Interaction with the civil sector
In total, according to the Department of Justice of the North Kazakhstan region, 640 NGOs are registered in the region, including 139 - in the regions of the region (for reference: public associations - 343, foundations - 90, ALE - 23, branches-172, associations of individual entrepreneurs and legal entities - 10, institutions - 2).
The volume of funding for NGO projects within the framework of the state social order in the current year amounted to 273.8 million tenge (in 2019 - 260 million tenge).
The number of completed projects - 78.
In the region, work is being carried out with the heads of non-governmental organizations to provide information to the NGO Database. Every year from January 1 to March 31, non-governmental organizations of the region submit their information to the NGO Database.
This year 346 NGOs have registered in the Database (in 2019 - 331 NGOs).
Information about the Database of NGOs is posted in the regional, city and district mass media with optimal frequency.
As part of the interaction, the work of dialogue platforms has been established.
Coordination of NGO activities is carried out by the Council for Cooperation and Interaction with Non-Governmental Organizations under the regional akimat. The consultative and advisory body includes heads of state bodies and 40% are representatives of NGOs. Meetings are held once every six months.
The public council plays an important role in the issue of participation of the civil sector in solving socially significant issues of the region.
In the region, 15 public councils have been created (1 regional, city and 13 district), which include 169 people. Including 40% are representatives of the civil sector.
Since the beginning of this year, 249 meetings, 24 public hearings have been held, 460 recommendations have been given, more than 200 issues and 497 regulatory legal acts have been considered.
In the implementation of state programs, not only non-governmental organizations are involved, but also parties. There are 6 branches of political parties registered in the region: (Nur Otan - 31373 people, NSDP - 1360, SDP "Auyl" - 1499, CPPK - 6100, DPK "Ak Zhol" - 3500, Party "Birlik" - 220).
"RUKHANI ZHANGYRU"
In the region, the implementation of the Rukhani Zhangyru Program is coordinated taking into account the article by Yelbasy "Seven Facets of the Great Steppe". There are 6 directions and 13 special projects in total. The main part of the activities carried out was related to three key projects assigned to the akimats.
For 12 months of 2020, 2,154 events were held.
Within the framework of the special project "Tugan Zher", the tasks of expanding the participation of patrons by 4.6 times from 111 people in 2017-18, and up to 518 patrons in 2019 were solved.
For 12 months of 2020, 539 patrons of art were attracted.
In total, 618 projects were implemented in 2019, in 290 villages. Including, 27 socially significant objects were built, 402 were reconstructed. The amount of financing increased compared to 2018 by 3.8 times from 1.5 billion tenge up to 5.6 billion tenge.
In just 12 months. In 2020, 456 projects were implemented, of which 15 socially significant objects were built, 145 were reconstructed.
The amount of financing is 1432.183 million tenge.
In the villages, patrons have repaired 206 schools, 32 healthcare facilities, 38 sports facilities, 45 cultural facilities, including 55 schools, 6 healthcare facilities, 20 cultural facilities, 6 sports facilities were repaired in the 12 months of 2020.
More than 413 rural school museums "Rukhani Zhangyru" have been created and are functioning, thanks to which more than 2 thousand children have purposefully begun to study the history of their native land, in which both the teaching staff and the population of the villages are involved.
Special project on Sacred Geography.
There are 33 sacred objects in the region, 8 of them were included in the national list. 16 facilities have a well-developed infrastructure, restoration work, road repairs, and landscaping have been carried out.
As a result of the popularization of sacred places, the number of visitors amounted to over 140 thousand people, the flow of tourists increased, especially in the Shalkar-Imantau resort area.
Since June 10, 2020, the development of a new sacred place - the Kyzyl Oba tract, dating from the period of the Golden Horde, continues.
Within the framework of the special project "Auyl - Yel Besigi", at the end of 2019, 2.2 billion tenge were allocated for the implementation of 21 projects. In 2020, according to "Auyl - Yel Besigi" with the plan for the reporting period - 2737.9 million tenge, the development amounted to 2327.5 million tenge, including from the republican budget - 2144.9 million tenge, the local budget - 182.6 million tenge or 85%.
Youth policy
According to the Department of Statistics for the North Kazakhstan region, the number of youth as of 01.01.2020 in the region amounted to 100,548 people, including in urban areas - 38,089 people, in rural areas - 62,459 people.
The implementation of the state youth policy in the region is provided by the Department for Youth Policy of the Department of Domestic Policy, 15 youth resource centers (1 is a subordinate institution of the DDP, 14 are subordinate to the departments of internal policy of the city of Petropavlovsk and regional districts), 31 committees on youth affairs, of which 7 are on enterprises.
34 registered youth organizations operate on the territory of the region (37 organizations in 2018), including 16 in the regions of the region.
Funding for youth policy in 2020 amounted to 174.0 million tenge. 48 million tenge were allocated for the implementation of 10 state social projects. In general, the work is aimed at providing employment and leisure for youth, supporting the youth civil sector.
