In accordance with paragraph 2 of Art. 154 of the Environmental Code of the Republic of Kazakhstan, the deadline for submitting the Waste Inventory Report for 2020 is set to March 1, 2021.
The report must be submitted to the Department of Ecology or filled out in the information system "Unified Information System for Environmental Protection" at https://oos.eсogeo.gov.kz.

Forestry
There are 12 forestry institutions and 1 farm for the protection of fauna "Krasnyi Bor" in the region.
In forest institutions for the fire season, a round-the-clock watch is organized, fire-fighting equipment and equipment are on alert.
The plans of interaction were adopted, agreements were concluded with the colleagues of the Omsk, Kurgan and Tyumen regions on joint work in the border areas.
At present, the forest owners of the region are equipped with 26 fire trucks, there are 80 tractors, 159 patrol cars, 30 fire tanks and other equipment. The total material and technical equipment of the region's forestry in accordance with the norms and standards is currently 87%.
Over the past 3 years, 207 million tenge has been allocated from the regional budget, for which 10 fire trucks have been purchased.
For the fire hazardous period of 2020, on the territory of the forest fund, for the purpose of prevention, the installation of mine strips in the amount of 1,173 kilometers (plan 1,403 km) was carried out, maintenance of mine strips in the amount of 22,443 kilometers (plan of 27,377 km), and the last maintenance of the mine strips is currently being carried out.
Since the beginning of the year, while protecting forests from forest violations in 2020, the forest guard has identified 185 violations of environmental legislation. Administrative fines were imposed in the amount of 1 million 795 thousand tenge.
In total, 327 thousand cubic meters of timber have been harvested since the beginning of 2020.
The regional budget received 151 million tenge for forest use.
An important target is the prevention of a decrease in the forested area in the region. In the spring of 2020, forest reproduction was carried out on an area of 426 hectares, in the autumn it is planned to plant forest crops on 324 hectares and measures to promote natural forest regeneration on 485 hectares.
In 2020, 20 forest users of long-term forest use were engaged in logging and wood processing in the North Kazakhstan region. Forest users employed more than 300 people on a permanent basis, built 20 workshops, 4 charcoal factories, installed 29 sawmills, 3 lines for the production of technological chips, purchased more than 100 woodworking machines and 5 crushing plants. Every year, the workshops process about 80-100 thousand cubic meters of local timber, and the volume of deep processing is constantly increasing.
In addition to timber harvesting, the areas of the State Forest Fund are provided for recreational purposes. In total, 27 forest users work on the territory of the region, who have received forest plots for lease to provide services for organizing recreation of the population.
(For reference: these are recreation areas - "GreenPark", "Greenwood Hotel", "Sosnovyi Bor", "Abakshino", "Sosnovyi Bor" (near the village of Korneyevka), "Prostokvashino", "Serebryanyi Bor" (near the village of Bolshaya Malyshka) other).
Water resources
On the territory of the North Kazakhstan region, in order to maintain water bodies in a state that meets sanitary and hygienic and environmental requirements, to prevent pollution, clogging and depletion, by the resolution of the regional akimat No. 514 dated December 31, 2015 "On the establishment of water protection zones, regions and the regime of their economic use”, water protection zones and strips have been established, as well as the regime of economic use on 72 lakes, the Sharyk reservoir, the Yesil river and its two large tributaries - the Akan-Burluk and Iman-Burluk rivers.
In 2020, work was carried out to install 186 water protection signs, including 62 signs on the Yesil river (47 signs - Yesil district, 15 signs - Shal Akyn district), 32 signs on the Akan-Burluk and Iman-Burluk rivers and 60 signs on 33 lakes. Also, projects of water protection zones and strips for 2 lakes have been developed: Kombaysor of Akzhar district and Gorkoye of Zhambyl district.
A total of 720 water protection signs have been installed (550 signs on the Yesil river, 64 signs on the Iman-Burluk and Akan-Burluk rivers, as well as 106 signs on 62 lakes).
In 2021, it is planned to develop projects of water protection zones and strips along 2 tributaries of the Yesil river (the Zhembarak and Mukur rivers of the Musrepov district).
