Citizenship, immigration and emigration

Functions:

• develops normative legal acts on the issues of: registration and registration of foreigners and stateless persons; registration of documents for travel outside the Republic of Kazakhstan for permanent residence; registration of documents for permanent residence in the Republic of Kazakhstan of foreigners and stateless persons; leaving the country for permanent residence- организует и осуществляет сотрудничество с уполномоченными органами иностранных государств и международными организациями по вопросам входящим в его компетенцию;
• ensures the implementation of state policy in the field of citizenship, migration and refugees;
• carries out the reception of citizens, timely and full consideration of oral and written statements, appeals and proposals of citizens, officials, makes decisions on them;
• carries out registration and registration of foreigners and stateless persons;
• maintains personal records of foreigners permanently residing in the Republic of Kazakhstan;
• considers materials on applications of persons permanently residing in the Republic of Kazakhstan, on issues of citizenship of the Republic of Kazakhstan and, together with the necessary documents, sends them for consideration by the President of the Republic of Kazakhstan;
• organizes the work of the territorial divisions of the internal affairs bodies on the following issues: proceedings on administrative offenses for violations of migration legislation; issuance to foreigners and stateless persons of a temporary residence permit in the Republic of Kazakhstan; making decisions on issuing permits for citizens of the Republic of Kazakhstan to leave the Republic of Kazakhstan for permanent residence or refusing to grant such a permit; registration and issuance of permanently resident in the Republic of Kazakhstan to foreigners and stateless persons residence permits and stateless person certificates; issuance of permits for permanent residence in the Republic of Kazakhstan to foreigners and stateless persons; registration of loss of citizenship of the Republic of Kazakhstan by persons permanently residing in the territory of the Republic of Kazakhstan; registration of citizenship of the Republic of Kazakhstan in a simplified (registration) order; determining the affiliation (non-affiliation) to the citizenship of the Republic of Kazakhstan of persons permanently residing in the territory of the Republic of Kazakhstan.
