The meeting of the Security Council chaired by the Head of state reviewed the results of verification of legality in the sphere of tariff formation.

The meeting discussed the formation of current tariffs for electric and thermal energy, as well as the activities of state bodies that control pricing in the energy services market.

Opening the meeting, the Head of state informed the participants about the results of the inspection of electricity and heat tariffs by the Prosecutor General's office.

- Before announcing this year's Message, we conducted a special survey among citizens to determine the most pressing issues. This sociological study has shown that the first place is the high cost of utilities. Therefore, the Prosecutor General's office was instructed to carry out an audit in this area. The results of the verification made it necessary to consider this issue at a meeting of the Security Council, the President of Kazakhstan said.

Nursultan Nazarbayev stressed that in the current Address, a special order was given to restore order in the tariffs for housing and utilities services and natural monopolies.

The head of state focused on the implementation of the "Tariff for investment" program and spoke about violations identified as a result of quality control of its implementation.

- For a certain purpose, we adopted the "Tariff in return for investment" program. It has allowed monopolists to earn billions of money for production modernization over 7 years since 2009. It is to improve the entire Fund of generating capacity that we have doubled the tariffs. Instead of using this money to update capacity, large energy companies illegally enriched themselves at the expense of consumers, including bonuses and bonuses to their employees in the cost of services, as well as unreasonably inflated production costs, the President of Kazakhstan said.

Nursultan Nazarbayev noted that the damage to the population from such actions of energy transmission companies amounted to 14 billion tenge, the illegal income of energy supply companies-15 billion tenge. The audit also revealed inefficient use of subsidies allocated by local Executive bodies to reduce tariffs.

- This state of Affairs can develop for two reasons: either it is a deliberate opposition to the President's Message, or it is mismanagement, which occurs as a result of irresponsibility and lack of understanding of their role. I consider both reasons a crime. Just one example from the city of Kapchagai. For the duration of the program, the tariff has doubled. Capacity wear increased from 53% to 77%. All violations became possible due to inaction and lack of control by the ministries of national economy, energy and local Executive bodies , the Head of state stressed.

In addition, the President of Kazakhstan instructed to check the authorized state bodies for price collusion and corruption offenses in this area.

- Expenditures on housing and utilities services, including payments for heat and electricity, account for a significant share of the total expenditures of the population. The higher the rates, the greater the burden on the family budget. The growth of tariffs should not be carried out without a real economic justification, " Nursultan Nazarbayev said.

Taking into account the reports voiced at the meeting, Nursultan Nazarbayev gave a number of specific instructions.

In particular, the Head of state pointed out the weak work of the MNE Antimonopoly Committee and instructed the Prime Minister to restore order in its activities and assess the effectiveness of work at the level of all regional Antimonopoly agencies.

- The Ministry of energy should be responsible for every tiyn paid by consumers. This money should work for the development of our economy. When making a decision to increase tariffs each time, first of all, you need to take into account the population's ability to pay. Public discussion of all proposed changes in tariffs or not carried out at all, or is of a formal character. It is necessary to change the current mechanism, providing for the broad involvement of the public, non-governmental organizations and the media, the President of Kazakhstan instructed.

The head of state pointed out the lack of an effective feedback system of the Committee on regulation of natural monopolies, protection of competition and consumer rights with citizens.

Nursultan Nazarbayev also noted the need for the Ministry of energy to take measures to reduce the cost of electricity for the population.

The President of Kazakhstan demanded from the Government and the Prosecutor General's office the appropriate execution of all legal acts against persons involved in unjustified overcharging.

- Electricity and heat rates are only part of the problem. There are other monopolistic companies. This applies to providing the population with water and gas supply, Sewerage, telephone and Internet services. The Antimonopoly Committee needs to understand these issues, " the Head of state stressed.

Nursultan Nazarbayev also instructed to conduct a comprehensive analysis of the targeted spending of funds allocated from the budget as subsidies.

- All these measures should not become a one-time action. I demand maximum publicity, regular reporting, and effective activities of the competent state bodies. The population should be informed about the measures taken to return funds that were misappropriated, the President of Kazakhstan said.

- The population should know where and for what purposes the money is spent. It is necessary to rebuild the work, feel social responsibility, be open and earn the trust of people, - concluded Nursultan Nazarbayev.
