Dear colleagues!
Slide 2
2020 is coming to an end. Today, on the eve of the New Year, we summarize the main results of last year.
This year was marked by special events. This is the 25th anniversary of the Constitution of Kazakhstan, the 75th anniversary of the Victory, the 175th anniversary of Abay Kunanbayev.
For the whole world, 2020 was marked by pandemics and quarantine restrictions.
This year, everyone did a lot of work. Especially noteworthy is the work of doctors. I thank the medical staff.
I would like to thank all the people of North Kazakhstan for their responsibility.

Slide 3
The restrictive measures associated with the pandemic have made changes not only in our usual way of life, but also influenced the entire socio-economic situation.
Like almost the whole world this year, we were under severe psychological pressure. The leading countries of the world are faced with serious problems.
The borders of many states were closed. In many countries, small and medium businesses literally collapsed. Tax receipts decreased.
The world economy practically did not develop. From every screen we heard the disappointing news about the global crisis and economic slowdown.
In difficult times, people always come together. In this difficult period, the people of North Kazakhstan have shown and proved once again their solidarity and unity.
Thanks to this, we were able to withstand this pressure. Together we have achieved good results, which I will now tell you about with specific numbers.
Positive dynamics is noted in the main spheres of the economy.
In agriculture, growth is expected at the level of 101%, in industrial production — 107%, investments — over 115%, in construction — 110%, housing commissioning — 118%.
Despite the pandemic, the ongoing diversification in key sectors of the economy, as well as government support, had a positive impact on the development of the social sphere.
I can say with full responsibility that the pandemic and restrictive measures did not hit our region hard. This can be traced back to the budget. The fact that we have coped is evidenced by economic growth, an increase in budget allocations and taxes.
Slide 4
Look, in general, the increase in the budget for 11 months amounted to 32.6% (11 months of 2019 — 36 billion tenge, 11 months of 2020 — 47.7 billion tenge), including the individual income tax by 13, 7% (11 months of 2019 — 12.9 billion tenge, 11 months of 2020 — 14.7 billion tenge), social tax by 9.9% (11 months of 2019 — 9.9 billion tenge, 11 month 2020 — 10.9 billion tenge).
Slide 5
I would like to note that there was a quarantine and tax breaks were provided.
On this basis, a decrease in tax revenues was projected. But in fact, we have ensured growth. This means that the volume of wages has increased. So, if last year in the region it was 126 billion, then this year 151 billion tenge. For 9 months the payroll increased by 19.6%. The average monthly salary in the region increased by 20.7%, including in agriculture — 17.2%, industry — 12.9%, construction — 8.2%. Following the results of 11 months, contributions to the pension fund of the current year increased by 52.8% (11 months of 2019 — 31 billion tenge, 11 months of 2020 — 47.4 billion tenge).
That is the source where the money came to the regional budget from. Own revenues to the local budget increased by 17.8% (overfulfillment of 3.5 billion tenge).
Slide 6
The revised budget of the region for the current year increased by 32% (2020 — 324 billion tenge, 2019 — 245.4 billion tenge). The regional budget for the coming year has also been increased by 26% (operational data of the approved budget for 2021 — 330 billion tenge, to the approved budget of 2020).
At the same time, the share of expenditures directed to solving urgent issues of the region is more than 50% of the total budget.
That is, half of the budget is directed to the development of education, health care, social security, culture and sports.
Thus, we have created a socially oriented budget.
Now, I will dwell on the results of the development of each industry in more detail.
Agriculture
In agriculture, despite the difficult weather and climatic conditions, the difficulties caused by the global pandemic, positive dynamics have been achieved.
Slide 7
The volume of production in agriculture for 11 months reached 764 billion tenge (an increase of 0.7%). This is 152 billion tenge more than for the entire 2019 (612 billion tenge).
In terms of gross production, the region takes 2nd place, in terms of investments — 1st place in the republic (100.6 billion tenge).
