Mission, objectives and functions of the Ministry of defence

The Ministry of defence of the Republic of Kazakhstan is the Central Executive body implementing the state policy in the field of defense, military-political and military-economic control of the Armed Forces of the Republic of Kazakhstan and the authorized body in the sphere of civil aviation.
The Ministry of defense of the Republic of Kazakhstan has a peacetime Department - the General staff of the Armed Forces of the Republic of Kazakhstan.
The Ministry of defense of the Republic of Kazakhstan carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
The Ministry of defense of the Republic of Kazakhstan is a legal entity in the organizational and legal form of a state institution, has seals and stamps with its name in the state language, forms of the established sample, as well as in accordance with the legislation of the Republic of Kazakhstan accounts in the Treasury bodies.
The Ministry of defense of the Republic of Kazakhstan enters into civil law relations on its own behalf.
The Ministry of defense of the Republic of Kazakhstan has the right to act as a party to civil law relations on behalf of the state, if it is authorized to do so in accordance with the legislation.
The Ministry of defence of the Republic of Kazakhstan on issues of its competence in accordance with legislation makes decisions, issued orders and directives of the Minister of defence of the Republic of Kazakhstan and other acts, stipulated by the legislation of the Republic of Kazakhstan.

Mission:

The mission of the Ministry of defense of the Republic of Kazakhstan is to ensure the defense capability and military security of the Republic of Kazakhstan.

Tasks:

implementation of the state policy in the field of defense, as well as the implementation of a unified military-technical policy in the state;
implementation of military-political and military-economic management of the Armed Forces;
ensuring combat readiness and combat capability of the Armed Forces to repel aggression, armed protection of the territorial integrity and sovereignty of the Republic of Kazakhstan, protection and defense of state and military facilities, protection of air space, as well as performance of tasks in accordance with international treaties ratified by the Republic of Kazakhstan.

Functions:

1) implements state policy in the field of defense;
2) develops Military doctrine, the concept of construction and development of the Armed Forces, other troops and military formations, as well as concepts on military security and defense;

6) determines the operational purpose and tasks of the types of Armed Forces, military branches and special forces, their use in interaction with other troops and military formations, as well as the armed forces of foreign States in accordance with international treaties ratified by the Republic of Kazakhstan;
7) manages defense research, research, development and other activities in the field of military security and defense, organizes quality control; 7-1) organizes and coordinates scientific support for defense, including defense research;
8) carry out inspections of troops and control over the expenditure of financial resources in the Armed Forces;
9) develops and approves normative legal acts regulating the admission, organization of the educational process in departmental military educational institutions;
9-1) defines the procedure for financing defense research;
10) exercise control over the activities and quality of educational work of departmental military educational institutions and other educational organizations engaged in military training;
11) coordinates the preparation of pre-conscription and conscription youth for military service;
11-1) implements the state youth policy;
11-2) takes measures for military-Patriotic education of young people;
11-3) carries out interaction and cooperation with youth organizations on issues of defense and military service;
11-4) develops rules of preparation for a peacekeeping operation, as well as organizes their implementation;
11-5) develop and approve a plan for preparing for a peacekeeping operation;
11-6) participates in the organization of mobilization training of the economy, state bodies and organizations, regardless of ownership forms;
11-7) determines the procedure for registration of personal military registration documents, their issuance, registration, storage and destruction, as well as organizes the production of forms of personal military registration documents;
12) participates in the development and implementation of state programs for the development of the defense industry;
13) carries out international military and military-technical cooperation;
14) participates in ensuring the security of air, water and ground space during the anti-terrorist operation;
15) supports and ensures the defense capability of the state, the constant combat and mobilization readiness of the Armed Forces that carry out foreign intelligence, counteraction to terrorism and extremism within its competence, as well as interdepartmental coordination of activities to ensure military security;
15-1) defines the procedure for gratuitous temporary transfer of buildings, premises of canteens, bath and Laundry plants and military property located in them for property hire (lease) by the heads of Republican state institutions of the Armed Forces of the Republic of Kazakhstan to individuals and legal entities that fulfill contractual obligations for catering and bath and Laundry services;
16) monitors compliance with law and order in the Armed Forces and provides social and legal guarantees to military personnel, their family members and civilian personnel;
17) adopt, within its competence, normative legal acts on military service, defense and Armed Forces of the Republic of Kazakhstan and monitor their implementation;
18) ensure the participation of the Armed Forces of the Republic of Kazakhstan in the protection and defense of the State border of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan;
19) assist in the training of military personnel undergoing military service under contract in educational institutions;
20) coordinate the allocation and use of radio spectrum in the range of sharing for radio-electronic means of civil appointment, and also provides the regulation of radiofrequency spectrum and related radio electronic equipment in order to ensure the needs of defence and state security;
21) organizes public procurement for the needs of the Armed Forces of the Republic of Kazakhstan;
22) organizes the protection of state secrets and information security in the Armed Forces of the Republic of Kazakhstan;
22-1) monitors the information space in the field of military security and counteracting the sources of its threats within its competence; 23) participates in the organization of civil defense;
24) provides guidance in the use of the air space of the Republic of Kazakhstan and the activities of state aviation;
30) monitors the quality of implementation of the state defense order placed by the Armed Forces of the Republic of Kazakhstan at performing enterprises, regardless of ownership at all stages of production;
30-1) assigns conventional names to military units of the Armed Forces of the Republic of Kazakhstan and organizations, civil defense management bodies of the authorized body in the field of civil protection, national security bodies, authorized body in the field of foreign intelligence, military units of the state security Service of the Republic of Kazakhstan on the proposal of the head of the authorized state body;
31) participates in the prevention of emergency situations caused by provocative actions on the part of other States with the purpose of imposing an armed conflict, violations of the territorial integrity of the Republic of Kazakhstan;
32) organizes material and technical support of the Armed Forces of the Republic of Kazakhstan;
32-1) organizes military-historical and cultural work in the Armed Forces of the Republic of Kazakhstan;
33) coordinates the activities of Central and local Executive bodies on territorial defense issues within its competence;
33-1) develops and approves regulations on territorial troops, normative legal acts on territorial defense issues, in cooperation with local Executive bodies manages territorial troops, determines the procedure and terms for submission of information on territorial defense issues by Central and local Executive bodies;
34) ensures the implementation of the unified state personnel policy in the Armed Forces of the Republic of Kazakhstan;
34-1) develops and approves the concept of personnel policy of the Armed Forces of the Republic of Kazakhstan, arranges personnel placement and assignment of military ranks within its competence, submits proposals for appointment to positions and assignment of military ranks to the President of the Republic of Kazakhstan according to the list of positions;
35) disposes of unused military property in accordance with the procedure for transfer, sale, liquidation through destruction, disposal, burial of unused military property, as well as providing for property hire (lease) of defense facilities;
36) conclude international agreements of the Republic of Kazakhstan within its competence;
36-1) interacts with Central and local Executive bodies on compliance with international arms control treaties and monitors the implementation of these treaties by other States parties;
38) implements programs in the field of military medicine;
39) exercise other powers provided for by the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

