Dear compatriots!
Today marks the end of a month-long traditional reporting campaign. Quarantine reporting meetings are held online. I will make a report to you on the work done last year and share my plans for the future.
2020 will be remembered as a year of pandemic for the whole world. Last year was a difficult year. Nevertheless, we have maintained economic development. Following the results of 12 months positive indicators were registered. In particular, the growth in agriculture was by 101%, industry by 104.8%, investment by 120.5%, construction by 111.2%, housing by 122.4%.
The global pandemic has been a severe blow to the economies of all countries. Our task was to save and create jobs. Despite the difficulties, last year more than 13 thousand new jobs were created in the region, 90 percent of which are permanent jobs. This year, the level of employment will be maintained.
***
Comprehensive plan
Positive results in the economy were achieved thanks to the implementation of the Comprehensive Development Plan for our region, adopted on behalf of the Yelbasy in 2018.
The plan covered all major sectors of the economy. Over 3 years of implementation, the gross regional product of the region, that is, the volume of products manufactured and services provided by our business, increased by 34%, investments by 50%, industrial production by 14%, and agricultural by 54%.
On behalf of the Head of State Kassym-Jomart Kemelevich Tokayev and the support of the Prime Minister, the comprehensive plan was extended until 2025. In five years, the region will receive substantial support from the center.
***
The pandemic has caused significant damage to the global economy. The decline is observed in almost all countries.
Quite frankly, with the onset of the pandemic, we experienced serious concerns. The main issue for us was to save the economy and jobs.
But today, looking back, I can say with confidence that all the measures taken have yielded results.
Thanks to the solidarity and discipline of our citizens, restrictive measures, we were able to keep this virus in check.
We worked practically in manual mode. Not a single backbone enterprise has stopped working.
Factories produced products, builders were literally overwhelmed with work.
***
And in such conditions, our economy, as we see, has only strengthened.
Enterprises, regularly paying wages and taxes, provided a record amount of tax revenues to the budget.
Thus, over the past year, tax collection increased by 34%.
Thanks to this, we were able to increase the regional budget in terms of expenditures by 24% during the year, bringing it to, again, a record 323.5 billion tenge.
I use the word “record” on purpose to emphasize that such inflows into the region have never happened before.
Let's compare the budgets of different years. At the beginning of 2018, the regional budget was approved in the amount of 165 billion tenge.
This year, it is already 330 billion tenge. That is, the regional treasury in terms of expenditures has doubled over 3 years.
***
New projects and factories
The pandemic made serious adjustments to our plans, there were problems with the launch of new enterprises, with the delivery of equipment, foreign specialists could not arrive on time for installation. Nevertheless, the difficulties were overcome and 2020 was full of events. Promising investment projects have been implemented in the region, factories and farms have been opened.
The agricultural sector continues to grow steadily. Everything is relative. In agriculture, the volume of production increased from 413 billion in 2016 to 779 billion tenge last year. For 5 years, the growth is 1.8 times. We set ourselves the task in the near future to bring the volume of agricultural products to 1 trillion tenge. Comprehensive measures on the part of the state for the development of agriculture provide a good basis for achieving this indicator.
***
One of the main tasks is the development of the dairy business. For 3 years, 12 dairy farms have been launched in the region. 16 more dairy complexes are under construction this year.
Last year, the region produced 598 thousand tons of milk. Considering that the norm of milk consumption per one citizen of Kazakhstan is 340 liters per year, our region provides milk to 1.7 million people. This is almost 10 percent of the population of Kazakhstan. With the launch of 16 dairy farms, milk production will increase by another 51 thousand tons.
The task for the near future is to bring milk production to 1 million tons. The plan is ambitious but feasible.
The second promising area is meat production. Several projects are being implemented in the region in this direction.
***
A meat farm has been launched in the Kyzylzhar district. Two more feed yards are being built in Ualikhanov and Akzhar districts. The pig breeding complex is expanding from 50 to 100 thousand heads. A project for the construction of a broiler poultry farm is being developed.
We manufacture and recycle environmentally friendly products. There is a tendency of growth in food production in the region. Over three years, product output increased from 110 billion to 144 billion tenge, an increase of 30%.
Accordingly, the share of processing in the agricultural sector is also growing. Over the year, the share of milk processing increased by 7%, meat increased by 7%. The share of wheat processing increased from 18% to 40%.
The assortment of dairy products has also grown from 190 to 230 items, and meat products from 100 to 120 types.
