On December 1, 2023, under the chairmanship of the chairman of the maslikhat Denis Martin, an extraordinary session of the district maslikhat of the eighth convocation was held in ZOOM mode. During the session, issues of introducing changes to the budgets of the district and the village of Tobol, rural districts for 2023-2025, changes in the district election commission and the personnel of the district akimat council were considered. Deputies approved the clarification of budgets and made corresponding decisions.

Message Maslikhat of Beimbeta Mailina district, Kostanay region on the formation of a new composition of election commissions

In accordance with Article 10 of the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan” (hereinafter referred to as the Constitutional Law on Elections), the maslikhat of the Beimbet Mailina district announces the formation of a new composition of the territorial and 31 precinct election commissions.

Territorial election commissions are formed with seven members.

The quantitative composition of precinct election commissions is determined by the territorial election commission of the district depending on the number of voters at the polling stations.

The term of office of election commissions is five years.

Each political party has the right to nominate one candidate to the relevant election commission.

A political party has the right to nominate candidates to the election commission who are not members of that political party.

In the absence of proposals from political parties, maslikhats elect an election commission at the proposal of other public associations and higher election commissions.

Political parties, other public associations, their structural divisions and higher-level election commissions in relation to those being formed shall submit the following documents to the maslikhat by December 8, 2023:

1) information about candidates for election commissions in the prescribed form in electronic and paper format;

2) an extract from the decision of a political party, public association or their branches (representative offices), a higher election commission on the nomination of candidates to the relevant election commissions;

3) a copy of the registration document of a political party, public association or their branches (representative offices);

4) candidates’ statements of consent to participate in the work of the election commission in the prescribed form.

Forms for information about candidates for election commissions, statements of candidates on consent to participate in the work of election commissions are posted on the maslikhat website.

A person proposed for membership in an election commission must meet the requirements of the Constitutional Law on Elections.

A person proposed to be a member of a territorial election commission must meet the approved qualification requirements for members of territorial election commissions, established for the level of education, length of service and (or) work experience, professional competencies necessary to perform the duties of a member of a territorial election commission, and also have a certificate on passing testing for knowledge of election legislation through the subsystem “Distance learning and testing of members of election commissions” on the Internet resource of the Central Election Commission of the Republic of Kazakhstan.

A member of the election commission must reside on the territory of the administrative-territorial unit in which the maslikhat that formed the composition of this commission is located.

More than half of the composition of the election commission should not be employees of one organization, with the exception of cases of creating polling stations provided for in paragraph 3 of Article 23 of the Constitutional Law on Elections.

One election commission cannot include close relatives (parents, children, adoptive parents, adopted children, full and half siblings, grandparents, grandchildren) or spouse.

All documents submitted to the maslikhat in paper format must be signed, certified by a seal, and contain the date of execution, a note about the executor, indicating the surname, initials and telephone number.

Reception of proposals for the composition of election commissions is carried out until December 8, 2023, from Monday to Friday from 09:00 to 18:30, break from 13:00 to 14:30.

MESSAGE maslikhat of the Beimbeta Mailina district on making changes to the district election commission

In connection with the release of members of the district election commission of electoral district № 1 from their duties.

Political parties, other public associations, their structural divisions and the higher election commission are invited to submit candidates to the election commission in place of retired commission members by 6:30 p.m. on November 24, 2023.

Provide the following documents to the maslikhat:

1) information about candidates for membership in the election commission in the prescribed form in electronic and paper format;

2) an extract from the decision of a political party, public association or their branches (representative offices), a higher election commission on the nomination of candidates to the relevant election commission;

3) a copy of the registration document of a political party, public association or their branches (representative offices);

4) candidates’ statements of consent to participate in the work of the election commission in the prescribed form.

Today, November 6, an extraordinary session of the district maslikhat of the eighth convocation took place in ZOOM mode. The session was chaired by the chairman of the district maslikhat, Martin D.A. During the extraordinary session, issues were considered on the approval of the Rules for the provision of social assistance, establishing the amounts and determining the list of certain categories of citizens in need; changes in precinct election commissions and in the personnel of the consultative and advisory body under the district akimat. Deputies unanimously supported all the presented projects. Appropriate decisions have been made.