Functions of the Agency:
1) carries out operational and strategic planning, application and management of combat and daily activities of the Armed Forces, determines their combat composition;
2) develop a plan for the construction and development of the Armed Forces, other troops and military formations, the defense plan of the Republic of Kazakhstan and directives of the Supreme commander-in-Chief of the Armed Forces of the Republic of Kazakhstan;
2-1) adopt regulatory legal orders on issues within the competence of the Department, if there is a direct competence to approve them in the orders of the Minister of defense of the Republic of Kazakhstan, with the exception of regulatory legal acts affecting human and civil rights and freedoms;
3) carries out planning, preparation and mobilization deployment of troops;
4) coordinates the development of construction plans, development of other troops and military formations, and controls their implementation;
5) develops with the participation of state bodies a plan for the use of the Armed Forces, participates in the development of the mobilization plan of the Armed Forces;
6) organizes and conducts measures to maintain the combat and mobilization readiness of the Armed Forces;
7) provides protection and protection of the air space of the Republic of Kazakhstan;
8) organize and carry out interaction of the Armed Forces with other troops and military formations in the field of defense organization;
9) develop a plan for operational equipment of the territory of the Republic of Kazakhstan in the interests of defense, rules for the use of the Armed Forces, as well as rules for operational equipment of the territory of the Republic of Kazakhstan;
11) coordinates the development of territorial defense plans, actions of forces and means involved in the implementation of territorial defense tasks;
12) organizes and conducts recruitment of the Armed Forces by conscripts, under contract, and the reception of civilian personnel;
13) participates in the development of a plan for the operational use and interaction of the Armed Forces, other troops and military formations with the armed forces of foreign States in accordance with international treaties ratified by the Republic of Kazakhstan;
14) develop Rules for establishing prohibited zones and prohibited areas;
15) carries out placement of personnel and assignment of military ranks, submitting proposals for appointment to positions and assignment of military ranks according to the nomenclature to the Minister of defense for consideration;
16) organizes current and long-term planning of providing the Armed Forces with the necessary types of weapons, military equipment, ammunition and other material means, their operation, safety, accounting, decommissioning and disposal, as well as planning for the accumulation and placement in peacetime of stocks of these means for the mobilization deployment of troops;
16-1) organizes the introduction of automated control systems for military purposes in the Armed Forces;
17) develops proposals for the development of military science;
18) organizes work on the moral, psychological and ideological support of the troops in order to form high combat and moral qualities of the personnel;
19) carries out measures to ensure environmental safety and environmental protection in connection with the activities of the troops;
20) notifies the authorized body in the field of natural and man-made emergencies, and through local military authorities-regional and city emergency departments of the introduction of the appropriate degree of combat readiness, as well as the announcement of mobilization;
21) organizes and conducts military training in the Armed Forces of the Republic of Kazakhstan;
22) interacts with the authorized body in the field of natural and man-made emergencies when solving tasks to protect the population and territories from the consequences of the use of modern means of destruction, as well as to prevent and eliminate the consequences of natural and man-made emergencies;
23) organize encrypted, coded, and classified communications in the Armed Forces, protect state secrets, and ensure information security;
24) exercise control in the field of state aviation activities;
25) supervises the safety of aircraft operations in state aviation;
26) performs other functions in the field of planning the use and management of the Armed Forces, their interaction with other troops and military formations in accordance with the legislation of the Republic of Kazakhstan.
