Main tasks, functions, rights and responsibilities of the Department

1. Task: implementation of the state policy in the field of technical regulation

Functions:

1) make proposals for the development and improvement of the state system of technical regulation;

2) develops and coordinates, within its competence, normative legal acts in the field of technical regulation;

3) develop together with the state bodies programs for the development of the state system of technical regulation and coordinate their implementation within the competence;

4) develops a plan for the development of national technical regulations, coordinates their implementation;

5) organizes the analysis and expertise of projects and technical regulations for compliance with the state policy in the field of technical regulation and the objectives of the legislation on technical regulation;

6) organizes the work of an advisory body – the Interdepartmental Commission on Technical Regulation and Metrology;

7) determines the procedure for the development, coordination, accounting, approval, examination, modification, cancellation and introduction of state standards and classifiers of technical and economic information;

provides methodological guidance for conducting scientific research in the field of technical regulation and standardization;
prepares information, proposals, references and other materials for the management of the Committee on issues within the competence of the Department;
considers appeals of state bodies and economic entities, individuals and legal entities in the supervised area;
participates in the organization of seminars, meetings, as well as training, training and advanced training of specialists on issues within the competence of the Department;
performs other functions assigned to the Management of the head of the Committee within the competence of the Management;
participates in the organization of seminars, meetings, as well as training, training and advanced training of specialists on issues within the competence of the Department;
analyzes the activities of subordinate organizations within the competence of the Department.

2. Task: implementation of intersectoral coordination of the activities of state bodies, individuals and legal entities in the field of technical regulation

Functions:

1) implements the state policy in the field of technical regulation in various sectors of the economy;

2) prepares information on the implementation of sectoral state programs on technical regulation issues within the competence of the Department.

3. Objective: to increase the competitiveness of domestic products

1) establishes the procedure for the development of state standardization plans;

2) participates in the establishment of the procedure for the establishment, operation, liquidation of technical committees on standardization and further interaction;

3) organizes and coordinates the work of the Unified State Fund of Normative Technical Documents;

4) participates in establishing the procedure for publishing and providing users with standards and normative documents on standardization, metrology, certification, accreditation, catalogs and indexes of standards and information about them;

5) develops and approves the rules for the application of reference normative documents on standardization;

6) defines the procedure for the development, consensus-building, approval, accounting, registration, designation, modification, cancellation, updating, storage, publication, distribution, compliance with the developer's copyright and the introduction of non-governmental standards;

7) organizes the maintenance of a depository of classifiers of technical and economic information;

organizes the evaluation of investment projects (implemented with state support) for the compliance of the final products with the requirements of the system of technical regulation and metrology;
develops and approves rules for attracting representatives of interested organizations to participate in meetings of technical committees for standardization, international and regional organizations for standardization;
organizes the approval of national standards of the Republic of Kazakhstan;
organizes the work of scientific and technical commissions on technical regulation and standardization;

4. Task: Coordination of interaction with the Eurasian Economic Commission

Functions:

participates in the development of the plan of technical regulations of the Customs Union( Eurasian Economic Union), coordinates its implementation;
organizes and monitors the implementation of plans for the implementation of technical regulations of the EAEU TR;
organizes and monitors the decisions taken and the fulfillment of obligations within the framework of the EAEU on issues of technical regulation, standardization, ensuring the uniformity of measurements, accreditation, conformity assessment and state control;

4) organizes the analysis and development of standards harmonized with technical regulations;

5) generates summary information on the consideration of draft decisions of the Eurasian Economic Commission, including amendments and additions to them;

6) organizes meetings and preparation of materials of the Advisory Committee on Technical Regulation, Application of Sanitary, Veterinary and Phytosanitary Measures under the Board of the Eurasian Economic Commission;

7) organizes meetings and preparation of materials of the Subcommittees on Technical Regulations and Standards and on Technical Regulation in Construction under the Advisory Committee on Technical Regulation, Application of Sanitary, Veterinary and Phytosanitary Measures;

8) organizes meetings and preparation of materials for meetings of the EEC Standardization Council;

9) organizes and conducts meetings with the participation of interested state bodies and organizations of the Republic of Kazakhstan to develop a negotiating position of Kazakhstan on technical regulation issues within the framework of the EAEU;

10) within the competence of the Department, organizes and ensures the participation of interested state bodies and organizations of the Republic of Kazakhstan in industry meetings, expert subgroups, working groups, including participation in them;

11) coordinates the work of subordinate enterprises on issues of interaction with the EAEU.

Task: other issues within the competence of the Department.

Functions:

prepares information, proposals, and references for the management of the Committee on issues within the competence of the Department;
participates in the organization of seminars, meetings, as well as training, training and professional development of specialists;
interacts with individuals and legal entities on issues within the competence of the Department;
advises and provides methodological assistance on issues within the competence of the Department.
participates in the development of draft legal acts and regulatory legal acts and the development of proposals for legislation on issues within the competence of the Department.

6. Rights and obligations:

In order to perform the assigned tasks and functions, the Department has the right, in agreement with the management of the Committee:

involve specialists of state bodies, Committee departments, subordinate organizations and business entities;
interact with central executive bodies, public organizations and other economic entities, as well as the mass media on issues within the competence of the Department;
within the competence of the Department to monitor the implementation of legal acts of individual application of the Committee;
request from the structural divisions of the Committee of subordinate organizations high-quality materials and documents necessary for the implementation of the functions assigned to the Department;
make suggestions to the management of the Committee on improving the work of the Department, improving the professional level of its employees;
represent the interests of the Committee in state bodies and institutions, as well as in other economic entities of all forms of ownership;
make suggestions for improving the legislation;

8) take part in conducting inspections in the territorial divisions of the Committee on issues within the competence of the Department;

9) participate in the organization of work on economic planning, justification of budget allocations within the competence of the Department;

10) represent the Committee in state bodies, public organizations, as well as international and regional organizations on issues within the competence of the Department;

11) exercise other rights necessary for the implementation of its tasks and functions, in accordance with legislative acts, acts of the President of the Republic of Kazakhstan and other legislative acts of the Republic of Kazakhstan.