***
We attract investors to the field of product processing. Dairy factories "Maslodel" and "Eurasian milk" are launching modern lines for the production of new types of products. Both enterprises directed 8.6 billion tenge of investments for these purposes. The assortment of finished goods "Maslodel" will increase from 70 to 80. The launch of the "Eurasian milk" plant will solve the problem of cheese deficit, the annual production of which will amount to 2.5 thousand tons. This is enough to fully cover the needs of the region; some of the products will be exported.
The final stage of the modernization of “Bio Operations”, which began producing bioethanol, has been completed. The products will be supplied to domestic refineries. Also this year “Bayrek” feed mill is launched.
We must sell deeply processed products. It is much more profitable than raw materials.
***
For example, one ton of wheat costs 90 thousand tenge. And the cost of the finished product "Bio Operations" from wheat is over 134 thousand tenge. That is, gaining 1.4 times.
This is a profitable business for farmers. We will continue to move in this direction.
We are now developing the regional economy in different directions. For the full development of the economy, one agricultural sector is not enough. By opening new plants and factories, we will be able to diversify our economy. We are now setting the task of transforming the economy from agrarian to agrarian-industrial. For this, promising investment projects are being implemented. The region has a favorable investment climate.
This is supported by numbers. Last year, the volume of investments increased by 20% to 281 billion tenge.
***
Foreign investments alone are 20 billion tenge or with an increase of 24%. This year it is necessary to attract at least 338 billion tenge of investments. Considering our projects, this is a completely achievable task.
Empty premises are being restored and new production facilities are being opened there. We launched a plywood mill, a factory for the production of soft containers, a plant for insulated thermos cars and a wholesale distribution center. Exactly a year ago, at the reporting meeting, these projects were only on slides, now they have been implemented and contribute to the development of the economy.
The construction of a data center and a brick factory is underway. A paper mill and a greenhouse complex for growing vegetables will be built.
***
In addition, in the region, investors are planning to build a plant for paper products made from straw, and a factory for the production of particle board furniture. The implementation of projects in the field of subsoil use will begin.
We are now living in a world of modern technology. Digitalization is moving by leaps and bounds. We have made progress in this direction. At last year's reporting meeting, I said that the Plant named after Kirov will start assembling computer equipment. Mission accomplished. Last year, 54,000 computers and laptops were produced; they were purchased by our schools and other regions of the country.
Now we set the task to move from assembling computers to the production of office equipment spare parts. Through localization, the plant plans to manufacture certain parts of equipment, these are boards, housing and cable products.
***
For this, we have modern equipment that was purchased as part of the modernization of our factories.
Negotiations are underway with foreign partners to obtain design and technological documentation and staff training.
Now the average depreciation of the car fleet in the country is 54%. Our “ZIKSTO” plant will also contribute to the renewal of Kazakhstani cars. As you know, "ZIKSTO" has received a large contract from Kazakhstan Temir Zholy. The plant will be provided with work for the next 2 years. There are only 8 thousand flatcars in Kazakhstan. Our plant will assemble 2 thousand flatcars, which will make it possible to renew the country's wagon fleet by 25%. This is a significant contribution to the development of the republic's economy.
***
In October 2019, a special economic zone "Qyzyljar" was created. The first year for the economic zone was marked by the search and attraction of investors. On the territory of the special zone, work is already underway on three promising investment projects. A domestic investor is implementing a project to launch an electrical plant. 300 workers will produce 13,000 transformers a year. It will be a modern export-oriented enterprise with the latest equipment.
Work has been carried out to attract an “anchor investor” to the region. That is, when a very well-known brand enters the region, this is a clear signal to other investors. This is a credit of confidence to the region. Investment attractiveness is growing.
***
For us, such an "anchor investor" is the German concern "Claas". It is a global brand that needs no introduction.
Long negotiations with German specialists are bearing fruit. The building is currently undergoing reconstruction. The first batch of combines will be assembled this year. We are implementing this project so that our farmers can save up to 50% of their funds when buying one combine. With the help of modern technology, grain growers will carry out the sowing and harvesting campaigns faster. In addition, thanks to the Claas plant, we will increase the rate of renewal of agricultural machinery.
In 2018, we renewed equipment by 1.9%, in 2019 by 3.1%, and last year by 4.2%. With the launch of the new plant, we plan to increase this figure to 6% per year.
***
Continuing the topic of the economic zone, I will say that new participants will be included who are planning the production of medicines, as well as packaging and pigment paper.
