As part of the Roadmap for the protection of business, the Prosecutor's Office of Shymkent together with the territorial department of the Committee on Legal Statistics and Special Accounts of the State Enterprise of the Republic of Kazakhstan, the Chamber of Entrepreneurs, the NurOtan city branch and the Akimat of the city created a Mobile Group for the Protection of Entrepreneurs' Rights.
The task of the mobile group is to promptly respond to requests and calls from business entities regarding the violation of their rights and obstruction of business by state bodies.
Entrepreneurs can report illegal checks or actions of checking employees of state bodies and the facts of violation of their rights and legitimate interests at the numbers indicated below to the city prosecutor's office 8 (7252) 53-91-84, 8-778-111-25-42, to the Abaysky district 8-707-717-09-93, prosecutor's office of Al-Farabi district 8-702-699-04-55, prosecutor's office of Enbekshinskiy district 8-707-442-96-26, prosecutor's office of Karatau district 8-778-220-19- 77.
Shymkent city prosecutor's office
The Prosecutor's Office of Shymkent has achieved payment of the required allowances 117 medical workers in the amount of 46.7 million tenge. The analysis showed that from April to June of this year, medical employees of city hospitals (GKP on REM "City Hospital No. 2" - 55; GKP on PHV "City Clinical Hospital No. 1" - 62) the allowances were incorrectly calculated for participation in anti-epidemiological measures to combat coronavirus infection Covid-19. According to supervisory measures, the above debt has been repaid, to disciplinary responsibility involved 4 officials (2 main accountant, 2 deputy chief doctors).

On the same day, in order to ensure objective investigation of all circumstances in a criminal case is taken into consideration the management of special prosecutors of the city of Nur - Sultan.
On February 26 this year, at the request of the lawyer of the family of the deceased agadil, a study of the corpse was conducted with the participation of invited private forensic experts (A. Akhanbekov, R. Satyvaldeev).
According to its results, the experts involved found that the cause of death of Agadil is acute cardiovascular failure.
No physical injuries characteristic of violence were found.
Comments and petitions were not submitted by the experts involved, as well as by the brother and his lawyer.
The conclusion of the forensic examination will be presented based on the results of laboratory research.
The pre-trial investigation is ongoing.
In December 2019, a competition for the position of the city prosecutor's office was announced. According to the current Rules, the recruitment process consists of 2 stages:
- the first selection, at this stage, the candidate passes tests under the law, passes a mandatory examination of the medical Commission and national security agencies.;
- then the competition, at this stage, a preliminary interview with the candidate is held and the internship is completed within 10 working days. By performing various tasks assigned by the supervisor during this internship, he proves that he is practically superior to his other candidates.
16 applicants took part in the competition, 14 of them were sent to the district Prosecutor's office with a probationary period for an internship.
Based on the results of the internship, 14 candidates were invited to the meeting of the Commission on 20.02.2020 for an interview.
Due to the fact that this competition was held for the first time in the Prosecutor's office of the city of Shymkent, the Prosecutor of the city M. Kozhabayev accepted employees who received a positive conclusion of the Commission.
"I congratulate you on the New year, and you know that you have passed a special test, a subsequent interview.
Based on the conclusion of the competition Commission, 7 applicants received orders from you (5 from the personnel reserve), and 1 applicant was enrolled in the personnel reserve.

From January 1, 2021, applicants will undergo training at the Academy of law enforcement agencies under the General Prosecutor's Office of the Republic of Kazakhstan for 6 months and at the regional Prosecutor's office for 6 months.
Last year and this year, there were 2 cases of fatal poisoning of children in Shymkent.
So, on November 3, 2019, a family was hospitalized with signs of poisoning, where, unfortunately, two minor children were killed.
On February 13, 2020, five minor children were hospitalized with signs of poisoning, where an eight-month-old child died.
These facts are registered in the unified register of pre-trial investigations.
To date, at the direction of the Prosecutor's office specified criminal cases are connected in one manufacture and is pre-judicial investigation on h. 3 of article 304 of the criminal code (Violation of sanitary rules and hygienic norms stipulated by part one of this article, entailed on imprudence death of two or more persons).
A procedural Prosecutor has been appointed in the case.
The progress of the investigation is under the control of the city Prosecutor.
The Prosecutor's office of the city of Shymkent organized a seminar-meeting for law enforcement officers to improve the quality of criminal investigation in the building of the city police Department.
The event was attended by employees of the Prosecutor's office of Shymkent as well as employees of the police and economic investigation Departments.

