External migration

Functions:

• develops normative legal acts on the issues of: countering illegal migration; registration and consideration of refugee status applications; approval of samples of refugee certificate and travel document, certificate of asylum seeker and issue them;
• develops measures aimed at countering illegal migration in accordance with the legislation of the Republic of Kazakhstan;
• upon the recommendation of the Border Service of the National Security Committee of the Republic of Kazakhstan, restricts or prohibits access of citizens of the Republic of Kazakhstan, foreigners and stateless persons to certain sections of the terrain or objects located in the border zone (strip) during emergency situations of natural and man-made nature, border search violators of the border, repulsing an armed invasion or mass transitions of citizens of a neighboring state to the territory of the Republic of Kazakhstan;
• provides assistance, within its competence, to a recognized refugee in obtaining information about relatives living in the country of origin;
• create a commission on the procedure for the appropriation, extension, deprivation and termination of refugee status, and also develops and approves its position;
• ensure the rights of asylum seekers and refugees;
• carries out the reception of citizens, timely and full consideration of oral and written statements, appeals and proposals of citizens, officials, makes decisions on them;
• organizes and carries out cooperation with authorized bodies of foreign states and international organizations on issues within its competence;
• compiles and monthly sends to the national security bodies lists of asylum seekers and refugees;
• organizes the work of the territorial divisions of the internal affairs bodies on the following issues: proceedings on administrative offenses for violations of migration legislation; reducing the length of stay of immigrants in the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan; issuance of visas for departure from the Republic of Kazakhstan, departure and entry into the Republic of Kazakhstan for immigrants located on the territory of the Republic of Kazakhstan; issuance to foreigners and stateless persons of a temporary residence permit in the Republic of Kazakhstan; appropriation, extension, deprivation and termination of refugee status.