Roads, water and housing
Like railways, roads are the blood vessels of our economy. The better the road condition, the more efficiently the economy develops. The road infrastructure has noticeably improved in the region.
Last year, 954 km of roads were repaired for over 35 billion tenge. Thanks to this, the condition of roads between 150 villages, where 117 thousand people live, has improved.
For many years the problems of intra-village roads were not solved. Therefore, 5.8 billion tenge was sent, which is 8 times more compared to 2019. Intra-village roads in 74 villages have noticeably changed.
***
In just three years, about 30% of the regional road network has been improved. This work will continue this year. The main emphasis will be placed on the repair of roads in current and former regional centers.
One of the most pressing problems for villagers is access to drinking water. How is the issue of water supply being resolved? First, the numbers. 6.5 billion tenge was allocated to provide residents with drinking water last year. Water supply has been improved in 76 villages. Repair and reconstruction of 335 km of networks was carried out.
In 2021, 10.7 billion tenge is provided for these purposes, which is 1.6 times higher than last year.
I will separately dwell on the work on connecting rural houses to the central water supply.
***
For the last 3 years, we have been purposefully working to restore the water supply networks inside the villages, so that residents have the opportunity to draw water into their homes.
From 2018 to 2019, 647 houses were connected to the water. Last year, already 2,900 families were supplied with water.
This year, more than 3 thousand families will receive this opportunity.
I know that bringing water into the house is not cheap. The price depends on the distance of the well to the house.
Therefore, this year, during the construction of water networks, more wells will be installed. In 2020, an average of 12 wells were installed in one village. When carrying out work this year, the number of wells will be increased at least 2 times. One well will have from 3 to 6 houses. Residents will be able to draw water into the house with minimal costs.
***
We also analyzed data on housing construction. If we compare the figures for the last 5 years, we see a trend of steady growth. In 2015, 140 thousand square meters of housing were commissioned, or over 1,000 apartments.
In 2020, we have built three times as many apartments. They have commissioned 306 thousand sq. meters of housing or 3,300 apartments. More than 12 thousand North Kazakhstanis celebrated a housewarming. 24 multi-storey buildings were built.
Last year, in the regional center, work was carried out on 48 construction sites. In 2021, there will already be 56 such sites.
In 2021, 23 high-rise buildings will be built. For this year, the plan is 340 thousand square meters of housing. This is more than 3.5 thousand apartments.
The geography of housing construction covered not only the regional center, but also the districts. 609 houses have been built in villages. The work will continue this year.
***
The housing stock is being renewed due to the demolition of old houses. The housing issue of the townspeople is being solved. Over the past three years, more than a thousand of these houses have been demolished. Over a thousand families have improved their living conditions and received apartments. Demolition of about 700 houses is planned for the current year. Thanks to this project, modern skyscrapers are being built in place of dilapidated houses. For example, in place of 30 private old houses, more than 300 comfortable apartments appear. This gives us the opportunity to realize the idea of a compact city.
Promising microdistricts are "Zhas Orken", "Bereke" and along Ualikhanov Street are actively being built up, in the near future we plan to start construction in the microdistricts "Kopai" and "Naberezhny".
***
I would like to comment on the topic of expensive housing in Petropavlovsk, which is actively discussed on social networks.
In general, several factors influence the rise in house prices. It should be borne in mind that earlier in the city there was little housing construction, active construction has been carried out only for the last 3 years. And there is demand. Some believe that the rise in prices is influenced by the acquisition of secondary housing for townspeople whose houses have been demolished. We checked this data too.
Last year in Petropavlovsk there were 11 797 home purchase transactions. Only 285 were carried out by the city akimat. As you can see, this is only 2.4% and does not particularly affect the real estate market. Therefore, you can not engage in speculation, unreasonably raising prices for the secondary housing.
***
Moreover, we have adopted a new renovation program. And now the townspeople, whose houses will be demolished, will receive apartments only in new buildings. This should curb the unjustified rise in prices in the secondary housing market.
We need to look to the future as well. In order for housing not to rise in price, many houses must be built in the city and more construction companies must be attracted. Therefore, today, we are negotiating with one of the country's major developers, Basis A. A delegation came to us, we held a presentation. The company's management has expressed interest in the construction of commercial housing.
City development
The regional center, Petropavlovsk, has noticeably changed. For the improvement over 4 years, 6 billion tenge was allocated. A comprehensive repair of the courtyard territories was carried out.
