In order to protect the interests of the working population, compulsory social insurance provides social benefits in cases of social risks of: disability; loss of breadwinner; loss of work; loss of income due to pregnancy and childbirth; loss of income due to adoption of a newborn child (children); loss of income due to child care upon reaching the age of one and a half years.
The amount of social payments from the State Social Insurance Fund (Fund) is calculated individually and directly depends on the timeliness and completeness of the social contributions paid to the Fund.
It should be noted that social contributions are not deducted from an employee's salary, as mandatory pension contributions, but are paid at the expense of employers and (or) individual entrepreneurs.
In this regard, when social risks occur, the Fund recommends that the participants of the system check the social contributions actually received by the Fund before applying for a social payment.
The specified information can be obtained through the e-government portal egov.kz (Main page/Employment and employment/Information on social contributions of compulsory social insurance) or mobile applications of second-tier banks, as well as by applying with an identity document to the branches of the State Corporation "Government for Citizens" (PSC) or a branch of the Fund.
With the development of digital technologies, the procedures for applying for social benefits have been simplified. Currently, the applicant submits only those documents for which there is no information in the information systems of state bodies.
You can apply for the appointment of social payments from the Fund both traditionally through the PSC and electronically, without leaving home.
Currently, it is becoming relevant to provide public services in a proactive form, including through a Digital Family Card, i.e. if there is relevant information in the information systems of government agencies, an SMS message is sent to the participant of the system through the unified contact center "1414" about the realization of the right to receive payments. In case of receiving a response consent to this SMS message, the payment is assigned proactively.
In addition, you can apply for social benefits in one of the following ways:
- on the occasion of disability: at the initial determination of the degree of loss of general disability (UOT) - through the department of Medical and social expertise, and if there is information about UOT - through the egov e-government portal.kz or by contacting the PSC;
- in case of loss of breadwinner: through the egov e-government portal.kz or by contacting the PSC;
- in case of job loss: when registering as unemployed - through the portals of the Electronic Labor Exchange enbek.kz , egov e-government.kz or a Career Center, and if there is information about registration for the unemployed, through the egov e-government portal.kz, mobile applications of second-tier banks or by contacting the PSC;
- maternity services: through the egov e-government portal.kz or by contacting the PSC;
- child care for up to one and a half years: through the egov e-government portal.kz, mobile applications of second-tier banks or by contacting the PSC.
If the applicant submitted the application electronically, the deadline for the appointment of social benefits is 4 working days, and in the case of applying through the PSC - 8 working days.
It should be noted that when assigning payments, the Fund's branches verify the authenticity of documents (information). In this regard, in order to protect the interests of a potential recipient, in cases of detection of late and incomplete payment, as well as inconsistency of the paid social contributions to the employee's income for the transferred amounts of mandatory pension contributions, the Fund sends an electronic mock-up of the case for re-registration. In such cases, the appointment period is extended to 30 working days and additional information is required from the state revenue authorities and (or) a certificate of income from the place of work, etc.
If we talk about figures, then in the North Kazakhstan region of the region for 5 months of this year, 150 thousand participants of the system received social payments in the amount of 5.1 billion tenge and 16 thousand people received payments in the amount of 4.2 billion tenge.
