Unified register of inspection subjects/objects

Unified register of inspection subjects/objects

Protecting our business is one of our top priorities. The project "Unified register of subjects/objects of inspections" (hereinafter-ERSOP) allows for transparency of state control and supervision in the field of entrepreneurship.

This project contains information about the subjects and objects of inspections (location, category, group), their attribution to a particular degree of risk (number of points, degree of risk), the history of inspections, which allows: controlling authorities – to go to the point of inspection, to focus only on violators, consumers – to get information about the quality of services provided.

In order to streamline the work and exclude the facts of illegal inspections, schedules are drawn up annually, in the process of preparing which more than 8 thousand employees of state bodies are involved. Audit schedules are drawn up and approved on paper, and information is collected from the rank-and-file level of the authority to the Central authority. In case of incorrect formation of materials, the authorized body responsible for registration and publication of schedules returns them for revision.

As a result, the procedure for approving inspection schedules turns into paperwork, government agencies are loaded with the process of determining the objects of inspections, taking into account the risks in their activities, and entrepreneurs are not protected from unjustified or systematic business inspections.

The problem also lies in the diversity of the regulatory framework of each inspection body, which allows inspections to be carried out outside of approved plans.

The entrepreneur will only learn about the upcoming audit when they read the notification and will not be able to find out what criteria their activities will be checked against, who will conduct the audit, etc.

This problem is the subject of discussion among entrepreneurs and creates barriers to business development, as evidenced by the flow of complaints to law enforcement agencies.

The EPSOP will minimize violations of the law, since all attempts to conduct illegal and unjustified checks will be stopped at the stage of data generation. This will ensure transparency of the processes both for the Prosecutor's office and state bodies, as well as for entrepreneurs themselves. The business will have the opportunity to appeal not only the results of the already conducted audit, but also to control the initial process of selecting it for verification.

Now the entire verification process, from initiation to action, has been automated within the framework of the EPSOP.

Those entrepreneurs who will be identified and included in the risk zone by the system will be subject to verification. This eliminates the human "factor".

The system takes into account aggravating and mitigating criteria.

By 2019, it is planned to implement a system consisting of 5 modules (1- "checks", 2-the register of subjects, 3-schedules, 4-reports, 5-administration).

Since July 1, 2018, the "Verification" module has been launched in all government agencies. 12,897 checks were registered in electronic format.

The advantages of the system for entrepreneurs are as follows:

- transparency of check registration;

- automatic generation of charts;

- risk management system;

- ability to view the results of verification online.

In addition, in order to organize feedback, a mobile application "Qamqor" has been developed, aimed at protecting and helping entrepreneurs.

For example, a Puch notification is sent to the entrepreneur's mobile phone with the text "They will come to you with a check", it specifies the persons involved in the check, the terms, grounds, and the subject of the check.

The entrepreneur is given the opportunity to send an online complaint to the Prosecutor's office about violations.

Such innovations have undeniable advantages:

- the exclusion of unreasonable checks;

- save resources and time.