Our grain growers harvested about 4.5 million tons of grain.
Slides 8 to 15
In animal husbandry, at the end of last year, we set ourselves the task of starting the construction of 10 dairy farms. In fact, the construction of 11 dairy complexes has begun. 5 has already been launched. Construction of six more facilities continues. I would like to comment on some of the slides. We expect an increase in milk by 17 thousand tons per year from the operation of dairy complexes. Construction of 10 more farms will begin next year.
The production of dairy products will only increase, and accordingly, their processing will also increase. First of all, due to the modernization of large enterprises such as "Maslodel" and "Eurasian Milk" (Milk Union) (for 8.6 billion tenge), as well as medium-sized enterprises "Rostan" LLP, IE "Palchik" and others.
Slide 16
Last year, I spoke about the launch of a new line for the production of milk, sour cream and fermented milk products of the famous “Maslodel” brand.
The commissioning of the line is scheduled for January 2021. After the modernization, the capacity of the enterprise will increase from 87 to 119 thousand tons of raw materials per year.
Slide 17
“Eurasian Milk” LLP is installing foreign equipment (from Germany and Switzerland) for the production of cheese and milk we need so much. The enterprise will produce 2.5 thousand tons of cheese products per year.
Slide 18
In beef cattle breeding (this year), it was planned to open 3 feedlots.
Slide 19
We are fulfilling this task. The construction of a meat farm in the village of Glubokoye, Kyzylzhar district, has been completed.
Work is underway to organize 2 more large feedlots for 13 thousand places in Ualikhanov and Akzhar districts.
More than 2,800 head of pedigree cattle for dairy and beef production were brought to the region from European countries.
Slide 20
Last year, we launched starch and gluten production lines at “Bio Operations” plant. This year, the final stage of technological modernization of the plant was completed and a bioethanol production line was launched.
Next year, “Bayrek” feed mill with a capacity of up to 100 thousand tons per year will be launched.
Slide 21
At the end of the last year, I voiced plans to repair vacant premises in the city. The reconstruction of the building for the German concern CLAAS is already underway. The plant will start operating in 2021.
Industry.
Despite the difficulties caused by the pandemic, almost all of our main factories are stable at work today.
Slide 22
The volume of manufactured products for 11 months of this year increased by 22.7% — up to 268.5 billion tenge (2019 — 218.8 billion tenge).
Despite all the difficulties, the utilization of machine-building enterprises has almost doubled — from 25 to 45 billion tenge.
Slide 23
For example, in the industry, orders at the Plant named after Kirov increased by 29.5% (from 12.2 to 15.8 billion tenge), "ZIKSTO" JSC by 5.6 times (from 2.8 to 15.7 billion tenge), "Poisk" LLP — by 9.2% (from 1.3 to 1.4 billion tenge), "Plant of multi-profile equipment" — by 33% (from 0.9 to 1.2 billion tenge), "Petromashzavod" — more than twice (from 0.5 to 1.2 billion tenge), Cool Infiniti — by 3 times (from 0.6 to 1.9 billion tenge). Orders of "Raduga" LLP increased by 29% (from 6.9 to 8.9 billion tenge).
A contract was signed between "ZIKSTO" JSC and "Kazakhstan Temir Zholy" for the supply of 2,000 flat cars for 46 billion tenge. This will provide the enterprise with a load for 2 years. The recruitment of labor is already underway (about 250 new jobs are needed).
Slide 24
Today, the Plant named after Kirov has produced 5 thousand computers, 41 thousand laptops, 8 thousand tablets for 6.3 billion tenge. The products are in demand not only in our region, but also in other regions of Kazakhstan.
The plant plans to produce 30 thousand computers per year, with a subsequent increase to 60 thousand.
Slide 25
Restrictions caused by the quarantine also influenced the postponement of the start of construction of a mining and processing plant in Syrymbet village. But we will do our best to start the postponed work at the earliest opportunity.
