The certificate of return (validity of 1 year) is issued by foreign missions of the Republic of Kazakhstan to the following categories of individuals:
1) citizens of the Republic of Kazakhstan - in cases of their loss of a passport of a citizen of the Republic of Kazakhstan, service or diplomatic passport of the Republic of Kazakhstan, or their expiration during their stay outside of the Republic of Kazakhstan;
2) minor citizens of the Republic of Kazakhstan - in case of their birth outside of the Republic of Kazakhstan;
3) stateless persons permanently residing in the Republic of Kazakhstan - in case of their loss of the certificate of a stateless person during their stay outside of the Republic of Kazakhstan;
4) to persons recognized as refugees in the Republic of Kazakhstan - in case of loss of a travel document during their stay outside of the Republic of Kazakhstan;
5) citizens of the Republic of Kazakhstan and stateless persons permanently residing in the Republic of Kazakhstan who have invalid documents for entry into the Republic of Kazakhstan - in cases of their expulsion or extradition to the Republic of Kazakhstan.
In order to receive public service of issuing a Certificate of return to the Republic of Kazakhstan, the persons indicated above, or their legal representatives providing documents confirming their authority to represent the above individuals, submit the following documents to the Embassy of the Republic of Kazakhstan to Canada in Ottawa:
1) application (or a petition of the competent authority of a foreign state in cases of expulsion or extradition to the Republic of Kazakhstan of a citizen of the Republic of Kazakhstan or a stateless person permanently residing in the Republic of Kazakhstan);
2) a document (police certificate) issued by the competent authority of a foreign state, confirming the fact of filing an application for the loss of an identity document (for verification);
3) two color photographs measuring 3.5 centimeters x 4.5 centimeters each;
4) consular fee - money order in the amount of 10 US dollars paid to the order of Embassy of Kazakhstan;
5) the original of one of the applicant’s identity documents, and in the event of its absence - a completed application form.
The terms for the provision of public service of issuing a Certificate of return to the Republic of Kazakhstan:
- 2 (two) business days - in the presence of the original of one of the applicant’s identity documents.
- 10 (ten) business days - in the absence of the original of one of the applicant’s identity documents.
Note: Upon arrival in the Republic of Kazakhstan, the Certificate of return is handed over to the internal affairs entities of the Republic of Kazakhstan at the place of its holder’s permanent residence.
