On February 02, 2022, No. 43 approved the Rules for Subsidizing Part of the Remuneration and Guarantee Rates within the framework of the National Entrepreneurship Development Project for 2021-2025 (hereinafter referred to as the "Program").
By this Resolution, the State Program for Business Support and Development "Business Roadmap-2025", approved by the Decree of the Government of the Republic of Kazakhstan No. 968 dated 12/24/2019, is recognized as invalid
The main conditions of the Program:
1) Support for small businesses, including
micro-enterprises implementing projects in mono and small towns, rural settlements, subsidization is carried out under loans/financial leasing agreements, with a nominal remuneration rate not exceeding the base remuneration rate established by the National Bank of the Republic of Kazakhstan and increased by 7 percentage points, of which 5% is paid by the entrepreneur, and the difference is subsidized through the financial The agent is the Damu Foundation. There are restrictions on trading activities, with the exception of food trade, as well as the activities of factoring organizations. The loan amount is up to 20 million tenge. As collateral, the guarantee of the Damu Fund is provided up to 85% of the loan amount.
2) Support of entrepreneurs/subjects of industrial and innovative
activities. Support for projects implemented in localities, including mono and small towns, rural settlements, with the exception of cities of republican significance/regional centers, are carried out without industry restrictions. The loan amount for projects in settlements, including mono and small towns, rural settlements, with the exception of cities of republican significance / regional centers, is set to 1.5 billion tenge. Under the guarantee instrument, leasing companies are also included as creditors. The amount of the guarantee is not more than 70% of the value of the leased item. The amount of the leased item under which the guarantee is carried out cannot exceed 500 million tenge per 1 borrower. In mono-, small towns and rural settlements, with the exception of cities of republican significance / regional centers, the guarantee is carried out without industry restrictions, the loan / leasing amount is up to 360 million tenge, including for replenishment of working capital in the field of trading activities in the amount of no more than 100 million tenge.
Applications for subsidizing and guaranteeing loans by the Damu Fund are considered online through the E-Government (E-gov) and Online Damu platforms.