***
386 yards have been paved in four years. 45 free parking lots have been made from the budget.
In recent years, 261 playgrounds have been installed. This year, 60 more such play areas will appear.
In 2017, we started a project to replace old lighting with modern and bright lamps. As a result, 6,500 LED lamps were installed on forty streets.
There are 13 public gardens in different parts of the regional center. This year, 6 more new squares will appear within the city.
Petropavlovsk is a city with a rich history. Many historical buildings have survived within the boundaries of the regional center, but some of them were half destroyed.
***
Three years ago, we began work on the restoration of old objects, looking for their owners and new investors. We can already see how the image of our city is changing.
Businessmen are restoring the house of the merchant Shamsutdinov, the old building on Brusilovskiy Street and many other objects have been renovated.
The guests of the city are now greeted by the renewed railway station square. The railway station was opened after a major reconstruction. New elevators and escalators have been installed. Now there is no need to climb stairs with large bags, all comfortable conditions have been created.
***
Social block
We allocate more than half of the budget to the social sphere. If last year 134 billion tenge was allocated, then this year the financing of the social sphere will already amount to 177 billion tenge.
Education accounts for the lion's share. In our region, the amount of funding for education has reached 95 billion tenge. Last year, this figure was 86 billion tenge.
61% of our schools were built in the 50-80s. Therefore, over the past 2 years, we have allocated colossal funds to solve this problem. 249 educational facilities were overhauled for the amount of 10 billion tenge. This is half of the schools in the region.
***
Work in this direction will continue. This year, we will direct more than 2 billion tenge for the repair of schools.
All schools and kindergartens are 100% equipped with a video surveillance system. In all schools and kindergartens, about 10 thousand video cameras have been installed.
The school vehicle fleet has been updated. This year we will purchase 18 more cars, school furniture and sports equipment. The question of the shortage of teachers is practically closed.
The number of first-graders is growing every year, the trend is good. Therefore, in recent years, 3 schools have been built in the region; by the beginning of the new academic year, a new school on Ualikhanov Street will open its doors. In addition, it is planned to build two more schools in the area.
***
Colleges. Improving the learning environment in our colleges. Last year, an update for 1.2 billion tenge was carried out in 4 such institutions of the city. Now, training takes place using modern educational technologies. This year, 1.4 billion tenge will be sent to 5 rural colleges.
University. This year, the construction of an educational and laboratory building for the university will be completed, which will be equipped with modern technologies and laboratories. 2 new dormitories are being built for university students. In addition, construction of 2 more dormitories for colleges will begin. New educational buildings will begin to build for the military institute.
***
Investments in education are paying off. All this contributes to improving the quality of knowledge, improving student performance and, as a result, the admission of our school graduates to universities. If admission to universities was 58% in 2017, then it will be 69% by the end of 2020. As a result, compared to 2017, the outflow of school graduates in the region decreased from 30 to 12%.
In the Healthcare sector, the focus was on upgrading equipment. Over 12 billion tenge has been allocated to strengthen the health sector. This is 4 times the amount sent in 2019.
Our hospitals have been replenished with modern MRI machines, computed tomography, digital mammography, expert-class ultrasound, x-rays and angiographs.
***
A year ago, only one angiograph worked in the region. In 2020, 2 new digital angiographs were installed. They are indispensable when carrying out complex operations for patients with stroke and heart attack.
For example, last year, 1,200 operations were performed on a new digital angiograph at the cardiac center. This is more than a hundred lives saved. Our doctors started performing brain surgeries.
In April of this year, we will deliver a new generation MRI scan at the oncology center, which will reduce the priority by another 20%. It is also planned to install a tomotherapy device in the oncology center. This expensive equipment is intended for the treatment of cancer. In our country, there is such a device only in Nur-Sultan.
***
A digital mammography machine will also be purchased for the first city polyclinic, 2 computed tomography scanners for a multidisciplinary city and regional children's hospital.
During the pandemic, a new infectious diseases hospital was built, 8 modern mobile medical complexes, 38 new intensive care vehicles were purchased, and the equipment of the ambulance fleet was brought to 100%.
Funds were allocated from the budget for the installation of 5 oxygen stations in our main hospitals. Also, by the end of the year, we will carry out such work in 6 districts. Thus, the issue of oxygen supply in the region will be closed.
The construction of a multidisciplinary hospital is underway, the opening of which will bring our medicine to a new level of development. Modern methods of treatment will be applied here, high-tech medical equipment will be installed.
