Nursultan Nazarbayev:
We will confidently achieve the fulfillment of our Kazakhstan dream and the prosperity of Kazakhstan!
On January 1, 2016, the practical stage of implementation of The national Plan – "100 concrete steps to implement 5 institutional reforms" - began.
59 laws have entered into force, creating a fundamentally new legal environment for the development of the state, economy and society.
It is important for us to analyze changes in national legislation on an unprecedented scale in our history. In addition, they allow us to achieve our Kazakhstan dream – to become one of the thirty leading Nations in the XXI century.
Each generation has its own dream, they do not show a desire not only for personal and family benefits.
They always clearly show a sense of love for their native land, a thirst for the happiness of their people and homeland.
For many generations of our ancestors, independence of Kazakhstan has become a noble dream.
We realized their centuries-old fantasies, which aspired to a free and independent homeland.
For us, modern Kazakhstanis, independence has become a real high life value of our multi-ethnic society.
Only a quarter of a century ago, we achieved many ideas that captured all our thoughts and hearts.
We have ensured the sovereignty of the Republic of Kazakhstan to rely on a solid Foundation of the Constitution and laws and professional and justified actions of the state apparatus that serve the interests of the people.
It was strengthened by the real success of the Kazakh economy, the growth of national wealth and the welfare of the people.
We have provided reliable protection of our independence with high international prestige and an effective national security system.
We learn to be a careful owner of our land and its wealth, learn new technologies, put into operation production facilities and entire sectors of the economy that have never been seen in our history.
And most importantly, we have learned to dream in a new way, set specific tasks and solve them, despite the difficulties in the global world, of which independent Kazakhstan is a part.
NEW KAZAKHSTAN DREAM
We have entered the 25th anniversary of Independence with a new Kazakhstan dream, the main goal of which is to implement the Strategy "2050".
By the middle of the XXI century, we plan to achieve Kazakhstan's entry into the top 30 most developed countries in the world.
This became a national dream that occurred during the early presidential elections held in April 2015 and supported by an absolute majority of Kazakhstanis.
In fact, the pledge of national trust was a historical act in which a common future emerges.
We started approaching our new dream with the development of 100 concrete steps – the national Plan for the implementation of Five institutional reforms.
These modernizations have a crucial role to play. They build ways to solve a complex of historical problems that change Kazakhstan, its economy, state and society.
They create new decent conditions for the country's development, economic growth and improvement of the lives of all Kazakhstanis, which meet the standards of the Organization for economic cooperation and development, which unites the most developed countries on the planet.
Our Kazakhstan will become dynamic, worthy, reliable and rich.
In just a few months of 2015, a great deal of work has been done to ensure legislative and organizational support for the start of Five institutional reforms.
This work was carried out under the leadership of the National Commission for modernization, established by my decree.
I held a number of meetings and spoke with experts, politicians, business leaders and financial organizations.
During my international visits and meetings, I have repeatedly consulted with my colleagues – heads of state and government of other countries.
In General, all sides provided full support to my plans for the in-depth modernization of Kazakhstan.
Social surveys also show stable high support for all five reforms of the national Plan. Kazakhstanis unanimously agree with the timeliness and relevance of the reforms.
All the necessary laws have already been adopted and entered into force.
I would like to emphasize the coherence of the work of the Parliament and the government. Such a pace and quality of legislative work, implemented in a very short time, has not yet occurred in Kazakhstan.
This demonstrates the high efficiency of our parliamentary model and the system of interaction between the representative and Executive branches of government.
It is important to see that practical work on the implementation of the national Plan is built in full accordance with changing global conditions, taking into account new opportunities and possible risks of world development.
This is detailed in my Message to the people of Kazakhstan dated November 30, 2015.
Five institutional reforms are particularly important at the current stage, when the economy of Kazakhstan is strongly affected by global economic difficulties.
We see them as a key component of the state's large-scale anti-crisis measures aimed at restoring reliable economic growth rates and ensuring strong social guarantees for the entire population.
New Kazakh legislation has already started functioning, which contributes to Kazakhstan's achievement of high international standards of development.
Therefore, it is now important not only to know about them, but also to use the new opportunities that they provide in practical life, economic activity or social relations.
Everyone should have a better understanding of how the system of public administration and law and order will change based on legal innovations. How can we develop business in the new conditions or activate the activities of the non-governmental sector in what promising areas?
All this will give a powerful impetus to increasing the economic and civic activity of the entire population as a whole.
Thanks to this, we will jump towards our Kazakhstan dream and get closer to the main goal of the middle of the XXI century.
A roadmap has been drawn up for each of the five reforms, and we are consistently implementing them.
PROFESSIONALIZATION OF THE STATE
Our first reform is aimed at improving the efficiency of the state apparatus on the basis of the new law" on public service".
It is symbolic that we begin the reform of the Civil service in the year of the 20th anniversary of the adoption of the first legislative act-the presidential decree, which has the force of law, "on public service in the Republic of Kazakhstan".
It is important to note that in December 1995, this document became an innovation not only for Kazakhstan, but also for the entire CIS space.
We were the first of all post-Soviet countries to start forming a new cadre of civil servants based on the principles of competition and meritocracy.
Now a new stage of development of the Kazakh civil service has started.
My decree created the Ministry of civil service Affairs and the National anti – corruption Bureau within its structure.
Thus, not only the civil service system is being modernized, but also the anti-corruption system, which is focused on maximum prevention of corruption manifestations.
Here, the fight against corruption is becoming more consistent and systematic.
The new anti-corruption law is based on such principles that it is based on international standards and has entered into force since the New year.
The new law on public service, adopted in conjunction with and in parallel with the new anti-corruption legislation, defines the basic framework of the updated model of public service and the procedure for further actions to strengthen the effectiveness of the entire system of state management.
First, the career of an administrative civil servant is formed based on their qualifications and experience.
At each stage of his career, he will have to prove his professional fitness.
The new law introduces a number of fundamental rules.
Admission to the civil service is possible only after a comprehensive selection process and starting work only from lower-level positions.
Work experience will be the main condition for the career promotion of a civil servant and will be carried out only on a competitive basis.
It also provides for the possibility of rotation of individual civil servants with a bias and vertical provision of their official housing.
Secondly, citizens and foreign managers from among the managers of the non-governmental sector can be recruited to the public service on a contract basis through an open competition and by decision of the National Commission on personnel policy.
Third, the new system of remuneration for civil servants is legally fixed depending on the qualifications and nature of the work performed, the volume and result. Bonus payments are provided for a more efficient service.
The implementation of such a system is planned from January 1, 2017.
At the same time, it should be noted that in 2016, the salary of civil servants belonging to the "B"building will be increased.
