Main tasks, functions, rights and responsibilities of the Department
Task: to form a report and monitor the implementation of the Strategic Plan of the Ministry and other strategic program documents.
Functions:
participation in the development of the program documents approved by the Government of the Republic of Kazakhstan;
sends proposals to change and supplement the activities laid down in the Strategic Plan of the Ministry and State Programs within the competence of the Department;
preparation and formation of information on the implementation of state and government programs, strategic plans and comprehensive plans in the field of technical regulation, conformity assessment, ensuring the uniformity of measurements and accreditation.
Task: coordination and monitoring of implementation of the plan Committee, meetings, Minister, Executive Secretary of the Ministry and the Committee.
Functions:
forms the Committee's Work Plan and monitors its implementation;
monitors the implementation of the Plan of the Committee, the staff meetings of the Minister, the Executive Secretary of the Ministry;
submits reports on the implementation of the Plan of the Committee, the staff meetings of the Minister, the Executive Secretary of the Ministry.
3. Objective: implementation of international cooperation in the field of technical regulation and metrology.
Functions:
1) develop the Committee's international cooperation plan and monitor its implementation;
2) develops and reviews draft agreements and memoranda
with international organizations on technical regulation and metrology;
3) coordinates the activities of the structural divisions, territorial departments, and subordinate enterprises of the Committee for the implementation and development of the bilateral and multilateral international legal framework of the Committee;
4) prepares the Committee's management's trip abroad and submits a report to the Ministry of Foreign Affairs of the Republic of Kazakhstan;
5) forms proposals for foreign business trips within the budget programs of the Ministry of Foreign Affairs of the Republic of Kazakhstan 005 "Foreign business trips" and for holding international events under the program 006 "Representative expenses" and monitors their implementation;
6) coordinate and distribute funds of the Program Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan 005 "Foreign business trips" and 006 " Representative expenses»;
7) conducts an inventory and analysis of the effectiveness of the adopted international agreements in the field of technical regulation and metrology, makes proposals for their revision, updating, cancellation, and also monitors and controls their implementation;
8) coordinates the work of structural divisions, territorial departments, subordinate enterprises of the Committee on Monitoring and International Cooperation within the competence of the Department, with the exception of other purely sectoral issues;
9) provides representation of the Republic of Kazakhstan in international organizations on issues of technical regulation and metrology;
10) participates in the work of international organizations and their technical commissions and committees on issues within
the competence of the Office;
11) provide protocol support for the Committee's events, including organizing receptions for foreign representatives and delegations, signing protocols, agreements and other documents on international cooperation by the Committee's management;
12) engage with the consent of the management specialists of state bodies, Offices, territorial departments, lower organizations of the Committee and business entities to develop projects of normative legal acts of the Republic of Kazakhstan and documents of the Committee for the implementation of measures for international cooperation of the Republic of Kazakhstan in part of technical regulation and Metrology;
13) develops normative legal acts on international cooperation in the field of technical regulation and metrology.
Task: implementation of export promotion measures in terms of technical regulation and metrology.
Functions:
1) develops regulatory legal acts in the field of export promotion in terms of technical regulation and metrology;
2) coordinates the activities of state bodies and organizations on export promotion in terms of technical regulation and metrology within the competence of the Department;
3) coordinates the work of structural divisions, territorial departments, subordinate enterprises of the Committee on Export Support within the competence of the Department;
4) promotes the development and promotion of exports of goods and services in the Republic of Kazakhstan in terms of technical regulation and metrology and within the competence of the Management;
5) on behalf of the management, represent the Committee in state bodies when considering export support issues within the competence of the Committee, as well as participate in meetings, meetings, seminars, conferences held by state bodies, international and other organizations;
6) makes proposals for export support in terms of technical regulation and metrology and within the competence of the Management;
7) develops regulatory legal acts on export promotion in terms of technical regulation and metrology.
Task: monitoring and analysis of the current situation of export development and promotion in the field of technical regulation and metrology.
Functions:
1) monitors and analyzes the export activities of the Republic of Kazakhstan in terms of technical regulation and metrology and within the competence of the Department;
2) considers the applications of individuals and legal entities for the development of exports in terms of technical regulation and metrology and within the competence of the Management;
3) monitors the implementation of state programs for the development and promotion of exports in terms of technical regulation and metrology within the competence of the Department.
Task: other issues within the competence of the Department.
Functions:
prepares information, proposals, and references for the management of the Committee on issues within the competence of the Department;
participates in the organization of seminars, meetings, as well as training, training and professional development of specialists;
interacts with individuals and legal entities on issues within the competence of the Department;
advises and provides methodological assistance on issues within the competence of the Department.
participates in the development of draft legal acts and regulatory legal acts and the development of proposals for legislation on issues within the competence of the Department.
Rights and obligations:
To perform the assigned tasks and functions, the Department has the right to:
1) to request and obtain the consent of the management of departments, territorial departments, lower organizations Committee, state bodies, public organizations and economic entities in accordance with legislation necessary for the exercise of its Control functions high-quality information and materials;
2) to request and obtain qualitative information on the issues of international cooperation and export support in terms of technical regulation and Metrology, including reports and records and other information with the findings and recommendations of international events and foreign trips necessary to carry out Management tasks from departments, territorial departments, lower organizations of the Committee;
3) engage with the consent of the management specialists of state bodies, offices, territorial departments, lower organizations of the Committee and business entities to develop projects of normative legal acts of the Republic of Kazakhstan and documents of the Committee and also for implementation of international cooperation and export support of the Republic of Kazakhstan in part of technical regulation and Metrology;
4) on behalf of the management to represent the Committee in international organizations on issues of international cooperation and export promotion within the competence of the Management;
5) refuse to approve draft regulatory legal acts and other documents on international cooperation and export support in terms of technical regulation and metrology, in case of their poor-quality elaboration and / or non-compliance with the current legislation of the Republic of Kazakhstan;
6) inform the Committee's management about the facts of late and poor-quality elaboration of positions and information by the departments, territorial departments, subordinate organizations of the Committee within the framework of international cooperation and export support in terms of technical regulation and metrology;
7) make proposals to the management of the Committee on improving the work of the Department, improving the professional level of its employees;
8) to hold meetings, seminars, conferences, round tables, competitions and other events on issues within the competence of the Department;
9) attract students of higher educational institutions in accordance with the procedure established by the legislation of the Republic of Kazakhstan for practical training in Management;
10) participate in the organization of work on economic planning, justification of budget allocations within the competence of the Department;
11) exercise other rights in accordance with the competence of the Department and the legislation of the Republic of Kazakhstan.
