Projects of successful interaction between the state and agribusiness on the example of the experience of the North Kazakhstan region were presented at the next business breakfast, which was attended by Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin, also the largest agricultural producers, representatives of industry associations of the country.
Thanks to preferential loans under the pilot project through the SEC «Saltustik», 35 projects were launched in the region during 2021-2022 – 21 dairy farms, 4 sheep farms, 3 poultry farms, 1 pig complex, 1 oilseed processing enterprise, 2 greenhouses and 3 irrigation projects. In stages, 35 billion tenge were allocated to entrepreneurs for a period of up to 8 years at a nominal interest rate of 4% per annum. At the same time, until 2020, on average, only 2-3 dairy farms were built annually in the whole country. Today, thanks to the built dairy farms, about 584 thousand tons, or 10.5% of all milk in the country, are produced in North Kazakhstan. At the same time, out of 584 thousand tons of milk, 208 thousand tons are produced by organized farms in the region, which is almost 15% of the total volume of the republic.
Taking into account the positive experience of the pilot project of the North Kazakhstan Region, the Ministry of Agriculture proposed to scale the experience across the country under even more attractive conditions. After all, the main task of the state today, as Vice Minister of Agriculture Zhenis Oserbai noted at the business breakfast, is to ensure import substitution and close the country's needs for poultry meat, milk, vegetables with domestic production of high-quality products. In addition, the positive effect of the implementation of investment projects in rural areas will be the creation of new jobs.
«In the North Kazakhstan region, the project was implemented as follows: Akimat through the SEC provided preferential financing for the purchase of equipment and livestock, and construction and installation work was carried out at the expense of entrepreneurs. As a result, today we have 35 successful projects in the region. We propose to develop the project further, the cost of financing is about 2.5% per annum for up to 10 years. At the same time, the business's own participation is about 15-20%», — Zhenis Oserbai noted during the presentation.
Already today, the akimats of the regions are selecting potential investors. In the future, working groups will be created from representatives of government agencies, NCE «Atameken» and business, who will select investment projects and monitor their implementation. The requirements are quite high: the availability of its own production and feed base, financial stability, developed production and others. The participants of the preferential lending program will assume counter obligations on the sale price of the manufactured products.
«We expect 100% return from this program, successful implementation of all participating projects. To participate, we will involve a large established business, projects should give results within 1-2 years. For its part, the state offers a simple and uncomplicated way to obtain funds, an extended repayment period and a low percentage. At the same time, we expect a stable price for products at the wholesale and retail level with counter obligations»,— Serik Zhumangarin stressed.
