Unified register of administrative proceedings
The unified register of administrative proceedings is the creation of a unified database of administrative proceedings, online registration of protocols and payment of fines on the spot. The project automates the entire process of administrative proceedings: from the initiation of a case to the execution of an administrative penalty. The project pilot was launched in 2017. This project provides citizens with a fast, transparent and legal administrative process, the ability to monitor the progress of administrative cases, and quickly and conveniently pay fines. It allows the state to simplify the work of state bodies and court executors, eliminate the human factor, get Analytics, predict the situation, reduce corruption risks and increase the recoverability of fines.
Every year, 64 state bodies make up more than 4 million protocols on the imposition of administrative penalties, and 54 bodies consider administrative cases.
Production is carried out in paper format. Cases are lost, falsified. The procedure of administrative proceedings is complicated, starting from the moment of registration of the primary Protocol on an administrative offense, until the moment of execution of the imposed administrative penalty and its removal from special records.
The problem arises in establishing the exact address of the violator, thus the official directs administrative cases directly to the bailiffs, which often leads to unjustified initiation of enforcement proceedings, as a result, the citizen is also obliged to pay for the work of private bailiffs.
In addition, there is a practice of ignoring the accumulation of cases, that is, cases lie in state bodies without taking any measures, as a result, the fine remains uncollected, because the Statute of limitations expires (1 year).
A mobile application has already been developed in which employees of internal Affairs agencies and other state bodies can draw up a Protocol in electronic format with a minimum number of clicks. Information in the database is registered in real time. This eliminates duplication of information in the database and the practice of double work.
A citizen can almost instantly pay the fine on the spot, via the Internet or in any second-level Bank. Information about the paid administrative fine is automatically included in the database, which saves the citizen from having to carry a receipt to the state body and eliminates the practice of unjustified initiation of enforcement proceedings for paid fines.
The system was integrated with most second-tier banks. Citizens can pay the fine on the spot, using a payment card, receiving a 50% discount.
Since June of this year, an electronic decision on an administrative case is sent to bailiffs online for enforcement.
In addition, as part of the digitalization of administrative proceedings, "Blockchain" technology will be applied, which will ensure security from hacking of information systems, as well as guarantee the immutability of information.
We develop and implement the" Blockchain " technology on our own, without involving third-party developers.
