The powers of a deputy of the maslikhat begin from the moment of his registration as a deputy of the maslikhat by the relevant territorial election commission and terminate from the moment of termination of the powers of the maslikhat.
The deputy of the maslikhat expresses the will of the population of the respective territories or the district from which he was elected.
Every deputy of the maslikhat is guaranteed protection of his rights, honor and dignity. A deputy of the maslikhat has the right to freely visit state bodies, public associations and state organizations located on the territory of the relevant maslikhat on issues of deputy activity, with the exception of organizations whose activities are related to state secrets.
Heads and other officials of state bodies, public associations and state organizations are obliged to receive deputies of the maslikhat without delay and provide them with the necessary assistance in the exercise of their powers.
