The main organizational and legal form of activity of representative bodies is Sessions where issues referred to its consideration by legislative acts are resolved. In accordance with Article 8 of the law" on local public administration in the Republic of Kazakhstan", the maslikhat exercises its powers at Sessions through standing committees and other bodies, the chairman of the session of the maslikhat, deputies and Secretary of the maslikhat.
A session of the maslikhat is valid if it is attended by at least two-thirds of the number of deputies elected to the maslikhat. The work of the maslikhat is carried out in a public manner and is open in nature. The first session shall be convened no later than thirty days from the date of registration of Deputies in the presence of at least three-quarters of the number of deputies determined by the chairman of the relevant territorial election commission for this maslikhat.
At the sessions, Deputies of the maslikhat elect and dismiss the chairman of the session of the maslikhat, the secretary of the maslikhat and hear their reports; form standing committees and other bodies of the maslikhat, elect and dismiss their chairmen, hear a report on their work; determine the expenses for ensuring the activities of the maslikhat, approve the acts of the Audit Commission; approve the structure of the maslikhat apparatus and maintain and material and technical support within the limits of the number of people and funds established by law.
At the sessions, the regulations of the maslikhat are approved; requests of Deputies are considered and decisions are made on them; and other decisions are made on the organization of its work.
Regular sessions of the maslikhat are convened at least four times a year. The secretary of the maslikhat notifies deputies, the population and the mayor of the city at least ten days before the session about the time and place of convocation of the session, about the issues to be submitted for its consideration. The procedure for holding sessions of the maslikhat, meetings of its bodies, making and considering issues to them, formation and election of bodies of the maslikhat, hearing reports on their activities, consideration of requests of Deputies, as well as the procedure for voting, Organization of the work of the apparatus and other procedural and organizational issues — is determined by the regulations of the maslikhat, approved at the session of the maslikhat, and in case of convocation of an extraordinary session, not less than three days in advance.