As I said earlier, in the coming year it is planned to implement two large-scale projects for the production of tungsten in the region. All necessary regulatory approvals are at the signing stage. The implementation of this project will create more than 1000 permanent jobs.
Today, our task is to make the economy of the region agrarian and industrial.
Industry amounts to 12.7% in the GRP (with a volume of 176.1 billion tenge, with an increase of 2.1%).
To solve this problem, we need to increase the output of industrial products by 70 to 80 billion tenge annually for 5 years. I think we can do it.
We have all the necessary resources for this. We will achieve this through the implementation of promising investment projects.
Slide 26
Over 11 months, investments increased by 20.4%, which is higher than the national average (96.1%). More than 226 billion tenge (investments) were attracted. This is 36.9 billion tenge more than last year. External investments grew by 36.7%.
Every three out of four tenge is a private investment.
The region has formed a regional pool of 53 investment projects worth more than 900 billion tenge. Through their implementation, more than 7 thousand new jobs will be created.
Slides 27 to 34
In the coming year, projects such as a brick factory, a plant for the production of autoclaved aerated blocks and plates will be implemented. We will launch a plywood mill in January 2021. The company "Raduga" has a project for the production of paper products. A wholesale distribution center was recently opened.
New enterprises have been launched in the region. The production of thermos wagons, soft containers made of polypropylene has been established. In the future, it is planned to produce kraft paper and wagon liners.
The construction of a modern data center continues.
Slide 35
At the end of last year, a special economic zone Qyzyljar was created, which provide preferential tax and customs preferences to our entrepreneurs and investors. In just a year, we were able to start the implementation of 3 projects: the production of electrical equipment, the regional multidisciplinary hospital and “CLAAS” company, i.e. the localization of the production of agricultural equipment.
Slide 36
SME.
The current year has been challenging for business. The production output in SMEs amounted to 208 billion tenge or 99.8% (compared to the half of 2019). This happened due to the closure of some of the enterprises during the pandemic.
But, despite all this, according to the results of the first half of the year, the number of employed in SMEs remained at the level of the last year and amounted to 105.4 thousand people (an increase of 0.1%).
For the period of quarantine restrictions on SME activities, a decrease in tax revenues was predicted. At the same time, I want to note that tax rates have not changed, on the contrary, tax benefits have been provided. Despite this, for 11 months of 2020, the share of SMEs in tax revenues increased. Small and medium-sized businesses paid 53.9 billion tenge to the budget (2019 — 41.7 billion tenge), or 12.2 billion tenge more than in the previous year. I would like to note that in the revenues of the region's budget, the share of taxes from SMEs has grown from 58% in 2019 to 62% this year. As you can see, the numbers speak for themselves.
The share of SMEs in the region's GRP is also growing: 2017 — 25.4%, 2018 — 29.7%, 2019 — 30.3%. We aim to reach 35% in 2025.
Slide 37
Infrastructure
This year, 35.5 billion tenge was allocated for road repairs, as a result, we were able to repair 954 km of the roadway (including 355 km of intra-village roads). Due to this, the condition of highways between 150 settlements, where about 117 thousand people live, has improved.
Slide 38
This year, 6.5 billion tenge was allocated for water supply, which exceeds the expenditures of the last year by 1.8 times (3.7 billion tenge)
Repair and reconstruction of 335 km. of water supply networks, the effect was obtained by about 60 thousand people living in 76 settlements (about 2.9 thousand houses were connected).
10.9 billion tenge will be allocated for water supply in 2021, which is 1.7 times higher than in the current year (6.5 billion tenge).
Internet and mobile communication in rural areas
This year, 115 villages have been connected to the Internet in the region. As a result, 437 villages out of 635 villages of the region are connected to the Internet, or 69%. We connect villages with over 250 people to the Internet. I want to emphasize, first of all, the Internet is brought to the state institutions (akimat, school, and medical institution).
Today, 96% of the residents of North Kazakhstan region are provided with cellular communication and the Internet. This work will be continued.