Environmental campaigns are held annually to clean up coastlines from garbage with the participation of students from universities, youth public associations, employees of government agencies and the media.
Fishery
There are 2,328 water bodies on the territory of North Kazakhstan region, 491 of which are included in the list of fishery water bodies as the most promising for fish farming.
Of these, 332 reservoirs were transferred to the use of 144 subjects of fisheries. 159 reservoirs are in reserve.
For 2020, as of September 14, 598 fishing permits were issued. Of these, 198 permits for commercial fishing, 142 for recreational (sport) fishing, 17 permits for meliorative fishing, 22 permits for research fishing and 4 permits for fishing for reproductive purposes.
The budget replenishment amounted to more than 21 million tenge.
Hunting farm
The territory of the North Kazakhstan region is divided into 47 hunting grounds, 37 of them are assigned for hunting for 24 subjects. 10 hunting grounds in the reserve fund.
In 2020, as of September 14, 1023 hunting permits were issued.
Since the beginning of 2020, the hunting service of the subordinate forest institutions has identified 32 violations of hunting rules, 8 fishing rules.
In order to feed wild animals on the territory of the reserve fund of hunting grounds, in the winter period of 2019-2020, 33 350 fodder brooms, 2072 centners of hay, 5020 centners of grain waste, 29 kg of salt were laid.
The budget replenishment amounted to more than 10.5 million tenge.
Municipal waste management
On the territory of the region there are 457 objects for the disposal of solid waste, of which 303 have land plots and 15 solid waste landfills have corresponding permits.
In 2020, 46.2 million tenge were allocated and spent for the development of design and estimate documentation and obtaining permits for the facilities for placing solid waste. Documentation has been developed for the construction of 8 solid waste landfills in regional centers and large settlements of the region (Talshyk village of Akzhar district, Smirnovo village of Akkaiyn district, Bulayevo town of M. Zhumabayev district, Beskol village of Kyzylzhar district, Ruzayevka of G. Musrepov district, Taiynsha, Taiynsha district, Timiryazevo village, Timiryazev district, Bidaik village, Ualikhanov district). Akimats of the districts are working on conducting appropriate examinations of design and estimate documentation and obtaining permits.
In 2020, the share of recycling and utilization of solid waste amounted to 13% and increased by 2.9% compared to 2019 (10.1%), (regional enterprises collected 11,290 tons of recyclable waste from solid waste, which is 3740 tons more than in 2019 (7,550 tons). The fixed volume of solid waste generation in 2020 was 86,500 tons. The planned indicator of the share of processing and utilization of solid waste for 2021 is 15%.
In the region, 20 enterprises are engaged in the collection, sorting, processing and disposal of waste, including 11 enterprises, as well as 9 enterprises for the disposal of industrial and medical waste.
In the city of Petropavl, 1,120 containers were installed at container sites for separate collection of solid waste, of which 320 were installed in 2020. In private enterprises and state institutions - 170. For the collection of electrical equipment that has lost its consumer properties, 13 containers have been installed, 30 containers for the collection of mercury-containing lamps and chemical power sources and for the collection of waste paper 800 eco-boxes. 9 stationary points of reception of recyclable materials were organized.
In the district centers of Aiyrtau and Mamlyut districts, entrepreneurs collect secondary raw materials from solid waste. In the district centers of Kyzylzhar and G. Musrepov district installed about 34 containers for the separate collection of solid waste.
Within the framework of the MSW, it is planned to implement a project for the construction and operation of a waste sorting complex in the city of Petropavl with a capacity of 70 thousand tons per year.
According to the space monitoring data of the Geoportal of JSC "NC" Kazakhstan Garysh Sapary" in 2019, 684 unauthorized waste disposal sites were identified. In July of this year, the Schedule for the elimination of unauthorized waste disposal sites was developed and approved, within the framework of which work was carried out to eliminate them.
As of December 2020, 583 unauthorized waste disposal sites and 61 sites with a violation of the established boundaries of landfills were identified, of which 560 or 87% of the total number of identified sites were liquidated in 2019 and 2020.
