Social protection of disabled persons in the Republic of Kazakhstan is regulated by The Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Social Protection of Disabled People in the Republic of Kazakhstan", which regulates public relations in the field of social protection of disabled people in the Republic of Kazakhstan and defines the legal, economic and organizational conditions for ensuring social protection of disabled people, creating equal opportunities for them to live and integrate into society, and other regulatory legal acts of the Republic of Kazakhstan.
A disabled person is a person who has a health disorder with a persistent disorder of body functions caused by diseases, injuries (wounds, injuries, contusions), their consequences, defects, which leads to a restriction of life activity and the need for its social protection.
To ensure the rights and legitimate interests of persons with disabilities, Kazakhstan has a multi-level system of social protection, including:
- state aid and support in the form of social benefits and payments;
- compensation for lost body functions, social rehabilitation by providing technical auxiliary (compensatory) means and in order to increase the level of socialization, persons with disabilities are covered by the services of an individual assistant and a sign language specialist.
The list of technical compensatory means of rehabilitation consists of 55 types of names, including modern sign language and typhlotechnical means (laptops with a webcam for persons with hearing impairment, laptops with screen access software with speech synthesis, mobile phones with an audio message and a voice recorder for persons with visual impairment, etc.).
One of the areas of the social protection system for persons with disabilities is the provision of special social services.
Persons in difficult life situations, including the elderly, the disabled, persons released from prison and registered in probation services, victims of human trafficking and domestic violence are provided with a guaranteed volume of special social services, which includes 8 types of services.
As part of the optimization and automation of public services, the business process of conducting medical and social expertise, as well as services related to the establishment of disability, is being changed. According to the results of the medical and social examination, 8 state services can be provided to disabled people without a statement in a proactive format with informed consent, with the exception of the need to apply to local executive bodies for the implementation of individual rehabilitation program measures.
Work is being systematically carried out to create a barrier-free environment by certifying and adapting social and transport infrastructure facilities, active measures are being taken to promote the employment of disabled people and educational benefits are being provided.
At the same time, in order to effectively address the problems of persons with disabilities at the national level, the Government of the Republic of Kazakhstan established a Coordinating Council in the field of Social Protection of Persons with Disabilities in 2005.
The ratification of the Convention on the Rights of Persons with Disabilities has created additional guarantees for the provision, protection and development of the social and economic rights of persons with disabilities, as well as served as a reference point for further improvement of legal regulation and practical activities in the field of social protection of persons with disabilities.
