THE RESULTS OF 2024 HAVE BEEN SUMMED UP.
A meeting of the Public Council of the Mendykarinsky district was held under the chairmanship of V.F. Kozhukhovskaya, Chairman of the Public Council. Members of the Public Council heard reports from Akim of Mendykara district G. M. Bekbaev, Chairman of Mendykara district maslikhat K. R. Rakhmetkaliev and Chairman of the Public Council "On the results of work for 2024".
Akim of the district G. M. Bekbayev spoke about the work that was carried out in the district during the past year, about the results achieved, in particular, in 2024, "Investments in fixed assets of 12.8 billion tenge or 105.7% were attracted, including private investments of 9.5 billion tenge, construction and installation work exceeded 1.2 times, housing commissioning - 148.3%, retail turnover amounted to 101.7%, wholesale turnover - 101.2%.
In agriculture, during the reporting period, the volume of products produced amounted to 47.9 billion tenge, and the gross output amounted to 131.2%. The sown area in 323 agricultural enterprises of the district this year amounted to 312 thousand hectares. Despite the difficult weather conditions, good results were obtained in the crop industry, the average yield of grain crops was 16.5 c/ha, over 407 thousand tons of grain were harvested from 246 thousand hectares, and 59 thousand tons of oilseeds were harvested with an average yield of 9.0 c/ha.
7 billion 541 million tenge of investments were attracted to agriculture, the main share of which is investments in the implementation of investment projects.
Last year, investment projects worth more than 12 billion tenge were implemented in the field of agriculture.
Vostok-1 LLP in the village of Stepanovka implemented a project to build a dairy farm for 1,200 cattle with a capacity of 9 thousand tons of milk per year, with the creation of 13 permanent jobs.
Kamenskuralsk LLP has introduced a dairy farm for 400 heads with a capacity of 3.1 thousand tons of milk per year, worth 4.3 billion tenge, and an irrigation system for forage crops on an area of 505 hectares worth 610 million tenge.
Investments in housing construction in Mendykara district amounted to 831.0 million tenge. 4.5 thousand square meters of housing have been commissioned. 10 houses and 24 apartments were built. Apartments were provided for socially vulnerable segments of the population and public sector workers. To provide thermal energy to residents of houses in the new microdistrict, a block-modular boiler house worth 87.4 million tenge has been installed.
In 2024, a significant amount of road repair work was carried out to improve the road infrastructure. 47 km of highways and 17 streets in 8 settlements were repaired.
Of the 34 settlements in the district with a total population of 23,682, 17 settlements with a total population of 19,400, or 81.9%, are provided with high-quality drinking water.
In the field of education, in 2024, a two-year overhaul of the building of the Borovskaya Gymnasium named after A.Chutaev and 9 schools of the district for a total amount of 690 million tenge was completed. The Public Fund "Kazakhstan Khalkyna" imported high-quality German equipment to the school named after G. Zhumabayev in the amount of 250 million tenge.
In the field of healthcare, within the framework of the Auyl - El Besigi project, capital repairs of FAP buildings in the villages of Stepanovka (34.2 million tenge) and Krasnaya Presnya (35.3 million tenge) totaling 69.5 million tenge have been completed. The public procurement procedures for the construction of the FAP in the village of Vvedenka have been completed, the project implementation period is 2024-2025.
In the field of sports, work has been completed on the construction of a metal-tape structure to shelter a hockey court in the village of Kharkov for a total amount of 253 million tenge. The procedures of public procurement for the construction of a metal-tape structure for the shelter of a hockey court in the village of Borovskoye, worth 280 million 325 thousand tenge, have been completed, the project is planned for 2024-2025.

Chairman of the district maslikhat K.R. Rakhmetkaliyev spoke about the work carried out by deputies and the staff of the district maslikhat in 2024.
As a result of the elections on March 19, 2023, 11 deputies were elected to the Mendykara district Maslikhat of the 8th convocation:
8 deputies from the AMANAT party.;
from the Ak Zhol Party of Political Parties - 1 deputy;
from the NDP, the Auyl Party - 1 deputy;
There is 1 deputy from the Respublika party.
In 2024, 20 sessions were held (in 2023 - 19), including 6 using ZOOM. Of the 20 regular sessions held, 4 (2023-4), and 16 (2023-15) extraordinary sessions. All extraordinary sessions were convened on the initiative of the akimat of the district.
In accordance with the competence of the district maslikhat, a total of 178 decisions were made during the reporting period (2023-97), of which 26 were of a regulatory nature (NPA). (7 NPA were registered with the justice authorities, 19 NPA were accepted without registration). The sessions exercise the authority to approve and clarify the district budget. In 2024, budget clarifications were carried out 8 times. All the refinements carried out, first of all, were related to the redistribution of existing savings and the allocation of funds to solve priority tasks.
The maslikhat monitors the implementation of government programs through personal reports from the heads of responsible government agencies. According to the requirements of the legislation, reports of administrators of budget programs on the execution of the district budget, the report of the akim of the district on the performance of the functions and tasks assigned to him are heard annually.
In order to implement the Law on Access to Information, the maslikhat's office is systematically and continuously working to provide information to the official Internet resource of the Mendykara district maslikhat, which is located on a single platform of Internet resources of government agencies. The website contains all relevant information about the work of the maslikhat, links to online broadcasts of maslikhat sessions are provided.
Also, the legislative requirement for the openness of maslikhat meetings has been implemented. Currently, all sessions of the sessions are broadcast online, via social networks, and every voter can see what issues are being discussed and what decisions are being made on them.
Deputies have special control over the implementation of state programs, for which they regularly hold meetings of standing committees, visits to facilities, hearing information and reports, deputy inquiries and other forms of control. A total of 9 meetings were held during the reporting period. Of these, 8 are scheduled and 1 is an unscheduled meeting. Joint meetings of the two permanent commissions were held on the most significant and important issues (draft budgets of the district and rural districts, reduction of the retail tax rate, etc.). At the meetings of the standing committees, 26 officials were heard, including the akims of rural districts, deputy akims of the district, heads of state and non-state institutions and organizations.
During the reporting period, 10 (2023-9) deputy requests were sent to government agencies. 4 deputy requests were sent to the regional departments of state bodies and 6 to district government agencies. The main topics of parliamentary inquiries are issues of healthcare, education, construction, veterinary medicine, and agriculture.
Deputies of the district held 32 receptions in the public reception of the Mendykara district branch of the party, 72 appeals from citizens were accepted, 66% of them, or 48 were resolved positively, and explanations were given for the remaining 24.
In 2024, deputies of the district held 31 meetings with the population of their constituencies, labor collectives, including information and explanatory work before the referendum on the construction of nuclear power plants, to bring program goals and objectives, main directions and priorities of the Address of the Head of State in 2024 "Fair Kazakhstan: law and order, economic growth public optimism."
Deputies of the Mendykara district maslikhat provide constant support to socially vulnerable segments of the population, including in the framework of charity events "Road to School", Children's Day, "Day of the Elderly" and others, and many other actions dedicated to the celebration of significant events in our country.
