On the creation of an "Information system for the traceability of fish and fish products"

The Committee of Fisheries of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan is working on the issue of creating an information system for traceability of fish and fish products through a service model of informatization.

According to the Conclusion of the ICRIAP (letter No. 01-3-5-17/28662 dated 05.11.2020), the expediency of automation by the media is confirmed, but there is no NPA regulating the process of monitoring fish and other aquatic animals using the information system creation of the service "Monitoring fish and other aquatic animals".

In this regard, appropriate changes have been made to the Rules for Monitoring Fish and Other Aquatic Animals (MAGPR Order No. 25 of January 29, 2020).

In addition, according to the Rules for the implementation of the service model of informatization (hereinafter referred to as the Rules), a Service Integrator (JSC NIKH Zerde) has developed a ZNP (task for the design of the system) to create an information system based on the service model.

On November 17, 2021, the Tender Commission, in accordance with the established procedure, determined the supplier who started developing the information system. According to the Rules, the time limit for the development of an information system is 3 months.

The launch of this system is planned in 2022.

For reference: In the State Program "Digital Kazakhstan", it is indicated that uncontrolled illegal fishing and shadow turnover of fish products can lead to a reduction in the number of fish resources and a shortage of food products, which makes it necessary to identify and suppress the shadow turnover of fish.

Thus, the Law of the Republic of Kazakhstan dated October 28, 2019 "On Amendments and additions to some Legislative acts of the Republic of Kazakhstan on the regulation of the agro-industrial complex" amended the Law "On the Protection, Reproduction and Use of wildlife", regarding the provision of the concept of state monitoring of fish and other aquatic animals and the competence of the authorized body (MAGPR) to develop and approve the Rules for monitoring fish and other aquatic animals.

The rules for monitoring fish and other aquatic animals were approved by MAGPR Order No. 25 dated January 29, 2020.

In accordance with Article 7 of the Law of the Republic of Kazakhstan "On the Protection, Reproduction and Use of Wildlife", the state monitoring of fish and Other aquatic animals is a system capable of collecting and timely processing information about harvested, purchased, artificially grown fish or other aquatic animals, wholesale and retail sale of fish and other aquatic animals, export and import in order to timely identify and prevent the sale of fish and other aquatic animals of illegal origin.

The automated system of traceable fish and fish products will provide for the integration of the systems of interested government agencies involved in the formation and issuance of documents confirming the legality of the origin of fish and fish products.

For example, the system will be able to interact with the following systems:

- EASU (Unified automated management system of the agro-industrial complex "E-Agriculture" subsystem "Veterinary safety") for the two-way exchange of information on harvested, purchased, artificially grown fish, wholesale and retail sale of fish, export and import, issued certificates of origin of fish catch, veterinary certificates and certificates, as well as transfer, receive and exchange this information in the systems of veterinary authorities for the accounting of fish and fish products in order to timely identify by the authorized body and prevent the sale of fish and other aquatic animals of illegal origin;

- information systems of customs authorities in terms of crossing the border of fish volumes and fish products;

- with the portal of "electronic government" and the gateway of electronic government, which will allow you to submit applications through your personal account and receive a ready-made permit for the seizure of fish resources and other aquatic animals using the available data in the system
