The actions of the Russian authorities, which restricted the import of tomatoes and peppers from Kazakhstan, were recognized by the Eurasian Economic Commission as illegal.
On March 16, 2021, at the initiative of the Kazakh side, the Board of the Eurasian Economic Commission considered the issue of the legitimacy of the Russian ban on the import of tomatoes and peppers from the Republic of Kazakhstan. Following the discussion of the Board members and representatives of the parties, the EEC Board decided that the ban established at the end of last year by the Rosselkhoznadzor (Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation) is illegal and is recognized as a barrier.
According to the decision of the Board of the EEC of the Russian Federation, it is necessary to cancel the established bans within a month.
Recall that from December 16, 2020, the Rosselkhoznadzor imposed a ban on the import of tomatoes and peppers from the Pavlodar region, and from January 18, 2021 from the Aktobe and Almaty regions, citing the presence of the Tomato brown rugose fruit virus in Kazakh products.
«In accordance with the legal framework of the EAEI, phytosanitary control and appropriate measures are applied only to those viruses that are available in the general agreed List. However, the Rosselkhoznadzor, in violation of the existing agreements, carried out control measures and imposed a ban on the import of Kazakh products.
We conducted our own research, including in the Netherlands, which proved the absence of any viruses in Kazakh tomatoes and peppers.
On our initiative, this issue was repeatedly considered at the site of the EAEU bodies in January-February of this year. All our partners, with the exception of the Russian ones, supported us. According to the results of joint work with the Ministry of Agriculture, it was possible to remove restrictions from large suppliers.
At the same time, in general, the ban on the import of Kazakh products continued to apply.
I would like to note that since the ban was imposed, Kazakhstani enterprises have lost more than 200 million tenge. The EEC Board heard our arguments and recognized the actions of the Russian authorities as a barrier» - said the Vice-Minister of Trade and Integration.
Its main task is to help promote domestic products, assist in establishing business contracts and literally "bring" foreign buyers with our businessmen.
Last year, despite the general decline in trade turnover, we managed to increase the export of a large range of agricultural products to Russia. And the main increase is due to the "integration" of Russian retail chains with Kazakh suppliers. Only 85,265 tons of vegetables and fruits were delivered to the largest Russian chains ("Magnit", "Lenta", "Maria Ra", ORC "Food City", "Wholesale Market Kazan", "Brighter, Camelot-A, Novosibirsk, "Mariam" Kurgan", etc.). Let me clarify that it is the products of the agro-industrial complex that make up 70% of the total volume of imported products in the request of retail chains.
Cooperation with the retail chain is a guarantee of long-term partnership, guaranteed sales volumes and a completely new level of pre-sale marketing (we are just approaching this now and plan to develop and popularize it on the basis of the ORC). For many years, the main problem with the lack of long-term direct contracts with the networks was an elite shortage of production volumes. And cooperation with networks has put the experience of industrial cooperation in the agro-industrial complex.
Recently, our trade mission held several rounds of negotiations with the largest retail company in Russia, X5 Retail Group (manages the Pyaterochka, Perekrestok, and Karusel retail chains) and agreed on the supply of Kazakh fruit and vegetable products, textiles and clothing, groceries, and soft drinks. The first contract was a contract for the supply of 9 varieties of apples from the producers of the Almaty region, where the sole executor of the order was "Trade apple" LLP. This LLP is an example of the same cooperation, since it represents the consolidated interest of manufacturing enterprises.
That is, farmers provide the volumes of products requested by the order in compliance with the criteria of compliance with the requirements of retail chains in terms of quality and delivery time.
Now contracts for the supply of light industry products to X5 Retail Group are being worked out on the same principle: the interests of Kazakhstani enterprises will be represented by the self-regulating organization "QazTextileIndustry", and" AZALA Textile "(bed linen, terry, waffle towels)," Alem BT "and" UK YUNIS " (hosiery products) are already ready to fulfill orders.
Similar work is now being carried out with the federal retail chains "Lenta" and "Maria-RA" (they are interested in fruit and vegetable products).
This year, representatives of all the largest retail chains of the Russian Federation, together with the staff of the trade mission (as the main negotiators with the networks), will pass through our enterprises. To personally verify the availability of production facilities and a wide range of products.
The trade mission has another important task – to attract investors to Kazakhstan. More recently, the two-year epic of "luring" the production company "TECHNONICOL"to Kazakhstan has ended. In the Almaty region, the company will build plants for the production of mineral thermal insulation and for the production of polymer thermal insulation. I am grateful to our trade representative for attracting 70 million euros of investment to the country. But most importantly, for the arrival in Kazakhstan of a large company with 54 production sites in 6 countries (Russia, Belarus, Lithuania, Italy, Great Britain, Germany), 22 representative offices in 18 countries, 19 training centers, 6 research centers. This will increase the level of knowledge and experience of Kazakhstani employees. And this is the most important thing in the development of any state.
Today, Kazakh goods are delivered to 79 of the 85 subjects of the Russian Federation from the western borders to the Far East, from the regions bordering with Kazakhstan to Kamchatka. Our task today is to maximize our presence in the Russian market. And the expansion of the list of our products on the shelves of the most popular retail chains will contribute to this.
We encourage all Kazakhstani producers interested in exporting their goods to Russia to contact our trade representative office in Moscow or the trade representative office in Kazan.
For convenience, I voice the coordinates.
