– The Kazakhstan Central Asia Program (KCAP) has been launched in Astana. It is the
first-ever regional technical assistance program in the history of the World Trade Organization (WTO) initiated by Kazakhstan. This project marks a new phase in the country’s participation in the multilateral trading system. Kazakhstan is transitioning from the status of a recipient of international technical assistance to that of a donor, an exporter of expertise, and a regional center of excellence.
The practical implementation of the program began with the WTO regional seminar “Transparency and Notification Mechanisms,” which took place in Astana in April 2026. This kick-off event was organized by the Government of Kazakhstan with the support of the WTO Secretariat and the Asian Development Bank. Representatives of government agencies from Central Asian countries, as well as leading international experts on global trade, took part in the discussions.
The seminar program focused on specific practical areas of interest to the region. Participants examined general transparency mechanisms and procedures for submitting notifications to the WTO, including trade defense measures. In addition, the sessions addressed issues related to ensuring openness in regional trade agreements and modern digital initiatives aimed at simplifying trade procedures.
The successful launch of KCAP and the holding of such expert meetings reinforce Astana’s status as a regional hub for international trade. As part of a long-term program, Kazakhstan is taking on the role of a facilitator, guiding neighboring countries into the global trading system. The government plans to provide ongoing support in shaping effective trade policies and building the capacity of relevant agencies throughout the region.
Thus, the launch of this initiative reaffirms Kazakhstan’s consistent commitment to the principles of open and rules-based international trade. The government continues to actively participate in strengthening the multilateral trading system and adapting it to modern global economic realities.
