On the state of healthcare in the region
The healthcare system of the region is represented by 19 hospital, 64 outpatient and polyclinic organizations (59 medical outpatient clinics, 5 polyclinics of which are AIDS center, regional dentistry, etc.), 43 feldsher-obstetric and 418 medical centers. The bed fund of state medical organizations is 3093 beds.
Over the past 5 years, the general mortality rate of the population has increased by 17.5% from 11.91 per 1,000 population in 2016 to 14.00 per 1,000 population in 2020 (2016 – 11.91; 2017 – 11.84 ; 2018 – 11.79; 2019 – 12.17).
The high mortality rate is due to the high aging index of the population (in 2019, the number of residents over 65 years old per 100 children from 0 to 15 years old was 56.0, which is 1.8 times higher than the level of the Republic of Kazakhstan).
At the same time, there are a number of problematic issues.
Firstly. Medical and demographic indicators do not reach republican values. The overall mortality rate (14.00 per 1000 people) is 1.6 times higher than in the republic (8.56 per 1000). The birth rate (12.72 per 1000 population) is 1.7 times lower than the republican level (22.40 per 1000 population). Over the past 5 years (from 2016 to 2020), the birth rate in the region has decreased by 6.3% from 13.58 to 12.72 per 1000 population (Kazakhstan - a decrease of 0.5%).
The outflow of the young working-age population, a decrease in the number of women of fertile age (over the past 5 years, there has been a decrease in the number of women of fertile age by 3564 from 138,943 women in 2015 to 135,379 women in 2020) entails a decrease in the birth rate.
Secondly. One of the reasons affecting the dynamics of the health indicators of the region's population is the state of the healthcare infrastructure, which does not meet modern requirements.
Depreciation of buildings of healthcare organizations - 76.7%.
The equipment of operating regional healthcare organizations is worn out and outdated (wear 42.7%).
Thirdly. A significant flow of patients in search of quality medical care is forced to travel abroad.
In order to improve the quality of medical and diagnostic assistance to the population and improve the medical and demographic indicators of the region, it is planned to build a modern multidisciplinary regional hospital with 480 beds, which will allow to combine 4 regional hospitals. According to the approved Action Plan by the Akimat of the North Kazakhstan region, a land plot for the implementation of the project was determined and transferred to the SEC "Soltustik". SEC "Soltustik" held competitive procedures for the transfer of a land plot for long-term lease. An agreement has been concluded with the winner of the competition. On the construction of this facility, a memorandum was signed between the Akimat of the North Kazakhstan region and the Turkish company "YDA Holding" in June 2019. The estimated cost of the project will be 190 billion tenge, the construction period is 2020-2023.
Akimat of the North Kazakhstan region, the project is included in the special economic zone "Qyzyljar".
In the future, the medical cluster will become a center of modern technologies, and the intensification of medical care will reduce unnecessary hospitalization, length of stay, and increase the availability and quality of services.