In the center of law enforcement services of the Prosecutor's office of the city of Shymkent, an action "Mediation – the way to effective dispute resolution" was held with the participation of professional mediators.
Within the framework of the campaign, prosecutors, lawyers and professional mediators held a public reception, gave legal advice to 47 citizens, and concluded 8 agreements in the order of mediation for land, property, and monetary disputes and collecting alimony.
For example, since the dissolution of a legal marriage by mutual agreement, the spouses decided to divide the common property, as a result of which the parties voluntarily refused to pay alimony.
The dispute between the brothers, who have land plots against each other, ended in a mediation agreement.
The purpose of the event is to provide legal assistance in resolving disputes and problematic issues of citizens.

In Shymkent, a press conference of the city Prosecutor's office on the results of 2019 was held, where the Deputy prosecutors of the city shared the results of work on the supervised industries.
First Deputy Prosecutor of the city of Manas Sabanchiev focused on the issues of supervision of legality of criminal prosecution.
The criminal situation in the city for 12 months of 2019 is characterized by a decrease in criminal offenses by 16.1%(16142/13550). The crime rate was 73.3%.
Prosecutors restored the rights of 24 persons illegally detained in the offices of the criminal prosecution authorities.
Under the "Digital Kazakhstan" program, at the initiative of the Prosecutor's office, the police authorities are provided with 400 computers, which led to an increase in electronic criminal cases by 13 times. For example, special prosecutors completed the production of an electronic criminal case under article 190 part 3 of the criminal code of the Republic of Kazakhstan, which was sentenced to a fine of 10 million tenge on 15.10.2019.
Deputy Prosecutor of the city of Bergen Yerzhappar noted that in 2019, the courts of first instance considered 1,885 criminal cases involving prosecutors. 3 acquittals issued by the courts in respect of 5 persons were overturned on appeal and convictions were issued for them. In addition, 58 sentences in respect of 88 persons were brought into compliance with the prosecutors ' appeals.
In the sphere of supervision of execution of sentences, the employment rate of convicted persons was 83.3%.
Of the 737 able-bodied convicts, 614 are provided with paid work. With the assistance of the Prosecutor's office, 10 private business entities have started working in correctional institutions, employing 166 convicts.
In the field of public interest protection, Deputy Prosecutor of the city Bakhtiar Mukhamedzhan continued noting that in 2019, 231 inspections and analyses were carried out, as a result of which the constitutional rights of 36,854 persons were protected, 825 persons were brought to various types of responsibility, and 585 million tenge was collected in favor of the state.
At the initiative of the prosecutors, 10 pre-trial investigations were initiated, as a result of which 5 persons were sentenced by the court, and cases against 10 persons were terminated on non-rehabilitative grounds.
In addition to the salary of 4428 teachers, a surcharge of 62 million tenge was made for teaching children with disabilities at home, and 623 teachers were additionally allocated 2.1 million tenge for their academic degree, thus protecting their constitutional rights.
Speaking about the protection of the material interests of the state, the Deputy Prosecutor of the city noted that last year the Prosecutor's office identified and separated an organized criminal group that created 31 one-day firms, through which invoices were issued for the purpose of tax evasion in the total amount of 6.5 billion tenge.
As a result of pre-trial investigation of criminal cases initiated by the Prosecutor's office, the state was reimbursed 88 million tenge.
In the sphere of enforcement proceedings, according to the acts of prosecutors, 1.4 billion tenge was collected in favor of the state, 45.5 million tenge of wages and 83.2 million tenge of alimony in favor of citizens.
As a result of the RAID activities "Pay alimony", 13.1 million tenge of alimony debt was collected.
The Prosecutor's Office of Shymkent held a meeting on improving the quality of public prosecution in criminal cases.
In 2018, 1,689 cases were considered in courts with the participation of prosecutors, of which 1,068 cases were sentenced.
Terms and conditions of punishment were reduced, and alternative types were expanded.
In particular, of the 1,005 convicted, 251 were sentenced to prison, and the rest were subjected to alternative forms of punishment.
Opening the meeting, the city Prosecutor outlined the tasks set for state prosecutors.
"The public Prosecutor should be aware of the full responsibility of supporting the prosecution on behalf of the state and not allow criticism from the public for appearance, paying special attention to business reputation and professional competence," M. Kozhabayev said.
Referring to the role of prosecutors, M. Kozhabayev called on district prosecutors to take personal part, starting with the pre-trial investigation of a criminal case and ending with its consideration in court proceedings.
At the end of the meeting, the staff of the Prosecutor's office were familiarized with the methodological documents, and a special video was presented to correct the mistakes made.
