Analytical center
Analytical center

The analytical center is a complex of information systems for objective analysis of subject activities and creation of a decision support system for law enforcement agencies. It is also the application of advanced methods of working with large amounts of data: data mining, blockchain, text mining, machine learning.
In all spheres of public prosecutors supervise the legality of their decisions. In order to improve and simplify work in this direction, measures are being taken to create the necessary tools that can sort tasks by priority. This is the main concept of the Analytical Center systems.
We have already created and are developing 6 "smart" systems that allow us not only to monitor the effectiveness of law enforcement and local government agencies, but also to offer ready-made effective solutions and point out "weak" places in the country's legislative acts.
Module " Machine analysis of the text of statements of the Book of information accounting (BIA)", intelligent system " Supervising Prosecutor»
In law enforcement agencies, there is a database (CUI) for storing citizens ' statements on criminal offenses. It is updated with calls to the police, appeals to the internal Affairs bodies and information from medical institutions. The duty part of the internal Affairs bodies within a day must familiarize themselves with the texts of received applications to the CUI (4.5 million for 2017) and, if there are signs of a criminal offense, register the fact, with the introduction of information in the Unified register of pre-trial investigation (300 thousand for 2017).
The analytical center has created mathematical models that have been trained on millions of requests from previous years so that the system recognizes the similarity of the text of the application for theft, rape, murder, etc.
Thus, the system tells employees of the Prosecutor's office that there are applications left in the CUI that were not registered in the ERDR system.
This module is aimed at reducing the facts of hiding crimes.
Module "Analysis of reclassifications of crimes from serious to less serious", intelligent system " Supervising Prosecutor»
After registering the application in the ERDR database, a pre-trial investigation begins. Each procedural action on the offense is recorded in 9 electronic information accounting documents, which have a total of about 600 attributes. These attributes must be filled in depending on the incident in accordance with the instructions approved by the Attorney General. Violations can occur here for various reasons: errors, tight deadlines, and deliberate manipulation.
To identify such problems, the prosecutors described the possible risks of manipulation, the logic of which is embedded by the programmers of the Analytical center in automated systems using Data Mining tools (extraction of useful information in a large volume of data).
Module "Analysis of persons brought to criminal responsibility", intelligent system " Supervising Prosecutor»
The system module allows you to see just such numerous facts of accounting for the same person in various databases related to criminal proceedings. In this way, it is possible to identify hidden repeat offenders and check the legality of actions of criminal prosecution officers.
Information and analytical system " monitoring of offenses of the Republic of Kazakhstan»
The analytical center has created an information and analytical system-an analyzer of legal statistics that identifies areas with abnormal crime rates. At the moment, the system can analyze the dynamics of violations (by day, month and year) for all articles of the criminal code in all regions of Kazakhstan (214 districts) and, if desired, configure the analysis only for the sections of interest. For example: crimes committed by minors or against minors, committed by women or against women, etc.
All districts of the Republic of Kazakhstan in the system are divided into 14 classes by status, density and population, and it determines which districts can be compared with each other. This helps you create objective ratings of districts within classes and identify those that have inflated crime rates or crime outbreaks.
The system of support of decision-making "Risk map» (SSDM)
The analytical Center has created a decision support system that can identify all possible risks of the district (or region) in terms of legal statistics. Now the system is able to identify the following risks:
areas with high crime rates;
abnormal spikes in crime;
suspicious drops in legal statistics.
For each district, you can build a so-called "risk Map", which will display all the problems that are proposed to be solved to reduce the overall crime rate in the country.
Monitoring Center
In accordance with the instructions of the Prosecutor General, a Monitoring center was established based on the criteria provided for evaluating the effectiveness of lower-level Prosecutor's offices.
Goal: to automate the collection of information, calculation by formulas and make a convenient mechanism for monitoring the effectiveness of all Prosecutor's offices. The developed risk management system allows you to automatically build ratings of Prosecutor's offices by means of multi-factor assessment.
