General Director of LLP "national accreditation center" - 1 unit.
Functional responsibilities:
the Need to ensure:
- resolving issues related to the financial, economic, and production and economic activities of the partnership in accordance with the prospective and strategic plans for the development of the partnership's economic activities approved by the Supervisory Board, including planned indicators;
- effective and targeted use, safety of property assigned to the partnership;
- execution of a state order;
- expansion of production of goods (services) compared to the level of the base period;
- conclusion of contracts, transactions, operations with third-party organizations or other legal entities, issues orders, orders;
- transfers to the state budget revenue of the corresponding part of the partnership's net income or income received by the partnership in excess of the estimate;
- fulfillment by the partnership of its obligations to the state budget, accumulative pension and insurance funds, suppliers, customers and creditors, including banks, as well as fulfillment of economic and labor agreements( contracts), indicators of indicative plans and business plans;
- technical re-equipment, reconstruction of the partnership (if necessary);
- compliance with the legislation of the Republic of Kazakhstan, active use of legal means to improve the management of the partnership, strengthening contractual discipline, financial and economic situation of the partnership;
- submission of information on financial and economic activities to the Supervisory Board;
- achieving the goals and objectives of the partnership's Strategic development plan within its competence, subject to appropriate funding;
- compliance with the established rating assessment and implementation of indicators of The strategic and Operational plans of the Committee within the competence of the partnership;
- implementation of the mobilization program, if there is a mobilization task;
- acceptance and transfer of inventory items upon termination of the employment contract;
- effective and targeted use, safety of property;
- organization of work and effective interaction of all structural divisions, directs their activities to the development and improvement of flexible and mobile production of goods and services that quickly respond to innovations and changes in the market situation, taking into account social and market priorities;
- partnership with qualified personnel, rational use and development of their professional knowledge and experience, creation of safe and favorable working conditions for life and health, compliance with the requirements of legislation on environmental protection, formation of a favorable psychological atmosphere in the team. Provides a combination of economic and administrative management methods, discussion and resolution of production and other issues, material and moral incentives to improve production efficiency. Ensures the development, conclusion and implementation of a collective agreement based on the principles of social partnership, compliance with labor and industrial discipline, and promotes the development of labor motivation, initiative and activity of employees;
- protection and representation of the partnership's property and legal interests in judicial, law enforcement, state bodies and third-party organizations;
- the rule of law in the activities of the partnership and the implementation of its economic ties, the use of legal tools for financial management and operation in a market environment, strengthening contractual and financial discipline, regulation of social and labor relations, provision of investment attractiveness of the partnership to sustain and scale up entrepreneurial activities.
- adoption of measures aimed at combating corruption.
Requirements to participants of competition:
Practical experience: At least five years of work experience corresponding to the functional areas of a particular position, including at least three years in senior positions in the technical regulation system.
Education: Higher education: engineering and technology (standardization, certification, Metrology (by industry), mechanical engineering, equipment, instrumentation) or law (law, international law) or social Sciences, Economics and business (Economics, management, accounting and audit, Finance).
It is desirable to have a scientific degree or a Master of business administration degree or additional education in the field of management.
Legislative and other normative legal acts of the Republic of Kazakhstan and acts of state bodies regulating production and economic and financial-economic activities of the organization, namely the knowledge of Labor, Business and the Budget code of the Republic of Kazakhstan, laws of the Republic of Kazakhstan "On partnerships with limited and additional liability", "On technical regulation", "On ensuring the unity of measurements", "On accreditation of conformity assessment", "On public procurement", Strategy "Kazakhstan - 2050": the new political course of the established state, the procedure for concluding and executing economic and financial contracts, managing the economy and finances of the organization, organizing production and labor, the procedure for developing and concluding industry agreements, collective agreements, and regulating social and labor relations.
To participate in the competitive selection, candidates must submit the following documents:
1) an application in accordance with Annex 1 to these Rules;
2) summary in the form provided for in Annex 3 to these Rules;
3) notarized copies of educational documents and their appendices;
4) copies of educational documents received by citizens of the Republic of Kazakhstan in foreign educational organizations shall be accompanied by copies of certificates of recognition or nostrification of these educational documents issued by the authorized body in the field of education, with the exception of educational documents issued by foreign higher educational institutions, research centers and laboratories to citizens of the Republic of Kazakhstan – holders of the Bolashak international scholarship, as well as those subject to an international agreement (agreement) on mutual recognition and equivalence;
5) copies of educational documents issued to holders of the international scholarship "Bolashak" are accompanied by a copy of the certificate of completion of training on the international scholarship of the President of the Republic of Kazakhstan "Bolashak" issued by the joint-stock company " Center for international programs»;
6) copies of certificates of recognition of these educational documents issued by the authorized body in the field of education shall be attached to copies of educational documents subject to an international agreement (agreement) on mutual recognition and equivalence;
7) a copy of the document confirming employment, notarized or certified by the personnel service from the place of work;
8) medical certificate of health status (medical professional Advisory opinion) in the form No. 086/u, according to the forms of primary medical documentation of health organizations approved by the order of the acting Minister of health of the Republic of Kazakhstan dated November 23, 2010 No. 907 (registered in the Register of state registration of regulatory legal acts for No. 6697), issued no more than one year before the date of submission of documents (or a notarized copy);
9) a certificate from a psychoneurological organization in the form, according to the standard of the state service "Issuance of a certificate from a psychoneurological organization", approved by the order of the Minister of health and social development of the Republic of Kazakhstan dated April 27, 2015 No. 272 (registered in the Register of state registration of normative legal acts for No. 11304), issued no more than one year before the date of submission of documents (or a notarized copy);
10) help with drug treatment organizations in the form according to the standard of state service "Issuance of a certificate from narcological organizations" approved by order of the Minister of health and social development of the Republic of Kazakhstan from April 27, 2015 No. 272 (registered in the Register of the state registration of regulatory legal acts for No. 11304), issued not more than one year before the date of submission of documents (or notarized copy);
11) a copy of the identity document of a citizen of the Republic of Kazakhstan.
Persons who have expressed a desire to participate in the competition submit documents to the HR Department of the Committee, on purpose, by mail or in electronic form to the following email address: d.utegenova@mti.gov.kz in the period from November 07 to November 16, 2020 inclusive.
When submitting documents in electronic form to the email address of the HR Department, their originals or notarized copies must be submitted no later than 3 (three) hours before the start of the interview with candidates. If they are not submitted, the candidate is not allowed to be interviewed by the HR Department.
The list of candidates admitted to the interview will be posted on the Committee's website and the Partnership's website.
Candidates who are allowed to be interviewed in the competition will pass it in the Committee on November 19, 2020 at 15: 30 hours.
