Public Procurement Web Portal (goszakup.gov.kz ) is a state information system that provides a single point of access to electronic public procurement services.
To do this, the system provides publication of information about the needs of customers for the supply of goods, works, services, their consolidation, procurement procedures, supplier identification, conclusion of electronic contracts and their execution on the web portal of public procurement.
The Public Procurement web portal provides the following functionality:
registration of participants in the public procurement process;
public procurement planning;
collection of information on public procurement;
conducting electronic public procurement, including the exchange of electronic documents between the customer and a potential supplier;
providing information on planned, ongoing and completed public procurement through the public procurement web portal;
formation of statistics and reporting on public procurement;
publication of clarifications and regulatory background information in the field of public procurement;
presentation and publication of information included in public procurement registers.
Tasks solved by the system:
Reduction of budget expenditures for the purchase of goods, works and services for public needs;
Unified procedure for the formation and placement of a state order;
Reducing the cost of conducting public procurement procedures;
Creating equal conditions of competition among potential suppliers;
Quick access to accumulated information;
Significant reduction of paper document flow;
Increasing transparency and openness of the public procurement process;
Reducing the number of offenses in the public procurement process.
To participate in electronic public procurement, you need to have an EDS and register your organization as a customer, organizer or supplier.
The registration instructions are located in a separate section.
At the same time, on the web portal, along with public procurement and procurement of the quasi-public sector, procedures are carried out for the purchase of goods and services related to the nutrition of pupils and students, services of the state educational order.
In this regard, on the external page of the web portal, in the "Help" section, detailed user guides for organizing and submitting applications for participation in purchases are posted:

User Manual (quasi-public sector);
User instructions on catering for students in secondary education organizations, as well as the purchase of goods related to the provision of nutrition for children being brought up and studying in preschool organizations;

Information on the results of public procurement/competitive processes
The public procurement web portal provides an opportunity to generate reports on the annual plans of each government agency and its accountable organizations.
To do this, go to the subsection "Annual Plans Report", specify the appropriate parameters (year, name or BIN of the customer) and generate a report.
The report on the public procurement of goods, works and services (F1.) is generated through this page.
Reporting can be filtered by the following parameters:

Customer's BIN
Reporting Administrator
Source of financing
Types of budget (republican or local)
Type of plan item (purchases exceeding or not exceeding the fiscal year, purchases due to conditional savings)
Region
KOPF (code for Classifier of organizational and legal forms)
KTRU (code from the Catalog of goods, works and services)
Information about planned purchases
On the main page of the web portal, in the section "Register of public procurement plans", you can get acquainted with planned public procurement, as well as filter information by the following parameters:
Name of the plan item
Customer's name/bin
Purchase method
Purchase period
Fiscal year
Specification
Status
Place of delivery
The subject of the purchase
Subject's attribute
It is also possible to view statistics on approved plan items.
