Main tasks, functions, rights and responsibilities of the Department
Task: implementation of the state policy in the field of ensuring the uniformity of measurements in the Republic of Kazakhstan.
Functions:
participates in the formation of the state system for ensuring the uniformity of measurements;
develops together with state bodies programs for the development of the state system in the field of ensuring the uniformity of measurements and coordinates their implementation within the competence;
coordinates the activities of the Metrological service of the Republic of Kazakhstan;
coordinates the work of the Scientific and Technical Commission on Metrology;
develops and coordinates, within its competence, normative legal acts in the field of ensuring the uniformity of measurements;
provides the organization of work on interlaboratory comparative tests (comparison);
sends the state standards of units of quantities for approval;
develops the rules of creation, approval, storage, use and comparisons of state measurement standards, the measurement standards, improving the reference database of measurement units of the Republic of Kazakhstan;
establishes the classification of state standards of units of quantities used in the territory of the Republic of Kazakhstan;
defines the general metrological requirements for the means, methods and results of measurements, methods of verification of measuring instruments;
develops and approves the rules for certification and re-certification of technical experts in the field of ensuring the uniformity of measurements and verifiers of measuring instruments, as well as the qualification requirements for them;
develops the procedure and organizes professional development and retraining of personnel in the field of ensuring the uniformity of measurements;
establishes the procedure for the manufacture, storage and use of verification marks;
participate in the organization of work on the implementation of the budget program 061 "Services in the field of technical regulation and metrology" for 2019 on measures in the field of ensuring the uniformity of measurements within the competence of the Department.
Task: provision of public services and issuance of permits in the field of technical regulation, conformity assessment, ensuring the uniformity of measurements in the Republic of Kazakhstan.
Functions:
participates in the formation of the state policy on the provision of public services and the issuance of permits;
monitoring of the rendered state services and permits;
develops specifications of technical requirements for the software Information system "State Database" E-Licensing", in terms of automation of public services;
submits reports on the public services rendered and the licensing procedure;
organizes the work of Commissions on the provision of public services and the issuance of permits;
issues a license for the production of the National Flag of the Republic of Kazakhstan and the State Emblem of the Republic of Kazakhstan;
issues a certificate of an expert auditor for confirming compliance, determining the country of origin of the goods, the status of the goods of the Eurasian Economic Union or foreign goods;
issues a certificate of recognition of the type approval of measuring instruments;
issues a certificate for the use of a standard sample of a foreign issue;
performs the approval of the state standard sample;
registers in the register of the State Measurement System of the Republic of Kazakhstan the measurement methodology developed and certified in the countries of the Commonwealth of Independent States;
issues a type approval certificate for measuring instruments;
performs coordination of regulatory documents on the implementation of the activities of metrological services of public administration bodies, individuals and legal entities;
develops and organizes work on the adoption of regulatory legal acts within the competence of the Department;
advises and provides methodological assistance to service recipients on the provision of public services.
Task: other issues within the competence of the Department.
prepares information, proposals, and references for the management of the Committee on issues within the competence of the Department;
participates in the organization of seminars, meetings, as well as training, training and professional development of specialists;
interacts with individuals and legal entities on issues within the competence of the Department;
participates in the development of current and future plans of the Committee's activities;
participates in the development of proposals for the training and advanced training of specialists on issues within the competence of the Department;
participates in the development of draft legal acts and regulatory legal acts and the development of proposals for legislation on issues within the competence of the Department.
Rights and obligations:
In order to perform the assigned tasks and functions, the Management has the right, in agreement with the management of the Committee:
involve specialists of state bodies, Committee departments, subordinate organizations and economic entities;
interact with central executive bodies, public organizations and other economic entities, as well as the mass media on issues within the competence of the Department;
within the competence of the Department to monitor the implementation of legal acts of individual application of the Committee;
request from the structural divisions of the Committee of subordinate organizations high-quality materials and documents necessary for the implementation of the functions assigned to the Department;
make suggestions to the management of the Committee on improving the work of the Department, improving the professional level of its employees;
represent the interests of the Committee in state bodies and institutions, as well as in other economic entities of all forms of ownership;
exercise other rights necessary for the implementation of its tasks and functions, in accordance with legislative acts, acts of the President of the Republic of Kazakhstan and other legislative acts of the Republic of Kazakhstan.
