Anti-corruption issues are relevant for every society at all times of its development, and improving the effectiveness of combating this social evil is of strategic importance for the future of any nation or state. Thanks to the strong political will of the Head of our State, K.K.Tokayev, Kazakhstan is taking targeted, systematic and systematic measures to combat corruption. The fight against it has become one of the main priorities of the work of all government agencies.
In order to increase legal culture and legal awareness, strengthen legality, law and order and discipline, the following work is being carried out in the KSU "Office of Akim of the Birlik rural district of the Gabit Musrepov district of the North Kazakhstan region":
The akim of the Birlik rural district conducts comprehensive legal education on an ongoing basis, explanatory conversations with the staff of the akim's office on the inadmissibility of committing administrative offenses, on the prevention of corruption among subordinates, on compliance with the norms of the Code of Ethics, the Law of the Republic of Kazakhstan "On Combating Corruption".
Annually on the official Internet resource birlik-gm.sko.gov.kz The section "Anti-corruption" contains information on the annual income and property of civil servants of the akim's office. According to the deadlines established by the Tax Code of the Republic of Kazakhstan, staff members annually submit a declaration of income and property. To date, all civil servants of the office have submitted income and property declarations. Specialists of the rural district take advanced training courses in a timely manner at the Regional Training Center for Civil Servants under the Akimat of the North Kazakhstan region. In 2023, 2 civil servants completed the planned 40-hour refresher courses.
According to the Register of Public Services, KSU "Office of Akim of the Birlik rural district of the Gabit Musrepov district of the North Kazakhstan region" provides 5 public services:
Issuance of a decision to change the purpose of a land plot;
Provision of a land plot for the construction of an object within the boundaries of a settlement;
Acquisition of rights to land plots that are in state ownership, which does not require bidding (contests, auctions);
Queuing for a land plot;
Sale of a land plot to private ownership at a time or in installments.
Over the past period of 2023, 1 state service "Provision of a land plot for the construction of an object within a settlement" was provided through the State Corporation, 1 state service "Acquisition of rights to land plots that are in state ownership, which does not require bidding (contests, auctions), was provided through the E-government portal.
When providing public services, as well as when considering appeals from individuals and legal entities, deadlines are not violated. All requests are considered in a timely and high-quality manner. In the field of public procurement, the law "On Public Procurement" is respected. The contracts are drawn up and posted on the public procurement web portal (www.goszakup.gov.kz ).
In the district, in order to form an anti-corruption culture among the population, a thematic banner was installed in the village of Birlik. Memos are posted in places accessible to the public. Extracurricular activities are held in the schools of the district.
A box for suggestions on the activities of the Akim's office is located in the lobby of the akim's office. A stand with the text of the Ethical Code of Civil Servants of the Republic of Kazakhstan is available for public viewing.
