According to Article 102 of the Land Code of the Republic of Kazakhstan, citizens of the Republic of Kazakhstan are provided with land plots from agricultural lands, rural settlements and reserves for gardening, suburban construction and gardening.
For registration of a land plot, you can contact any dacha society for the availability of vacant plots.
If there are vacant plots that have not been previously issued, a citizen wishing to issue a dacha plot applies to the akimat of the city of Karaganda with an application for granting ownership rights with the application of a situational scheme for the placement of a land plot and the minutes of the general meeting of the dacha society.
According to the rules for the provision of public services approved by the Order of the Minister of Agriculture of the Republic of Kazakhstan dated October 1, 2020 No. 301 – "Acquisition of rights to land plots that are in state ownership, which does not require bidding (contests, auctions)" - "for obtaining public services, individuals and legal entities through the portal E-licensing to the service provider direct:
1) an application for the acquisition of the right to a land plot in the form according to Appendix 1 to the specified Rules in the form of an electronic document certified by the service recipient's EDS;
2) the scheme (plan) of the requested land plot. "
Land plots for gardening and suburban construction are provided to citizens of the Republic of Kazakhstan free of charge (at a time) in private ownership in the amount of up to 0.12 hectares.

The Akimat of the city of Karaganda is working to create conditions for the implementation of street trade in the territory of the city of Karaganda.
In order to streamline and bring into a modern and civilized form of trade, a program for the development of street trade in the city of Karaganda has been developed jointly with JSC "SEC "Saryarka".
The main goal of the implementation of the "Street Trade" program is to improve the quality of services in the field of street trade, simplify administrative procedures for business entities, create a transparent, simple mechanism for granting the right to trade in urban non-stationary retail facilities in compliance with the necessary standards, as well as the development of small businesses and the creation of new jobs.
This project implements the following main types of street trade and services: sale of vegetables and fruits, sale of finished products (beverages, ice cream, fast food), sale of food (bakery, dairy, sausage products), sale of flowers, sale of newspaper, souvenirs, children's leisure, technical services, household services.
This year, as part of the pilot project, it is planned to provide up to 200 places for street trading for up to 7 years.
At the same time, places will be provided on the basis of proposals received from businesses, with the exception of places of common use (parks, squares, sidewalks, etc.).
Land plots indicating the locations will be provided on a competitive basis and will be posted on the website gosreestr.kz .

The decision of the Karaganda Regional Maslikhat No. 32 dated February 25, 2021 (Registered by the Department of Justice of the Karaganda region on March 1, 2021 No. 6218) approved the Rules for grazing farm animals on the territory of the Karaganda region.
According to Article 408 of the Code of the Republic of Kazakhstan "On Administrative Offenses" (hereinafter - the Administrative Code of the Republic of Kazakhstan):
Violation of the Rules for grazing farm animals in cities and other settlements -
entails a warning or a fine in the amount of three monthly calculation indices.
The same actions that caused damage to the health or property of individuals -
entail a fine in the amount of ten monthly calculation indices.
Consideration of cases and imposition of administrative penalties under Article 408 of the Administrative Code of the Republic of Kazakhstan falls within the competence of the internal affairs bodies (police).

As of March 29 in Karaganda, the number of business entities participating in the pilot project "Ashyq" has increased to 30.

It should be noted that within the framework of the project, business entities are working with the mobile application "Ashyq", integrated with the database of the Ministry of Health on PCR research. QR codes are installed at the entrance and exit of establishments, through which the visitor's status is determined: whether he is a carrier of the virus or not.
Now the application is used by fitness clubs, spa centers, swimming pools, bowling clubs, computer clubs and saunas.
The advantage of the project for entrepreneurs is that working within its framework, it is possible to resume or continue activities, regardless of which zone the region is located in.
