The maslikhat forms permanent commissions for its term of office. Their number should not exceed seven. If necessary, the Council may form a new, abolish and reorganize the standing committees.
2. The list and the membership of the standing committees are defined by the maslikhat. The chairmen and members of the standing committees are elected by the corresponding maslikhat from among its deputies.
3. Standing committees are responsible to the maslikhat that elected them and report on their activities at least once a year.
