The Law of the Republic of Kazakhstan "On the State Border of the Republic of Kazakhstan" establishes a regime at checkpoints - the procedure for entering checkpoints, staying, moving and leaving for persons, vehicles, import, location, movement, export of cargo and goods.

The territory of the checkpoint is restricted.

The regime at checkpoints should exclude the possibility of:

1) illegal crossing of the State Border by persons, vehicles, cargo and goods;

2) access of unauthorized persons to closed at checkpoints places, premises (objects), as well as vehicles of foreign travel.

Control of the regime at the checkpoint is carried out by the Border Service of the National Security Committee of the Republic of Kazakhstan and consists in carrying out verification and other measures to comply with the procedure for entry, stay, movement, exit of persons and vehicles; import, location, movement, export of cargo and goods at the checkpoint.

This chapter applies to other places where a pass through the State Border is carried out, and to a railway vehicle when carrying out border, customs and other types of control along the route and is terminated after their completion.

 The procedure for entry, exit of persons and vehicles, import, export of cargo and goods at checkpoints.

 Entry, exit of persons and vehicles, import, export of cargo and goods at checkpoints are carried out in the established places if the persons have documents for the right to enter the Republic of Kazakhstan or exit from the Republic of Kazakhstan, as well as documents for vehicles.

Entry to checkpoints for military personnel of the Border Service of the National Security Committee of the Republic of Kazakhstan, employees of state revenue bodies and other bodies, transport organizations engaged in the registration and service of persons, vehicles, cargo and goods, is carried out with passes issued:

1) at railway, automobile, sea and river checkpoints - by the Border Service of the National Security Committee of the Republic of Kazakhstan;

2) at aviation checkpoints - by the authorized body in the field of civil aviation in agreement with the Border Service of the National Security Committee of the Republic of Kazakhstan.

The permissive procedure for entering, leaving checkpoints (on the basis of special passes) is also established in relation to official vehicles of the above bodies and organizations.
