Social protection of persons with disabilities

Social protection of persons with disabilities in the Republic of Kazakhstan is regulated by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On social protection of persons with disabilities in the Republic of Kazakhstan”, which regulates social relations in the field of social protection of persons with disabilities in the Republic of Kazakhstan and determines the legal, economic and organizational conditions for ensuring social protection of people with disabilities, creation them equal opportunities for life and integration into society and other regulatory legal acts of the Republic of Kazakhstan.

A disabled person is a person who has a health disorder with a persistent disorder of body functions caused by diseases, injuries (injuries, injuries, concussions), their consequences, defects, which leads to limited life and the need for social protection.

In order to ensure the rights and legitimate interests of persons with disabilities, Kazakhstan has a multi-level social protection system, including:

- state aid and support in the form of social benefits and payments;

• Compensation for lost body functions, social rehabilitation by providing technical auxiliary (compensatory) means and in order to increase the level of socialization, persons with disabilities are covered by the services of an individual assistant and a sign language specialist.
• The list of compensatory technical means of rehabilitation consists of 55 types of devices, including modern sound technology and typhlotechnical equipment (laptops with a webcam for people with hearing impairment, laptops with on-screen access software with speech synthesis, mobile phones with sound message and voice recorder for people with visual impairment, etc.).

• One of the areas of the social protection system for persons with disabilities is the provision of special social services.

  Persons in difficult situations, incl. the elderly, the disabled, persons released from places of deprivation of liberty and registered with probation services, victims of trafficking in persons and domestic violence are provided with a guaranteed amount of special social services, which includes 8 types of services.

• As part of the optimization and automation of public services, a change is being made to the business process of conducting medical and social expertise, as well as services related to the determination of disability. According to the results of the medical and social examination, 8 state services can be provided to people with disabilities without a proactive statement with informed consent, with the exception of the need to contact local executive bodies to implement the measures of an individual rehabilitation program.

• Systematic work is underway to create a barrier-free environment through certification and adaptation of social and transport infrastructure facilities, active measures are being taken to promote the employment of disabled people, and educational benefits are provided.

  At the same time, in 2005, the Government of the Republic of Kazakhstan created a Coordination Council in the field of social protection of persons with disabilities to effectively address the problems of persons with disabilities at the national level.

• Ratification of the Convention on the Rights of Persons with Disabilities created additional guarantees for ensuring, protecting and developing the social and economic rights of persons with disabilities, and also served as a guideline for further improving legal regulation and practical activities in the field of social protection of persons with disabilities.
