The meeting of the coordinating Council for law enforcement, law enforcement and crime control was held in the Prosecutor's office of Zhambyl region on August 29, 2019. It considered a number of topical issues.
One of them is countering the spread of synthetic drugs and psychotropic substances.
As noted by the regional Prosecutor Zharkyn Kussainov, drug addiction and illicit drug trafficking have an increasingly destructive impact on the development of society, provoke an increase in crime, violence and affect people regardless of nationality, social status, gender or religion.
Currently, so-called synthetic drugs are gaining popularity, which are more susceptible to young people.
In the current year by the authorized bodies of the identified sites are locating is associated with the spread of synthetic drugs. All of them are currently blocked.
On a regular basis, events are organized to remove graffiti from the walls of houses and buildings in the city of Taraz, which contain the code word and contact numbers of drag dealers.
Our region has not yet faced serious problems as a result of the use of such drugs, that is, the death of people or other serious consequences. Until it comes to this, it is necessary to eliminate this type of crime at the nascent stage.
With this in mind, in order to correct the situation, joint measures have been developed for interaction between law enforcement and special agencies, as well as other interested bodies and organizations.
Another hot topic of discussion was road accidents.
According to international experts, more people die from road accidents than from heart disease and natural disasters. Kazakhstan is no exception, where over the past 5 years there has been an increase in deaths as a result of road accidents.
The situation in Zhambyl region is also of concern. In 2018 and 7 months of this year, more than 1,300 road accidents were registered in the region, which claimed the lives of 145 people. 2 thousand people were injured in various degrees of severity. These statistics put our region in the top three in the country.
The analysis of the causes of accidents has shown that road safety is affected by such factors as low material and technical equipment of internal Affairs bodies; increased accidents due to high physical wear and unsatisfactory technical condition of vehicles; deterioration of the existing transport infrastructure.
But the main factor in the occurrence of accidents remains low driver discipline. It is the fault of drivers that 99% of all accidents are committed.
The most frequent violations that led to an accident in 2019 were speed violations and driving into oncoming traffic and driving under the influence of alcohol. Established accidents committed by persons previously deprived of the right to drive vehicles.
According to the concentration of accidents, 32 accident-hazardous sections were identified on roads of national significance. However, the measures taken by the authorized bodies are still not sufficient.
The third issue of the discussion was the results of the analysis of the activities of the authorized bodies to comply with migration legislation.
Noted that despite nemalovazhno this sector the competent authorities are allowed numerous violations, namely the granting of citizenship by specifying false information about the nation, citizenship in the actual being applied outside the country, receiving formal citizenship former employees of the Ministry of internal Affairs of the CIS countries and others.
To solve these and other problems, the Supervisory authority determined specific tasks and activities based on the results of the meeting, which are included in the minutes of the meeting and sent to the authorized bodies for execution.
