Monitoring of Mobile Money Transfers

Criteria for Monitoring Mobile Money Transfers

Receipt by a single individual, during each of three consecutive calendar months, of transfers from 100 or more different people into a bank account (or accounts) provided that the total amount of funds received during the specified period exceeds 12 minimum wage (hereinafter referred to as the criterion).

For reference: The minimum wage in 2026 is KZT 85,000; 12  minimum wage = KZT  1,020,000.

These criteria were approved by Order No. 698 of the Minister of Finance of the Republic of Kazakhstan dated November 12, 2025.

For reference: Second-tier banks provide only the recipient’s IIN and the total amount received for the period (tenge).

Submission of Information by Second-Tier Banks

Second-tier banks submit information to the tax authorities on a quarterly basis by the 15th day of the month following the reporting period, provided that all of the above criteria are met.

Actions Taken by the Tax Authority Upon Receipt of Information

Upon receiving information from second-tier banks, the state revenue authorities take action in two stages.

Stage One – Informing the  taxpayer.

In accordance with Article 93 of the Tax Code of the Republic of Kazakhstan, tax authorities notify the taxpayer of the presence of indications of income receipt.

For this purpose, a notice is sent to the taxpayer; this notice is for informational purposes only and does not require a response.

Stage Two  – Control Measures.

Subsequently, where grounds exist, the state revenue authorities conduct desk audits in accordance with the procedures established by the Tax Code of the Republic of Kazakhstan.

Based on the results of the desk audit, where discrepancies are identified, a notification is sent to the taxpayer in accordance with Article 137 of the Tax Code of the Republic of Kazakhstan.

The taxpayer must comply with the notification within 30 working days from the day following the date of its delivery.

For reference, compliance with the notification shall mean:

- submission of tax reporting, where the taxpayer agrees with the identified discrepancies;

- submission of explanations, where the taxpayer disagrees with the identified discrepancies.

Suspension of Debit Transactions

A individual’s compliance with the established Criterion shall not constitute an independent ground for the suspension of debit transactions on bank accounts.

Suspension of debit transactions is permitted only in cases of non-compliance with a notification issued following the results of a desk audit, and solely in accordance with the procedures and grounds established by the Tax Code of the Republic of Kazakhstan.
