Formation and strengthening of a positive image of civil servants is one of the priorities for the development of the state system. The main requirements for the positive image of civil servants are defined by the code of ethics of civil servants of the Republic of Kazakhstan, approved by decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153 " On measures to further improve the ethical standards and morality of civil servants of the Republic of Kazakhstan". It States: "the performance of public service is an expression of special trust on the part of society and the state and makes high demands on the moral and ethical image of public servants." It is aimed at strengthening public confidence in state bodies, forming a high culture in relations in the civil service and preventing indelicate actions of civil servants.