Slide 39
Housing
Compared to last year, budget financing in housing construction has increased by 1.5 times (up to 18 billion tenge). More than 300 thousand square meters of housing have been commissioned. Three years ago, we built 1.5 times less.
We have built three thousand apartments. Last year, they commissioned 2.2 thousand apartments, in 2018 — 2 thousand apartments. In total, over 7 thousand apartments have been built in 3 years. This means that 21 thousand North Kazakhstanis celebrated a housewarming. Plus, you need to add figures for the demolition of old housing. For 3 years in Petropavlovsk, out of 16 thousand private houses, 1.5 thousand houses were demolished. 1.5 thousand families or about 5 thousand residents improved their living conditions and received apartments.
The volume of construction work has been increased this year. I will name individual construction companies. The volume of construction work at “Alfa-Sever” LLP increased by 5.2 times (from 0.5 to 2.6 billion tenge), “Osnovanie” LLP by 1.5 times (from 2.0 to 3.0 billion tenge). tenge), “Zertteu SK” LLP by 1.4 times (from 2.2 to 3.1 billion tenge), “Petropavlovskspetskommunstroy” LLP by 8.3% (from 2.4 to 2.6 billion tenge), "Stroykompaniya" LLP by 15.4% (from 1.3 to 1.5 billion tenge).
Slides 40 to 41
Today, 32 apartment buildings are under construction in the regional center. Most of them appear on the site of 1,277 houses demolished in 3 years. The scope of this work will only increase. For this, we have adopted our own program for the renovation of "Zhana kala".
At the same time, you need to understand that not only budget housing is being built. Today, 14 houses are being built by private developers.
For comparison, only one house was built for private investment three years ago.
In the coming year, we will increase the pace of housing construction above this year.
I think this is quite real and achievable. We plan to build 3,714 houses in villages within four years.
Within the framework of state programs in 2020, through the implementation of investment projects, more than 13 thousand permanent jobs were created, more than 30 thousand people were employed.
Social sphere.
Slide 42
Education.
The volume of funding for the education sector increased by 33% compared to last year. This is more than 87 billion tenge, or 30% of the regional budget.
This makes it possible to build new schools, improve their infrastructure, and strengthen the material base.
Over the past 3 years, 3 schools for 1,800 children have been built for the amount of 4.5 billion tenge. Next year, it is planned to commission another school for 900 students in Petropavlovsk and the construction of a school for 600 students in Tayinsha.
This year, we have continued large-scale work on overhaul of educational institutions. In addition to 142 schools renovated last year, work has been carried out on another 107 objects this year. About 5 billion tenge have been allocated. Thus, we have renovated 50% of schools in our region in two years.
Today, private business has entered the rural school in our region. The building of the Peterfeld Secondary School was reconstructed, the territory was landscaped, and modern equipment was purchased.
The creation of an educational complex nursery-school-college in the village of Beskol is at the stage of completion. The investment will amount to 300 million tenge.
Slide 43
More than 14 thousand units of computer technology have been purchased this year. Thus, we have completely renewed our computer park (as of today — 25,509 units).
In order to ensure a safe and comfortable learning environment, all educational institutions of the region are equipped with a video surveillance system (10 868 units of video cameras). For these purposes 258.9 million tenge was allocated.
All schools in the region are provided with warm toilets.
The issue of updating the vehicle fleet for the safe transport of students has been fully resolved. 34 units of vehicles were purchased for the amount of 388 million tenge (total equipment is 124 units).
The need for teaching staff is practically closed.
In technical and vocational education, thanks to “Zhas Maman” project, educational and material resources have been modernized in 4 colleges in Petropavlovsk, high-tech equipment has been purchased in the amount of 1.2 billion tenge. In 2021, it is planned to equip 5 colleges in the amount of 1.4 billion tenge.
Slide 44
Today, healthcare is an important social sphere in the region.