***
Among the regions of the country, NKR will be the first to build a hospital according to international JCI standards. North Kazakhstanis should not travel to other regions and countries for treatment. With the opening of a new hospital, our residents will not waste time and money on treatment outside the region. They will receive modern and high-quality treatment in our leading hospital.
In microdistricts of the city, we create conditions for medicine within walking distance. We are resuming the construction of polyclinics. The last time, in Petropavlovsk, a polyclinic was built 11 years ago. We are building a new polyclinic in “Bereke” microdistrict. Construction of one more polyclinic for residents of the promising microdistrict "Zhas Orken" will begin.
***
One of the acute problems for our region is the shortage of doctors. In three years, 262 young specialists have arrived in the region. This year, we are also expecting 24 doctors of narrow specialties, who were trained in residency at the expense of the regional budget.
We create comfortable conditions for young doctors, good lifting benefits are paid. Each of them 1.5 million tenge who come to work in the North Kazakhstan region. To increase the attractiveness of the region, it was decided to increase the amount of installation allowance up to 2.5 million tenge. This will be the most substantial amount among all regions of the country. Therefore, I invite graduates of medical universities, here you will be provided with comprehensive assistance and support.
***
The annual increase in funding for the health sector has led to an improvement in the dynamics of common diseases.
For example, in 3 years the mortality rate for oncology has been reduced by 13%. Mortality from diseases of the circulatory system has been reduced by 10%, from stroke and heart attack by 2.0%, and infant mortality by 13%. The incidence of tuberculosis has decreased by 37%.
Behind these numbers are hundreds of lives saved, thanks to the professional work of our doctors and the capabilities of modern medical equipment.
Next, I'll tell you about the changes in the field of Culture. In 2020, 32 cultural objects were repaired, funding was increased by 40%. After reconstruction, the Theater named after Pogodin opened its doors again.
***
In 2021, we will renovate a number of cultural objects in the countryside. A new modern art gallery "Botay" will appear in the city center. “The Kyzylzhar Art Center” pedestrian arbat will start operating in the summer. Work will begin on the reconstruction of the Museum of Islamic Culture of the 19th century, the regional philharmonic will acquire a new look.
In sports. Positive changes are taking place in the field of sports. Over the past 3 years, 169 sports facilities have been built in the region. These are mini-football fields, volleyball and basketball courts, as well as outdoor exercise complexes.
This year we will complete the construction of 5 sports and recreation complexes in Aiyrtau, Akkayyn, Yesil, Zhambyl and Shal akyn districts.
***
And we will start the construction of 4 more sports and recreation centers in Petropavlovsk, as well as in Mamlyutka, Timiryazevo, G. Musrepov districts. Thus, multifunctional sports complexes will operate throughout the region.
We, as the northernmost region of the country, are simply obliged to develop hockey and educate our talents for our club "Kulager". Last year, the construction of 5 hockey courts began, of which two are open. Construction of 7 more hockey courts is planned this year. In general, 14 sports facilities for 5 billion tenge will be built in the region.
Reporting meetings
The reporting campaign is a kind of litmus test of our activities. It is thanks to the wishes of the people of North Kazakhstan that we are trying to correctly prioritize the development of the region.
***
This is the main principle of the "Hearing State".
The work carried out step by step allows us to solve the accumulated problems over the years. Again, I want to back up all my judgments with specific numbers.
There is a downward trend in referrals at reporting meetings. If in 2017 1,839 questions and suggestions were voiced, then there were 1,681 orders last year. Reduced by 10%. If in 2017 there were 19 repeated requests, then last year there was only 1 question of this nature. This means that a comprehensive solution to social problems is yielding results.
So, in comparison with 2018, during the reporting campaign last year, we received 19% fewer questions on water supply, 16% on road repair, 43% on improvement, 47% on repairing schools, hospitals and rural clubs.
***
Based on the results of today's reporting meeting, we will summarize the final results. I am sure that the work carried out in 2020 made it possible to resolve the concerns of our citizens. This was, is and will be the main priority of our work.
Dear people of North Kazakhstan!
These are the main changes that took place in the region last year. Our region has entered a new stage of development. Many new enterprises have been opened. Projects are being implemented that will give additional impetus to the development of our economy.
This year we have important and responsible tasks ahead of us. 2021 is a special year for all of us. Exactly 30 years ago, our country gained independence. We should celebrate the anniversary with significant social and economic achievements.
***
