipients of TSA receive additional
1) if there are children in the family aged from 1 to 6 years, when prescribing TSA, they are provided with a monthly grocery set and quarterly hygiene products;
2) if there are children in the family aged from 6 to 18 years, when appointing the TSA, a guaranteed social package is provided during the relevant school year (hot meals, public transport, and once a year school uniforms and supplies (stationery)).
TSA is not assigned:
1) If an able-bodied family member refuses the proposed measures to promote employment, then all members of his family lose the right to TSA;
2) Persons (families) who have submitted deliberately false information and (or) false documents for the appointment of TSA;
3) Persons (families) who, according to the conclusion of the precinct commission prepared based on the results of a survey of their financial situation, do not need to be provided with TSA.

The state service is provided on the basis of the Law of the Republic of Kazakhstan «About social and medical-pedagogical corrective support for children with disabilities» of July 11, 2002 № 343, the decision of the Balkhash town Maslikhat «About compensation of expenses for home education of children with disabilities from among disabled people on an individual curriculum» of June 12, 2014 № 29/226, Rules for public service «Compensation of expenses for home education of disabled children», approved by the Minister of Labor and Social Republic of Kazakhstan from March 25, 2021 № 84.
Compensation of expenses for disabled children (except for disabled children who are in full state support) is provided to one of parents and other legal representatives of disabled children studying at home irrespective of family income and for 2022 is established at the rate of five monthly calculation indexes in a quarter or in total 15900 tenge for each child.
Compensation of expenses is provided from the month of application to the end of the term established in the conclusion of the interdepartmental psychological, medical and pedagogical consultation and is made for the expired month as funding is received.
In the presence of circumstances that led to the termination of reimbursement (a disabled child's reaching the age of eighteen, the death of a disabled child, the removal of disability, while a disabled child is in a boarding school or sanatorium school), payment is terminated from the month following the month in which the relevant circumstances occurred.
