Бейсенбекұлы Абзал окончил Таразский государственный университет им. М.Х.Дулати, Университет Ноттингема (выпускник программы «Болашақ»), Таразский инновационно-гуманитарный университет.

Recipient of the "Bolashaq" international scholarship; member of the 2009 Presidential Youth Personnel Reserve.

Began his career in 2007 at the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan.

From 2008 to 2010, he worked as an expert in the Education and Science Development Division of the Social Sphere Development Department at the Ministry of Economy and Budget Planning.

From 2010 to 2011, he worked in the Department of Planning, Execution Analysis, and Evaluation of Social Sphere Budget Programs at the Ministry of Finance of the Republic of Kazakhstan.

From 2011 to 2019, he served as an expert, consultant, inspector, sector head, and deputy head of the Socio-Economic Monitoring Department of the Administration of the President of the Republic of Kazakhstan.

From April 2019 to March 2021, he held leadership positions in the private and quasi-public sectors.