Based on the current epidemiological situation, the lockdown on weekends and holidays was lifted by mid-December, as well as quarantine in the regional center.
Taking into account the lessons of the first wave of the pandemic, we tried to prepare as much as possible for a possible worsening of the situation.
Ventilators and necessary medical equipment were purchased. Ambulance equipment increased from 76 to 100%.
In general, 32% more funds were allocated for the renewal of medical equipment this year than in the previous year. This is 3.7 billion tenge.
A new infectious diseases hospital has opened in the region. 37 units of medical equipment were purchased for the amount of 1.7 billion tenge.
Received 8 mobile medical complexes, as well as 38 ambulances.
Now, the installation of a digital angiograph is underway in the regional hospital. An MRI machine will also be purchased. The delivery of the MRI is expected in February 2021.
There is a backlog of work on the construction of a polyclinic by 250 visits per shift in the microdistrict "Bereke" associated with quarantine measures, the impossibility of timely delivery of building materials.
The construction of a modern multidisciplinary regional hospital with 480 beds is underway, allowing to combine 4 regional hospitals.
The salaries of doctors have been increased by 31%, and for nurses by 20%. Medical workers involved in infectious diseases hospitals are paid additional payments according to the risk categories approved by the Ministry of Health of the Republic of Kazakhstan.
Slide 45
In 2021, we plan to build a dormitory for 244 beds (in the amount of 869.2 million tenge) for students of a medical college in the city of Petropavlovsk;
The procurement of medical products for regional medical organizations and polyclinics of the city will be provided (in the amount of 843.5 million tenge)
1 billion tenge was allocated for the purchase of medical equipment and overhaul of hospitals.
Slide 46
Today, there are 2,891 sports facilities in the region.
Funding for the sports industry increased by 18.2% (2020 — 6.1 billion tenge, 2019 — 5.16 billion tenge).
In 2020, the amount for the repair of sports facilities has doubled.
This year, out of the planned 6 sports and recreation complexes and 5 indoor hockey courts, a sports and recreation center in Taiynsha and an indoor hockey court in Novoishimskoye have already been commissioned. The rest of the sports and recreation centers and hockey courts will be commissioned next year. The sports complex in the village of Presnovka (under the contract in March 2021) and the indoor hockey court in the village of Timiryazevo (under the contract in August 2021) have been rescheduled according to the plan for 2021.
In 2021, it is planned to build 10 facilities for a total amount of 2.4 billion tenge (construction of a dormitory for a boarding school, a stadium in Aiyrtau district of the village of Saumalkol, a sports complex in Timiryazevo district in the village of Timiryazevo, indoor hockey courts in Zhambyl, Taiynshia, Aiyrtau, Akkaiyn, Ualikhanov, Akzhar districts and Shal akyn district.
Within the framework of the project "With a diploma to the village!" for the next year, it is planned to allocate funds by 12.3% more (1.2 billion tenge), which will make it possible to reduce the shortage of personnel in the countryside.
Slides 47 to 48
Thanks to the support of Yelbasy, a comprehensive development plan for the region for the years 2018 to 2021 was approved. Today, the extension of the plan until 2025 is supported by the Head of State. This plan was approved at a meeting of the republican budget commission just yesterday. The implementation will give an additional impetus to the development of the regional economy. As part of the plan, taking into account new initiatives, we plan: in agriculture, the construction of 52 dairy farms, 8 feed yards, 3 poultry farms, the opening of 10 new enterprises in industry, to ensure an increase in the share of SMEs in GRP to 35%, as well as an increase in labor productivity in agriculture by 3 times, the creation of about 15 thousand new jobs, which in general will allow the growth of GRP by 2025 at the level of 4%.
Dear friends! Next year, we will celebrate the 30th anniversary of the Independence of the Republic of Kazakhstan. I am confident that we will be able to keep pace and achieve a lot together in 2021. I thank the people for their understanding, trust and support and active participation in the life of the region. I sincerely wish you good luck, happiness, good health and family well-being!
