Main tasks, functions, rights and responsibilities of the Department

Task: implementation of the state policy in the field of conformity assessment in the Republic of Kazakhstan;

Functions:

participates in the formation of the state system of conformity assessment and accreditation;
develops and coordinates, within its competence, regulatory legal acts in the field of conformity assessment;
develops together with state bodies programs for the development of the state system in the field of conformity assessment and coordinates their implementation within the competence;
organizes the preparation of materials for meetings of the Eurasian Economic Union on conformity assessment issues;
organizes the work of the Scientific and Technical Commission for Conformity Assessment;
establishes the forms of the certificate of conformity, declaration of conformity and organizes their production;
develops rules for confirming compliance;
prepares information, proposals, references and other materials for the management of the Committee on issues within the competence of the Department;
considers appeals of state bodies and economic entities, individuals and legal entities in the supervised area;
participates in the organization of seminars, meetings, as well as training, training and advanced training of specialists on issues within the competence of the Department;
Coordinates the work of the Technical Secretariat to verify the correctness and validity of the registration of the vehicle type approval, chassis type approval is carried out for the purpose of approving and registering the vehicle type approval, chassis type approval;

Task: implementation of the state policy in the field of accreditation.

Functions:

1) organizes the preparation of materials of the Subcommittees under the Advisory Committee on Accreditation;

2) develops the rules for conducting a competition for the selection of an accreditation body and the qualification requirements for the accreditation body;

participates in the organization of the competition for the selection of the accreditation body;
Organizes the preparation of materials for meetings of the Accreditation Council of the Eurasian Economic Union and the Interstate Council on Accreditation;
Organizes the preparation of materials for meetings of the Accreditation Council of the Eurasian Economic Union and the Interstate Council on Accreditation and Conformity Assessment;
reviews draft agreements and memoranda with international, regional organizations and national bodies on conformity assessment and accreditation issues;
represents the Republic of Kazakhstan on behalf of and on behalf of the Committee in international and regional organizations for conformity assessment and accreditation;
within the competence of the Department, organizes and ensures the participation of interested state bodies and organizations of the Republic of Kazakhstan in industry meetings, expert subgroups, working groups, including participates in them;
performs other functions assigned to the Management of the head of the Committee within the competence of the Management.

Task: other issues within the competence of the Department.

Functions:

prepares information, proposals, and references for the management of the Committee on issues within the competence of the Department;
participates in the organization of seminars, meetings, as well as training, training and professional development of specialists;
interacts with individuals and legal entities on issues within the competence of the Department;
advises and provides methodological assistance on issues within the competence of the Department.
participates in the development of draft legal acts and regulatory legal acts and the development of proposals for legislation on issues within the competence of the Department.

Rights and obligations:

In order to perform the assigned tasks and functions, the Management has the right, in agreement with the management of the Committee:

involve specialists of state bodies, Committee departments, subordinate organizations and economic entities;
interact with central executive bodies, public organizations and other economic entities, as well as the mass media on issues within the competence of the Department;
within the competence of the Department to monitor the implementation of legal acts of individual application of the Committee;
request from the structural divisions of the Committee of subordinate organizations high-quality materials and documents necessary for the implementation of the functions assigned to the Department;
make suggestions to the management of the Committee on improving the work of the Department, improving the professional level of its employees;
represent the interests of the Committee in state bodies and institutions, as well as in other economic entities of all forms of ownership;
make suggestions for improving the legislation;

8) take part in conducting inspections in the territorial divisions of the Committee on issues within the competence of the Department;

9) participate in the organization of work on economic planning, justification of budget allocations within the competence of the Department;

10) represent the Committee in state bodies, public organizations, as well as international and regional organizations on issues within the competence of the Department;

11) exercise other rights necessary for the implementation of its tasks and functions, in accordance with legislative acts, acts of the President of the Republic of Kazakhstan and other legislative acts of the Republic of Kazakhstan.
