Digitalization of industries supervised by the Ministry

The Head of Government set the task of digital transformation of industries at an expanded meeting of the Government of the Republic of Kazakhstan on February 7, 2024.

In order to ensure the "seamless nature" of interaction between citizens, business and the government, work has been underway since 2020 to reengineer the business processes of government agencies, with the transition from the architecture of a government agency to a single architecture of "electronic government" based on domains (spheres, industries).

Today, the Ministry of Industry and Construction of the Republic of Kazakhstan is implementing a number of projects aimed at the digital transformation of supervised areas of public administration.

In accordance with Article 16 of the Law of the Republic of Kazakhstan dated December 27, 2021 "On Industrial Policy", a project is being implemented to create a National Information System for Industry of the Republic of Kazakhstan (hereinafter – NISI).

An important aspect in the creation of the NISI is the focus on reducing administrative barriers and corruption risks. The NISI will include various programs and initiatives to stimulate industry, providing enterprises with the necessary assistance for their growth and development. Comprehensive analytics and forecasting will help government agencies to form an assessment of the state and forecast of the industry's development. Enterprises will be able to receive information about the government support measures provided, which will allow them to effectively plan their development.

For the digital transformation of the field of geology and subsurface use, a project is being implemented on a Unified Subsurface Use Platform (hereinafter – USP), within which business processes and public services are digitized.

The USP is aimed at providing an effective, transparent mechanism for information interaction between government agencies and the business community of the Republic of Kazakhstan in the areas of subsurface use of solid minerals, state geological exploration, reproduction of the mineral resource base, rational and integrated use of subsurface resources, as well as attracting investments using available data.

The construction industry has developed a targeted IT architecture of information systems designed to ensure the digitization and integrity of processes within the cycles of urban planning, design, construction and commissioning, operation and disposal.

For example, within the framework of the Automated Information System of the State Urban Planning Cadastre, it is provided for the provision of public services, the provision of source materials for the development of construction and reconstruction projects (redevelopment and re-equipment), the approval of a draft design and the issuance of technical specifications. This will increase the transparency of the process of issuing technical specifications, when issuing them by subjects of natural monopolies, the system (based on the available data in the system) will take into account the location of the necessary connection points and their available capacities.

Also, as part of the implementation of digital projects, national registers will be formed in the relevant areas, which in the future will allow making decisions based on data.
