Appeals of individuals and legal entities shall be considered by the prosecutor's office in accordance with its competence and authority.
The procuratorial authorities consider references (Part 1 of Article 24 of the Constitutional Law of the Republic of Kazakhstan «On Prosecutor's Office» dated 05.11.2022)
1) for protection and restoration of rights and legal interests of a person and citizen, if they due to physiological peculiarities, mental deviations, and other circumstances cannot independently protect their rights, minors, as well as an unlimited number of persons.
2) for protection and restoration of rights and legitimate interests of a person and citizen, society, or the state, if the protection of these interests is not duly provided by the authorized body, whose competence includes the relevant powers, or in cases of absence of such body.
3) to protect and restore the rights and legitimate interests of subjects of private enterprise on the facts of interference in their activities by state, local representative and executive bodies, local self-government bodies, institutions, their officials, and other organizations, regardless of ownership.
4) in order to prevent a threat to the constitutional order and national security of the Republic of Kazakhstan;
5) for violations of lawfulness not eliminated resulting in harm to life and health
6) by order of the President of the Republic of Kazakhstan
7) on the instructions of the Prosecutor General of the Republic of Kazakhstan.
The legislation provides that citizens' appeals can be submitted: in hard copy (by hand to the prosecutor's office or in the «Complaints Box»), by mail through «Kazpost» JSC, or electronically through the portal «Electronic Government» («EGOV») or through «E-otinish» information system.
The results of the consideration of a complaint may be appealed to a higher prosecutor or the court.
Reception to the management of the Prosecutor's Office in Astana is carried out by appointment on the basis of electronic applications from the portal «egov.kz», as well as appeals in paper format (order of the Prosecutor General of 17.01.2023 №29 «Rules of personal reception of individuals and representatives of legal entities by the officials of prosecutor's office of the Republic of Kazakhstan»).
An appeal with a request for a personal reception should necessarily contain the essence of the issue.
Information about the days and times of reception of citizens is posted on the official website of the city prosecutor's office, special stands in the buildings of prosecutor's offices.
The management of the city prosecutor's office holds appointments once a week according to the schedule.
Employees of the Prosecutor's Office of the city hold receptions as needed (without prior appointment).
Prosecutors of Astana city districts receive clients every day during their working hours.
