During the years of independence, Kazakhstan has created a favorable investment climate, including due to political and macroeconomic stability, state support for entrepreneurship. In our country, the development of the geological and mining industries is important and a priority.
The industry occupies a leading position in the main types of minerals in the world, is represented in the world market of copper, uranium, titanium, ferroalloys and polymetals and has a significant impact on the regional markets of iron, coal and aluminum.
The ongoing reforms are aimed at improving the competitiveness, technological and professional level of the subsurface use sector, creating comfortable conditions for investors, creating jobs and improving social welfare.
An important initiative was the adoption in December 2017 of the Code of the Republic of Kazakhstan "On Subsoil and Subsurface Use", which introduced the best international practices in ensuring transparent and understandable methods of state regulation of the industry, access to geological information, and harmonization of national standards with international ones.
For the first time, a license regime for granting subsurface use rights based on the "First Application" principle has been introduced, while subsurface use contracts received before the Code came into force have been preserved, with the possibility of further transition to licenses. There are clear and exhaustive requirements for obtaining licenses, validity periods, procedure for conducting subsurface use operations, reporting and obligations of the subsurface user.
The transition to the international system of standards for reporting on mineral reserves of the CRIRSCO family (kazrc) is also provided, mechanisms for stimulating the creation of new, expansion or modernization of existing production facilities for processing solid minerals are provided. International best practices are being introduced to ensure environmental safety during subsurface use operations, etc.
In order to clarify the provisions of the Code of the Republic of Kazakhstan dated 27.12.2017 "On Subsoil and Subsurface use", procedures for obtaining licenses for exploration of solid minerals and other issues in the subsurface use industry, the Department of Subsurface Use holds an ONLINE reception of citizens every Friday at 16:00, where each person can get advice on issues of interest to him.
The reception of citizens is carried out by using the Skype application at the following link: https://join.skype.com/p11tY1r2UYuF.
