The State Institution "Department of Employment and Social Programs of the city of Karaganda" provides the state service "Issuance of housing certificates" for the realization of the right of citizens of the Republic of Kazakhstan to acquire housing using a mortgage loan under a mortgage program approved by the National Bank of the Republic of Kazakhstan or to receive state support measures aimed at improving housing conditions in accordance with the Law of the Republic of Kazakhstan. Since the beginning of 2025, 46 people from the categories of socially vulnerable segments of the population have received housing certificates in the form of social assistance totaling 45.7 million tenge, including: persons with disabilities - 14, large families - 12 people, single-parent families - 4 people, having or raising children with disabilities - 8 people, veterans equated in benefits to veterans of the Great Patriotic War - 1 person, orphans, children left without parental care - 7 people.
The amount of housing certificates is up to 1.5 million tenge.
Housing certificates are issued free of charge and free of charge within the framework of the mortgage programs "Concept 2-10-20", "Concept 5-10-20", "Nauryz", "Nauryz Jumyker 2", "7-20-25".
Recipients of housing certificates are certain categories of citizens from socially vulnerable segments of the population who are on the waiting list for housing at the authorized body for the city of Karaganda.
